star this property answer text <p>I refer the Noble Prelate to the Written Ministerial Statement (HLWS911) my Rt. hon friend the Home Secretary made on 6 September 2018. A copy of which is attached for your reference.</p><p>The pilot will mean fruit and vegetable farmers are able to employ migrant workers for seasonal work for up to six months. 2,500 workers from outside the EU will be able to come to the UK each year, alleviating labour shortages during peak production periods.</p><p>The Seasonal Workers pilot will be run by two scheme operators, who will oversee the placement of the workers. The arrangements for selecting these will be announced in due course.The pilot will run until the end of December 2020 and will be monitored closely by the Home Office and the Department for Environment, Food &amp; Rural Affairs.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>A key objective of the Seasonal Workers Scheme is to ensure that migrant workers are protected against modern slavery and other labour abuses, including the charging of recruitment fees. The safety and wellbeing of workers is considered paramount.</p><p>The Gangmasters and Labour Abuse Authority (GLAA) assess overseas labour providers when they apply for a licence to be a part of the Seasonal Workers Scheme. Charging recruitment fees would be a breach of the licensing standards. Any labour provider found to be in breach of the licensing standards is not provided with a licence or would have their licence revoked. To date, no licence holder part of the Seasonal Workers Scheme has been found to be in breach of the standards related to recruitment fees.</p><p>The GLAA is undertaking work in partnership to prevent exploitation of workers. For example, the GLAA and seasonal worker pilot operators are jointly developing an informative video, specifically addressing issues related to recruitment fees. The video is due to be launched in the coming weeks. The GLAA is also developing specific guidance aimed for overseas businesses will also be published shortly. Finally, the GLAA is working with UK embassies to engage more closely with in-country government agencies and ensure local laws and regulations are always met.</p>

star this property answer text <p>The UK government is committed to supporting the agricultural industry as it continues to adapt to changes in the UK labour market.</p><p>The Government has taken the decision to increase the number of Scheme Operators for the Seasonal Worker route to reflect the announced increase in the scheme quota. Scheme operators are selected by DEFRA through a fair and open selection process according to their own criteria and recommended to the Home Office – who assess the operator’s suitability to become a licenced sponsor. Details of DEFRA’s selection process are publicly available at: <a href="https://www.gov.uk/government/publications/seasonal-worker-visa-route-request-for-information-rfi" target="_blank">https://www.gov.uk/government/publications/seasonal-worker-visa-route-request-for-information-rfi</a>.</p><p>The Scheme Operators are already required to have a clear employer transfer pathway in place as a condition of holding their sponsor licence, including transparent criteria for making a transfer request and a process for</p><p>considering such requests. The Scheme Operators must not normally refuse requests to change employers, and may only do so where there are significant reasons preventing a transfer, for example the imminent expiry of a workers visa.
