	answer	answer is ministerial correction date of answer 07/09/2022 answer text <p>DCMS jointly funds the #iwill Fund together with The National Lottery Community Fund (TNLCF) to provide youth social action opportunities for young people aged 10-20. Over £54m has been jointly invested into the Fund since 2016, which has been matched on at least a 1:1 basis by the delivery organisations, doubling the initial investment. A further £12m of DCMS and TNLCF funding was announced in July 2022.</p><p>The #iwill Fund contributes to the delivery of the National Youth Guarantee, which will also offer The Duke of Edinburgh’s Award to all mainstream secondary schools in England, tackle non-military Uniformed Youth Group waiting lists and continue delivering the National Citizen Service (NCS) programme. All of these programmes provide volunteering opportunities for young people.</p><p><strong><br></strong>In addition, through the £7.4m Volunteering Futures Fund, DCMS is creating more volunteering opportunities to improve the accessibility of volunteering in arts, culture, sports, civil society, youth and heritage sectors. 	answer	answer is ministerial correction date of answer 03/03/2022 answer text <p>I refer to an answer given to a recent parliamentary question <a href="https://docs.google.com/document/u/0/d/1yVio7GJn35bxftrAR4RMwruUNkUCxuM-uD1wSBT2O3s/edit" target="_blank">127585</a>.</p><p><em>The National Citizen Service (NCS) is a universal programme that is available to all 15-17 year olds, and maintains a policy that no young person is prevented from taking part. </em></p><p><em>NCS is able to engage a diverse group of young people, over-indexing in participation rates compared to the national population for certain priority groups. In 2019, 23% of participants were on free school meals, 16.3% were living in Opportunity Areas, 29% were from BAME communities, and 6.2% had special educational needs or disabilities. </em></p><p><em>NCS ensures that disadvantaged young people can access the programme through various measures: </em></p><ul><li><p><em>Bursary schemes, which cover 80% of the participant contribution, reducing it to £10 or, in some cases, entirely. In Summer 2021, over 10,000 young people accessed a bursary.</em></p></li><li><p><em>The NCS Inclusion Fund, which enables NCS’s network of providers to remove barriers to taking part in the programme, supporting young people with transport, food, and kit. In Summer 2021, over 10,000 young people accessed a bursary.</p></li><li><p>The NCS Inclusion Fund, which enables NCS’s network of providers to remove barriers to taking part in the programme, supporting young people with transport, food, and kit. In 2021, almost 300 young people benefited from the fund.</p></li><li><p>A dedicated community engagement team focused on increasing accessibility by considering differing levels of deprivation and connecting with local youth organisations and Local Authorities.</p></li></ul><p>Nonetheless, there is a perceived barrier for some. 2021 survey results from 1,640 young people show that for those not interested in participating in NCS, 7% cited cost as the reason. This is significantly lower than other reasons including wanting to spend time doing other things and concerns about coronavirus. 	answer	answer is ministerial correction date of answer 20/01/2022 answer text <p>Following the recent Spending Review, officials are working closely with the National Citizen Service Trust (NCS Trust) and across Whitehall to increase the effectiveness of the funding provided by this government to support young people.</p><p>My officials will continue to provide support and oversight to the management team at the NCS Trust, setting ambitious delivery targets and working closely with other Departments to explore new opportunities and align the programme with the changing needs of young people and of the youth sector.</p><p>DCMS and the Trust will ensure that the programme is maintaining a strong, diverse supply chain. The Trust works with over 120 network partners nationwide and its programme delivery is highly localised. This means that projects that successfully bid for funding during the 2018-2020 programme will continue to receive EU funding for the full duration of the project, including where funding runs beyond 2020 and the end of the transition period.</p><p><strong> </strong></p><p>International opportunities for young people outside of formal education settings, such as the types of activities funded under the European Solidarity Corps programme, are being considered as part of the DCMS-led Youth Review, which was commissioned by the Treasury at the 2020 Spending Review. The figure of 91,489 participants referred to in the National Citizen Service Trust’s Annual Report 2019/20 is on a financial year basis and thus covers the Summer and Autumn programmes only, excluding 552 participants in the Spring 2019 programme.</p><p><strong> </strong></p><p>The participation numbers were reported on a calendar year basis in the 2018/19 Annual Report but reporting practices changed when the NCS became a Royal Charter Body in December 2019. 	answer	answer is ministerial correction date of answer 26/04/2021 answer text <p>As per National Citizen Service Trust’s 2018/19 Annual Report, 99,674 young people took part in the NCS programme in the 2018 calendar year (England only) with a completion rate of 93%. This compares to a target of 100,000 young people for the calendar year 2018.</p><p><strong> </strong></p><p>In the 2019 calendar year, 92,041 young people took part in the NCS programme. This figure includes 552 young people who participated in the Spring 2019 cohort but were excluded from NCST’s 2019/20 Annual Report (which covers the April 2019 to March 2020 financial year). The target for 2019/20 was set for the financial, rather than calendar year and was for at least 100,000 young people to take part in NCS.</p><p><strong> </strong></p><p>The completion rate for 2019 was 88% for the calendar year.
