	answer	answer is ministerial correction date of answer 25/03/2014 answer text <p>[holding answer 20 March 2014]</p><p>The Department did not provide specific funding for staff to carry out trade union activities in 2011, 2012 or 2013.</p><p> </p><p>Information on the amount of paid time spent on trade union activities by staff who are union representatives has only been centrally recorded since November 2012. Between November 2012 and September 2013 our central records show that 1,345 paid days were spent by union representatives on such activities. These central records are based on returns submitted by union representatives to account for the time they have spent on their union roles. Information on the amount of paid time spent on trade union activities prior to November 2012 could only be obtained at disproportionate cost.</p><p> </p><p>Since October 2013 the Department has not permitted members of staff elected as union representatives to be granted paid facility time for any trade union activities and in future will only grant paid facility time for such activities in exceptional circumstances and with approval from the Secretary of State. The other 3 <br>forces report that they are in the process of agreeing such protocols with <br>local partner agencies.<br><br>The agreement of mental health protocols by local agencies is promoted at <br>national level, including through the Mental Health Act 1983 Codes of Practice <br>and the new national Mental Health Crisis Care Concordat, which states that:<br><br>‘Every area should have a local protocol in place, agreed by NHS commissioners, <br>the police force, the ambulance service, and social services. This should <br>describe the approach to be taken when a police officer uses powers under the <br>Mental Health Act'.<br><br>The Mental Health Crisis Care Concordat can be found at: <br>https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/281242<br>/36353_Mental_Health_Crisis_accessible.pdf<br><br>The Department of Health, supported by the Home Office and Mind, is encouraging <br>local areas to sign-up to the principles of the Concordat, with the expectation <br>that all areas in England will have signed local declarations by December <br>2014. 	answer	answer is ministerial correction date of answer 10/04/2014 answer text <p> </p><p>The Home Office has suspended acceptance of all ETS tests taken and used in the <br>UK whist the scope of the issue is ascertained and to determine the number of people who <br>have taken a test and been involved in fraud. We have specialist teams in place <br>to undertake this analysis. <br><br>We are looking at all current and past applications. Anyone who is found to <br>have used or is currently trying to use evidence that they obtained dishonestly <br>can expect to have their leave curtailed and be removed from the UK or have any <br>outstanding application refused and leave the UK. We will also seek criminal <br>prosecution where appropriate and use all of the measures that we have <br>available. <br><br>Our reforms have curbed abuse by closing bogus colleges, making the application <br>process more rigorous and imposing more rules on colleges to improve course <br>quality.
