As a result of the commercial and government investments, the number of premises with a broadband service below 2Mbps continues to reduce. We support a free and open internet. Our net neutrality rules work well to help ensure users, not internet companies, are in control.</p><p>As such, we are clear that users of internet services should be able to access the services they wish to, without unnecessary blocking or slowing down by providers. The UK is currently subject to net neutrality rules brought in through the EU Open Internet Access Regulation. In order to ensure the immediate continuity of legislation after we exit the EU, over the coming months the Government will be converting EU law into UK law through the European Union (Withdrawal) Bill. In April 2019 we published the Online Harms White Paper which set out our intention to establish in law a new ‘duty of care’ on companies towards their users. The ‘duty of care’ will ensure that companies have robust systems and processes in place to tackle illegal content and protect users.</p><p>We will publish a full government response to the Online Harms White Paper consultation which will provide further detail on our proposals. This is why £1.7 billion of public money is being invested to support improvements in superfast broadband services across the UK. Broadband Delivery UK (BDUK) is committed to bringing superfast broadband access to 95 per cent of UK premises by the end of the year. By 2020, this should reach 97 per cent through a combination of public and commercial investment. To ensure that no one is left behind, the Government is also introducing a new broadband Universal Service Obligation (USO) within this Parliament. That is why security will be a theme throughout the government funded Internet of Things programme (IoTUK). We have included £10m for additional research to design in security, privacy and trust in IoT-related systems. In his report on the Internet of Things the Government Chief Scientist advised that security should be considered at the beginning and throughout the life cycle of Internet of Things applications. The government’s Online Harms legislation will establish in law a new ‘duty of care’ on companies towards their users. The ‘duty of care’ will ensure companies have robust systems and processes in place to keep their users safe and will deliver a higher level of protection for children than for the typical adult user. Details of how the online harms legislation will protect children from harmful content will be published later this year in the Full Government Response to the Online Harms White Paper consultation.</p><p>Over the past year we have been working with the BBFC and industry to drive the voluntary adoption of the BBFC’s age rating symbols to Video On Demand platforms.
