star this property answer text <p>The Cricket World Cup final, semi-finals and matches involving home nations’ teams are listed under Group B of the Listed Events Regime. Events listed in Group B may have live coverage on subscription television provided that secondary coverage is offered to qualifying broadcasters.</p><p> </p><p>Coverage of women’s professional sport on free to air television has improved significantly in the last ten years, with the FIFA Women’s World Cup and Euro Championships, Women’s Rugby World Cup, cycling and tennis being regular fixtures on the BBC and ITV.</p><p> </p><p>We know that more can be done to improve equality in sports broadcasting. That is why we have just announced our proposal to add the Paralympic Games to the list and we have started the statutory consultation process to do that. We are also considering the addition of women’s only sporting events where the equivalent men’s only tournaments are currently listed, which we plan to consult on later in the year. This is to give equal recognition to disabled and women’s sports.</p>

As set out in the Online Harms White Paper the government will take action to tackle content or activity that harms users, particularly children.</p><p> </p><p>Companies will be required to take robust action to address harmful content, including self-harm content which encourages eating disorders. star this property answer text <p>Sunderland has a history as an internationally significant centre for shipbuilding. However, such was the pace of change in the shipbuilding industry that few structures survived. Doxford Gate sits in the path of a new inner ring road which will link the city centre to a new bridge across the River Wear. The site has been considered for statutory protection by listing, but it does not meet the national criteria. It is unfortunate that it appears that the Doxford Gate cannot be preserved, but I am pleased to report that I understand it is intended to re-erect the historic iron gates from the entrance nearby as a memorial to the shipyard.</p> more like this

Working with VisitBritain, we aim to improve the sharing of good practice across the sector, continue to provide excellent business support and promote our accessible tourism product.</p><p> </p><p>Additionally, the Minister for Disabled People, Health and Work has appointed a number of Sector Champions including Champions for Art and Culture, Hotels, Tourism and Countryside and Heritage. These champions use their influential status as leaders within their sectors to drive improvements to the accessibility and quality of services and facilities for disabled people. star this property answer text <p>The museum sector in England is vibrant and dynamic, and has an impact on a wide variety of social outcomes including education, health and wellbeing, community cohesion and social inclusion. Independent museums are an important and successful part of the museums sector: around half of the museums accredited by Arts Council England are independent. In addition, the Association of Independent Museums estimates that they are visited by over 9 million people annually.</p><p> </p><p>Over the last ten years, museums have received over £800m annually from public sources. DCMS supports museums through Arts Council England, the museum sector development agency. Arts Council England funds some independent museums directly as National Portfolio Organisations, as well as supporting many projects run by them through its grants programmes and strategic funds. It also funds Sector Support Organisations and Museum</p><p>Development organisations which can also assist independent museums. Independent museums are eligible for other public funding such as capital grants from the National Lottery Heritage Fund and support for permanent and temporary exhibitions through the Museums and Galleries tax relief introduced in 2017. The £4m 2018-20 round of DCMS/Wolfson Museums and Galleries Improvement Fund awarded 40% of its funding to independent museums.</p>

star this property answer text <p>The United Nations Sports for Climate Action Framework and Declaration is a welcome voluntary initiative which encourages sports organisations to make their own contribution to the Paris Agreement goal of achieving a low carbon future. It is a matter for individual sports organisations themselves whether they wish to participate in the Framework and sign up to the Declaration. We welcome that both the All England Lawn Tennis Club and The Rugby League World Cup 2021 have done so. The Government is fully committed to the Paris Agreement, and since the year 2000 we have decarbonised our economy more quickly than any other country in the G20.</p> more like this

star this property answer text <p>The sale of wearable GPS tracking devices, including where they are sold to assist with the care of dementia patients, is subject to UK consumer protection legislation. This legislation includes the Consumer Rights Act 2015 under which all goods and services must be of satisfactory quality and fit for purpose.</p><p> </p><p>In addition, all personal data collected by GPS devices is subject to the EU General Data Protection Regulation (GDPR) and the Data Protection Act 2018 which is regulated by the Information Commissioner's Office (ICO). This legislation provides that any data collected must be processed transparently, fairly and for legitimate purposes. Companies developing new technologies which are likely to result in a risk to the rights and freedoms of data subjects are also required to complete a Data Protection Impact Assessment before the processing begins. In these instances, the company will be required to consult the ICO if their assessment indicates the processing would result in a high risk in the absence of any mitigating actions.</p><p> </p><p>As GPS tracking is used for a wide range of applications, there are also some cases where other regulations may apply. For example, Section B of the Bail Act 1997 includes provisions in respect of electronic monitoring of people on bail.</p><p> </p><p>The Government is committed to supporting the responsible use of technology to improve people's lives, including supporting its use to help vulnerable people like dementia patients. The Medical Research Council, the Alzheimer's Society and Alzheimer's Research UK are jointly investing £290 million in the UK Dementia Research Institute at Imperial College London which looks at technology solutions that can assist people with dementia in their homes. Our Industrial Strategy also includes the Ageing Society Grand Challenge through which the Government will invest in the further development of technologies like Artificial Intelligence and the Internet of Things with the aim that people can enjoy at least five extra healthy independent years of life by 2035.</p><p> </p><p>The Government also recognises the importance of ensuring that regulation is able to keep pace as technology advances. On 11th June, we published our White Paper on Regulation for the Fourth Industrial Revolution. The White Paper confirmed that the Government will establish a Regulatory Horizons Council to identify the implications of technological innovation and advise the government on regulatory reform needed to support its safe introduction.</p><p> </p>

star this property answer text <p>Government and VisitBritain continue to assess the UK’s competitiveness against other countries, working to ensure that the UK remains the destination of choice for youth and student travellers.</p><p> </p><p>VisitBritain regularly engage with the British Educational Travel Association and English UK, who are members of the British Tourism Industry Group in order to stay abreast of the challenges and opportunities in this market. They use the ‘Join the world - #MyMicroGap’ marketing campaign to support youth and student travel within the UK, and have used the GREAT campaign to market to Chinese and Malaysian markets what the UK’s tourism offer is.</p><p> </p><p>Several Discover England Fund products have targeted the youth and student market internationally, including the England-wide The Collection and Liverpool and Warrington’s Buzzing for the Weekend.</p><p> </p><p>VisitBritain have also conducted research into segments of the market who visit the UK, including the youth and student market.</p>

star this property answer text <p>The security and resilience of the UK's telecoms network is of paramount importance. Section 105a of the Communications Act 2003 requires telecoms operators to have appropriate measures in place to manage risks to the security of networks and services. The 5G Testbeds and Trials Programme has allocated £10 million to create capabilities where the security of 5G networks can be tested and proven, working with the National Cyber Security Centre.</p><p> </p><p>Furthermore, the Government has recently announced a strengthened security framework for 5G infrastructure following a thorough, evidence-based review of the 5G supply chain, which can be found here: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/819469/CCS001_CCS0719559014-001_Telecoms_Security_and_Resilience_Accessible.pdf. This raises the security bar through new, strengthened security requirements that will ensure telecoms providers meet new challenges as 5G technology evolves. It also sets out plans for a strengthened legislative and regulatory framework to enforce these requirements.</p>

Live music venues are hugely important to the UK’s music tourism industry, which - according to UK Music - generated £4 billion in spend in 2017. That is why we have undertaken a number of measures to support and protect this sector, including reforming licensing and planning and introducing the Live Music Act, making it easier for promoters and venues to put on live music events.</p><p> </p><p>VisitBritain research shows that in 2017, over 2.6m international visitors attended a live music event while visiting Great Britain, representing 7% of the total visitors received.</p> more like this

star this property answer text <p>When the UK leaves the EU, the Information Commissioner's Office (ICO) will maintain its responsibility for enforcing compliance with data protection legislation, including monitoring the use of Standard Contractual Clauses.</p><p> </p><p>In February 2019 Parliament passed a Statutory Instrument (SI) setting out the criteria and process for creating and amending Standard Contractual Clauses either by the Secretary of State or by the Information Commissioner in conjunction with the Secretary of State. These provisions include a duty on both Secretary of State and the Information Commissioner to keep existing Standard Contractual Clauses under review.</p><p> </p><p>The government remains committed to ensuring that the ICO is a world class regulator and has the resources and enforcement tools it needs to safeguard the rights of individuals while allowing organisations to process personal data.</p> more like this

star this property answer text <p>Artificial intelligence and automation present enormous opportunities for our economy. Some studies suggest that artificial intelligence could add 10% to the UK GDP by 2030. Other studies highlight the benefits that artificial intelligence and automation could bring to specific sectors.</p><p> </p><p>For example, the independent “Made Smarter” review, published in October 2017, estimated that digital technologies, such as robotics, artificial intelligence, and additive manufacturing, could add £455bn to the UK manufacturing economy over the next decade.</p><p> </p><p>For that reason, under our modern Industrial Strategy, we have taken the following steps to support automation where and when it is appropriate and is for the betterment of society:</p><p> </p><ul><li>£558m of the £1.7bn Industrial Strategy Challenge Fund is related to automation;</li><li>Investment across UKRI partners for robotics, autonomous systems and AI for physical systems since 2014 totals £366m and has attracted a further £153m leverage from private sector or other public bodies;<br></li><li>The AI Sector Deal, published in April 2018, is worth up to£950m and is already delivering pioneering skills and data initiatives to create the jobs and markets of tomorrow; <br></li><li>Government is backing Made Smarter as our key industrial digitalisation programme, including through up to £121m investment into the Made Smarter digital manufacturing challenge to increase manufacturing productivity by up to 30%;</li><ul><li>In addition, Government is investing £20m into the Made Smarter North West pilot for adoption of digital technology, which includes robotics and automation;</li><li>Growth Hubs provide an important one stop shop for businesses seeking to improve their productivity. The £20m Made Smarter North-West Pilots will engage 3,000 SME manufacturers across the north west to improve their productivity, administered through Growth Hubs; and <br></li></ul><li>The UK’s Catapult network helps bridge the gap between businesses and the expertise of the UK’s world-class research in automation. In August 2018, Government committed a further £780m over the next 5 years, which will be match funded with over £1.5bn in industry R&amp;D.</li></ul><p> </p>

star this property answer text <p>Improving mobile coverage in rural areas is a priority for the Government, and we want the UK to have high-quality mobile coverage where people live, work and travel. We are committed to extending geographic mobile coverage to 95% of the UK, as well as providing an uninterrupted mobile signal on all major roads, and we are considering all of the options available to facilitate this.</p><p> </p><p>The Government is working closely with the Mobile Network Operators (MNOs) to consider their proposal for a Shared Rural Network. Their proposal is still being developed and my department looks forward to hearing more about the industry’s potential solution to the issue of rural mobile coverage.</p><p> </p><p>My department also welcomes the current proposals set out in Ofcom’s consultation on awarding the 700 MHz and 3.6-3.8 GHz spectrum bands to improve coverage, which aims to deliver two MNOs to 90% geographic mobile coverage.</p> more like this

star this property answer text <p>The Industrial Strategy set out our commitment to becoming the world’s most innovative economy, ensuring the UK is the best place for researchers and innovators throughout Britain. We are already delivering record increases in public sector R&amp;D investment — an extra £7bn committed by 2021/21 — with a target to reach 2.4% of GDP investment in R&amp;D across the whole economy by 2027.</p><p> </p><p>The government is supporting organisations that promote digital innovation. The Industrial Strategy Challenge Fund is incentivising innovation, including in digital projects, by bringing together world-class UK research with business investment to develop new technologies. The Digital Catapult, an advanced digital technology innovation centre, receives funding to drive the early adoption of digital technologies to make UK businesses more competitive. It provides physical and digital facilities for experimentation and brings small companies, corporates, researchers and investors together through innovation programmes.</p><p> </p><p>We are also helping innovative companies to access funding to expand and develop new projects. This includes the £2.5 billion British Patient Capital programme, delivered through the British Business Bank, which will support innovative UK companies to access the long-term investment they need to grow and expand worldwide.</p><p> </p><p>The Industrial Strategy also supports the development of projects in specific sectors through Sector Deals: long term partnerships between industry and the government. These have included commitments to develop several digital projects to improve productivity in sectors ranging from Rail to Creative Industries to Tourism.</p>

star this property answer text <p>In the 2015 licence fee funding settlement, the government agreed with the BBC that responsibility for the over 75s TV licence fee concession would transfer to the BBC in June 2020. This reform was then debated extensively and agreed to by Parliament during the passage of the Digital Economy Act 2017. This legislation provides that the future of the concession is the responsibility of the BBC, not of the government.</p><p> </p><p>The government remains disappointed with the BBC’s decision to restrict the concession to only those aged over 75 in receipt of Pension Credit. My colleague the Secretary of State for Digital, Media, Culture and Sport recently met with the Chairman of the BBC Board and the Director-General of the BBC and asked them to do more to help those affected by its decision. Discussions continue between government officials and the BBC.</p> more like this

star this property answer text <p>A robust law enforcement response is a fundamental part of the government's drug strategy and we are taking coordinated action to tackle illegal drugs alongside associated criminal activity. Law enforcement agencies continue to work with internet service providers to shut down UK-based websites found to be committing offences such as selling drugs controlled under the Misuse of Drugs Act 1971.</p><p> </p><p>The government has been clear that more needs to be done to tackle online harms, including sale of illegal goods. That is why the Government published the Online Harms White Paper, which sets out our plans for world-leading legislation to make the UK the safest place in the world to be online and hold companies to account for tackling a wide range of online harms.</p><p> </p><p>In February this year, the government also announced its intention to review how online advertising is regulated in the UK, looking at how well the current regime is equipped to tackle the challenges posed by technological developments seen in online advertising.</p>

star this property answer text <p>The Online Harms White Paper sets out our plans for world-leading legislation to make the UK the safest place in the world to be online. We intend to establish in law a new duty of care on companies towards their users, overseen by an independent regulator. The duty of care will ensure companies have appropriate systems and processes in place to deal with harmful content on their services to keep their users safe. Compliance with this duty of care will be overseen by an independent regulator, which will have a range of enforcement powers.</p><p> </p><p>Alongside the White Paper, the government published the Social Media Code of Practice. This voluntary guidance sets out actions that the Government believes social media platforms should take to prevent bullying, insulting, intimidating and humiliating behaviours on their sites.</p><p> </p><p>Government has also asked the Law Commission to conduct a second phase of its review of the legal framework around abusive and offensive communications online. This will make specific recommendations for legal reform and is due to report in early 2021. Alongside this, the Law Commission will also consider whether co-ordinated harassment by groups of people online could be more effectively dealt with by the criminal law.</p><p><strong> </strong></p>

star this property answer text <p>The Video Standards Council (VSC) is an independent body, designated under the Video Recordings Act 1984 to issue statutory age ratings for video games in the UK. Although the VSC’s classification decisions are therefore rightly independent of the Government, we do require it to meet certain operating standards, including regularly consulting the public on its classification standards and maintaining an Advisory Panel of experts in fields such as child and adolescent mental health.</p><p> </p><p>We are in frequent dialogue with the VSC about their work and on how we can ensure that children are better protected from inappropriate content. star this property answer text <p>Operators offering gambling services to people in Great Britain must have a licence from the Gambling Commission and have procedures in place to prevent underage gambling. The Gambling Commission has a range of powers to act in the case of failure, including the power to suspend or revoke a licence, impose financial penalties or prosecute criminal offences.</p><p> </p><p>Although it is legal for children to engage in some forms of gambling – for example, betting between friends or on crane grab machines in Family Entertainment Centres – the law is clear that children are not allowed to gamble online or in pubs, betting offices and bingo halls. In May the Gambling Commission introduced new rules that require online gambling businesses to verify the age of customers before they can deposit money, gamble, or access play-for-free versions of gambling games. The Gambling Commission is also working with local authorities and the hospitality sector to improve the enforcement of legal age requirements on the use of gaming machines in pubs.</p>

star this property answer text <p>We strongly condemn the recent incidents of racism in sport both at home and abroad. There is no place anywhere for racism in sport and we want it stamped out at every level of competition.</p><p> </p><p>The football authorities have set out robust plans to combat racism in football. This includes a consistent approach to stronger education measures, improved reporting systems and better training and support for referees and stewards - such as through improved CCTV for recognition of offenders, and expanding the use of body cameras worn by stewards.</p><p> </p><p>The FA have announced an increase of the minimum sanction for discriminatory behaviour to a ten-match ban. It is vital the football authorities continue to prioritise tackling this despicable abuse and we expect them to consult with both players and supporters’ groups as they progress their plans.</p><p> </p><p>We will be monitoring how the football authorities implement their plans through the season.</p><p>We welcome the Premier League’s continuing commitment to eradicate racism from the game, with the promotion of their No Room For Racism campaign over two match weeks, that urges supporters to report discrimination.</p><p> </p><p>After the appalling incidents during the recent Bulgaria versus England game, the Government wrote to the England team supporting and commending their dignity on the pitch, and to UEFA urging that swift action be taken to investigate the incidents and punish those involved.</p><p> </p>

star this property answer text <p>Advertising in the UK is regulated by the Advertising Standards Authority (ASA), which enforces the Advertising Codes through a system of self-regulation and co-regulation with Ofcom. This regulatory system is independent of government and is ultimately responsible for setting the standards in advertising.</p><p> </p><p>The Advertising Codes incorporate all relevant legislation and set standards for accuracy and honesty to which advertisers must adhere, including specific conditions on advertising to children, causing offence and social responsibility. The Codes are regularly reviewed and updated by the industry to ensure they remain effective, and proposed changes to the Codes are routinely subject to public consultation.</p><p> </p><p>UK broadcasters are required by a condition of their broadcast licences to enforce ASA rulings, and any who refuse to comply with these rulings risk being referred to Ofcom, which can impose fines and even withdraw broadcast licences. In non-broadcast media, the ASA has a range of sanctions it can take in cases of non-compliance, and as a last resort can refer advertisers to Trading Standards, where there has been a breach of consumer law.</p><p> </p><p>That said, we recognise that online advertising presents a number of unique challenges, which is why we announced a review earlier this year, which will consider this system in the round.</p><p> </p>

star this property answer text <p>The announcement on 28 October 2019 was the Ministerial Statement to Parliament in respect of the Government’s in-principle support for a Shared Rural Network (SRN) Programme, announced on 25th October 2019. The SRN is a proposal from the Mobile Network Operators (MNOs) to collectively increase 4G mobile coverage throughout the United Kingdom to 95% by 2025, underpinned by a legally binding coverage commitment from each operator to have reached more than 92% by 2026. The Government’s in-principle support remains subject to detailed negotiations with the MNOs, but our ambition is to reach a final agreement on the SRN early next year.</p><p>Crucially, the benefits will be felt across all four nations with the SRN extending coverage from each operator to a minimum of 85% in Scotland, 86% in Wales and 91% in Northern Ireland and 91% in England by 2026, although we expect the actual outcomes to be higher</p><p> </p><p>Industry is contributing £530 million to address partial not-spots (areas where there is currently only coverage from at least one but not all four MNOs). In addition, subject to reaching a final agreement, the Government will invest £500 million to provide new digital infrastructure in total not-spot areas (areas of market failure where no operators are present today). This £500 million will be funded from central Government, for the purposes set out in the business case for the Shared Rural Network. As this funding is state aid, it will require the approval of the European Commission or, depending on the circumstances of EU exit, the Competition and Markets Authority. <br></p><p>The £500 million funding from Government does not assume any contributions from the devolved administrations or from local authorities. However, support from both the devolved administration and local authorities will be crucial to the success of the programme - particularly in relation to planning approvals for new sites or site upgrades. Officials in central Government have had detailed conversations about the SRN proposal with their devolved counterparts, and will continue to engage with them regularly over the coming months.</p><p> </p><p>The UK has a vibrant telecoms industry, and we are keen that this programme reflects that. The programme will be delivered jointly by all four MNOs however, it is expected that organisations across the industry will have the opportunity to get involved in the delivery of the programme, as grant beneficiaries, by competing to build the required infrastructure, in an open, fair and transparent way. Beneficiaries will be required to report on their funding in line with the usual process for publishing their own accounts. Further details will be made available as the programme progresses.</p>

star this property answer text <p>The Government is committed to create a policy and regulatory environment which will ensure the most efficient use of radio spectrum (or airwaves), including setting the right conditions for the development and deployment of 5G networks while protecting important satellite services and applications.</p><p> </p><p>Government departments and agencies have been actively involved in the work of international telecoms groups, ITU (International Telecommunications Union) and CEPT (European Conference of Postal and Telecommunications Administrations), to study the necessary technical conditions for 5G, to ensure that they meet internationally agreed protection criteria for satellite communication and scientific satellites, including Copernicus.</p><p> </p><p>These technical conditions must balance the needs of the 5G industry and the science community. Such conditions have already been agreed within Europe. The UK has proposed, via European coordination (i.e. the European Conference of Postal and Telecommunications Administrations, a pan-European body including 48 countries), that these technical conditions should be adopted at global level at WRC-19 (World Radiocommunication Conference), which meets until 22nd November.</p><p> </p>

star this property answer text <p>The Online Harms White Paper sets out our plans for world-leading legislation to make the UK the safest place in the world to be online. We intend to establish in law a new duty of care on companies towards their users, overseen by an independent regulator. Ahead of the implementation of the new regulatory framework, we continue to work closely with companies to encourage them to take early action to address online harms.</p><p> </p><p>The Department for Digital, Culture, Media and Sport and the Ministry of Justice have also engaged the Law Commission on a second phase of their review of abusive and offensive online communications. As part of this the Law Commission will also look at the criminal law around the non-consensual taking and sharing of intimate images. This includes the creation and sharing of deepfake images. The review will look at existing offences and identify whether there are any gaps in the scope of the protection already offered to victims, making recommendations to ensure that the criminal law provides consistent and effective protection against the creation and sharing of intimate images without consent.</p>
