The Minister for the Cabinet <br>Office also placed before Parliament a list of achievements over the preceding <br>year and a document that outlines its future plans. We announced in January our intention to trial specialist independent advocates for victims of child trafficking. <br><br>23 local authorities have agreed to participate in the trial: Greater Manchester including Manchester City, Stockport, Tameside, Oldham, Rochdale, Bury, Bolton, Wigan, Salford, Trafford; West Midlands including, Birmingham, Coventry, Dudley, Sandwell, Solihull, Walsall, Wolverhampton; Croydon; Derbyshire; Kent; Lancashire; Oxfordshire; and West Sussex. <br><br>These local authorities represent a wide demographic range as well as major transport hubs and asylum screening units. These areas also have the highest rates of trafficking referrals to the National Referral Mechanism or are areas where we are aware of a high number of trafficking investigations by law enforcement agencies.<br><br>We remain committed to trialing this approach. We are currently considering bids from a number of voluntary and community services organisations that were identified as potential providers of the advocacy service because of the particular expertise they hold. These <br>agencies’ capability to access this data when it is needed is degrading as a result of rapidly changing technology. The figures quoted in the speech at <br>Mansion House on 24 June demonstrate the impact that capability gaps are having on investigations. <br><br>With reference to the 13 incidents involving children, these cases could not be pursued because the data needed to identify them from their activities online was not available. The current status of these children is therefore unknown. The Government has so far committed £70 <br>million of NCSP funding to build law enforcement capabilities to tackle cyber <br>crime. This includes the establishment of the National Cyber Crime Unit in the <br>National Crime Agency (NCA), and cyber teams within each of the Regional <br>Organised Crime Units across England and Wales. We are also developing the <br>capability and awareness of local police forces. The NCA has led efforts to <br>arrest and disrupt cyber criminals, including warning individuals who may have <br>access to malicious software that they are known to the agency and that any <br>movement into criminality will result in action. NCSP also funds the Action <br>Fraud, the national reporting service for fraud and financially motivated cyber <br>crime, and the National Fraud Intellligence Bureau. Both of these are run by <br>the City of London Police, the country’s national lead force for fraud <br>investigations. My Rt. Hon. Friend, the Home Secretary, visited the City of <br>London Police earlier this month with the Member for Hove and Portslade in <br>order to see the good work that the force is doing. <br><br>In addition, the Government has introduced a new offence as part of the Serious <br>Crime Bill to capture cyber attacks which cause, or create a significant risk <br>of, serious damage. This will ensure that serious cyber attacks carry <br>sentences that reflect the impact they can have. Where cyber attacks result in <br>loss of life or serious damage to national security, the maximum sentence will <br>be life imprisonment. In addition, the UK’s central office for managing SIS II requests (the SIRENE Bureau) has been established within the National Crime Agency (NCA) to act specifically as the UK's single point of contact for all exchanges of information relating to SISII alerts. On 21 July 2014, the Home Secretary commenced the proportionality provisions in the Anti-Social Behaviour, Crime and Policing Act 2014. This includes a proportionality filter in relation to SISII Article 26 alerts (European Arrest Warrants). The filter will enable the weeding out of the most trivial European <br>arrest warrants, ensuring resources are dedicated to the most serious criminals and that the police are not overburdened with Article 26 alerts.In terms of other SISII alerts, they only require the UK to notify the issuing Member State that the individual has come to our attention. Therefore, there is expected to be a minimal impact on existing resources.</p><p>The UK has made no distinction between the definitions used in Article 36 (chapter VIII) as concerns discreet and specific checks. Any UK law enforcement check that matches a SISII Article 36 alert will be coordinated through the NCA’s SIRENE Bureau, and the issuing Member State will be notified in accordance with the SISII Council Decision. UK law enforcement agencies will use Article 34 alerts (chapter VII) for locating witnesses, persons summoned to appear in criminal proceedings and others. The accompanying information will include a combination of name, age, sex, colour and height of the individual. We work with both EU and non-EU States, and will continue to do so. As explained in the Government’s answer of 2 September 2014 to PQ 207065, the Government has considered the potential impacts of CJEU jurisdiction very carefully in deciding which of the pre-Lisbon police and criminal justice measures it is in the interests of the UK to rejoin.</p><p><br>While the CJEU has not yet ruled in a relevant case, Article 72 of the Treaty on the Functioning of the European Union (TFEU) makes clear that the maintenance of law and order and the safeguarding of internal security is a responsibility for Member States. Egmont Group membership consists of approximately 147 countries and jurisdictions and is underpinned by the principles of the Egmont Charter to which members are signatories. The service enables secure transmission of messages together with attachments and is email based.</p><p>FIU.Net is a European Union initiative which is available to the National Financial Intelligence Units of all EU Member States. FIU.Net provides a secure method of requesting and sharing financial intelligence between Member States. FIU.Net allows for transmission of messages together with attachments via dedicated secure servers in each jurisdiction. FIU.Net provides UK law enforcement agencies with additional functionality over Egmont secure web, such as anonymised case and data matching.</p><p>The UK’s domestic legislation allows for the exchange of intelligence data with overseas partners. Council Decision 2000/642/JHA provides a gateway for those member states, in the absence of specific domestic gateway legislation, to exchange data lawfully and efficiently. As a signatory to the decision the UK is able to exchange relevant information with countries lacking domestic gateway legislation.</p><p>If we ceased to be bound by the Framework Decision we may lose access to FIU.net. FIU.Net provides a secure method of requesting and sharing financial intelligence between Member States. FIU.Net allows for transmission of messages together with attachments via dedicated secure servers in each jurisdiction. FIU.Net provides UK law enforcement agencies with additional functionality over Egmont secure web, such as anonymised case and data matching.</p><p>The UK’s domestic legislation allows for the exchange of intelligence data with overseas partners. Council Decision 2000/642/JHA provides a gateway for those member states, in the absence of specific domestic gateway legislation, to exchange data lawfully and efficiently. As a signatory to the decision the UK is able to exchange relevant information with countries lacking domestic gateway legislation.</p><p>If we ceased to be bound by the Framework Decision we may lose access to FIU.net. This means that UK police officers will not arrest people subject to an Article 26 alert where there is a lack of proportionality.<br><br>Concerning Article 34 alerts, under Article 35 the UK authorities are not required actively to ascertain the place of residence or domicile of relevant persons, only to communicate such information. 	answer	answer is ministerial correction date of answer 30/04/2014 answer text <p> </p><p>A comparative assessment has been made.</p><p>Parliamentary questions regularly ask for specific details about suspected <br>victims of trafficking referred to the trafficking victim support service <br>operated by The Salvation Army.</p><p>The source of this data is The Salvation Army records.</p><p>The National Crime Agency (NCA) publishes statistics each year on the number of <br>potential victims who have been referred to the National Referral Mechanism.</p><p>The source of this data is the NCA records.</p><p>The two sets of figures measure slightly different things but are mutually <br>compatible.</p><p>Not all of the potential victims who are referred to the National Referral <br>Mechanism will then be referred to The Salvation Army for victim support. Some <br>might not receive a positive reasonable grounds decision and others might not <br>want Government-funded support.</p><p>We would therefore expect the number of cases referred to the National Referral <br>Mechanism, reported by the NCA, to be higher than the number of cases referred <br>to The Salvation Army for victim support, reported by the regular Parliamentary <br>questions.</p><p>This is borne out by our comparative assessment. 	answer	answer is ministerial correction date of answer 28/04/2014 answer text <p> </p><p>The requested information on the gender of potential victims and the regions in <br>which they were found in January 2014 was provided in the Answer of 7 April <br>2014, Official Report, columns 114-5W, on human trafficking: victim support <br>schemes. However, this data was provided in a number of separate tables. The <br>information was not withheld and is provided below in an alternative format, <br>giving the same data broken down by individual case, in one table.<br><br>The victim care contract does not require support providers to maintain any <br>form of formal contact after the recovery and reflection period. However, some <br>survivors do maintain informal contact with their support provider. All support <br>providers will work with victims throughout their support period to help them <br>move on from the service. We are looking at what more we can do to help victims <br>reintegrate effectively.</p><p>
