answer text <p>The department currently employs 209 apprentices. This can be broken down into the following groups in the attached table, which also shows the proportion against the total number of employees.</p><p>Regarding the proportion of apprentices employed at the Institute for Apprenticeships, this is a matter for the Institute for Apprenticeships and Technical Education. I have asked the Chief Executive, Sir Gerry Berragan, to write to the hon. Member for Ashton-under-Lyne and a copy of his reply will be placed in the Libraries of both Houses.</p><p>Within the Education and Skills Funding Agency, 5 employees working on apprenticeships strategy, policy and delivery are apprentices, which represents 1.6% of the total of 317 employees.</p><p> </p><p> </p> more like this

answer text <p>Securing good standards of literacy and numeracy increases individual productivity, improves employment opportunities, and supports economic growth.</p><p> </p><p>From September 2013, all 16-19 year old students have been required to follow a study programme which since August 2014 has included a requirement, as a condition of funding, to continue the study of mathematics and English if the student does not already hold a GCSE grade 4 or above. Students with prior attainment of grade 3 enrol on GCSE courses; all other students may enrol on a range of courses to help them make progress in these subjects, including GCSEs or Functional Skills.</p><p> </p><p>The Department for Education has not made estimates of the costs to providers of delivering specific examinations. Rather, 16-19 education providers are funded for the overall study programmes that students take. These programmes include the provision of mathematics and English, where required. In 2015, we made a commitment to maintaining the 16-19 base rate at current levels until 2020.</p><p> </p><p>In addition to regular study programme funding of which mathematics and English provision is a part, in November 2017 we agreed to invest a further £40 million to help education providers improve basic mathematics teaching over the next five years.</p>

The new employers are mainly small and medium-sized building contractors, which is consistent with the types of employer who recruit most of the apprentices in the construction sector. We do not have all of the new Individual Learner Records for the transferred Carillion Training Services apprentices reported by the new providers yet, but the data currently available from CITB has identified 15 apprentices are now employed by seven public sector employers (local authorities and housing associations) and two have joined the Army as apprentices.</p> more like this

answer text <p>The department provides a number of financial support programmes for economically disadvantaged 16 to 19 year olds to help with the education-related costs associated with staying in post-16 education. The 16-19 Bursary Fund is the principal scheme. Under the 16 to 19 Bursary Fund, young people are eligible for awards of up to £1,200 per year (in particular, vulnerable groups that generally do not receive financial support from their families). Those not in these particular vulnerable groups, but who still need financial support, can apply to their education institution for discretionary bursary support. Each institution receives an allocation to make available these discretionary bursaries.</p><p>The department spoke with a sample of schools, colleges and other 16-19 education providers in 2018 to help us understand how the 16 to 19 Bursary Fund was being used and to assess the extent to which discretionary bursary allocations met the needs of students in the different institutions. Providers were using the available funds to support their most disadvantaged students, but there were different responses on the adequacy of funding. We are continuing to keep the use of the fund under review to inform our understanding of whether it is providing effective support to our most economically disadvantaged students.</p><p>With regard to its effectiveness in promoting social mobility, providers have the flexibility to target those young people in most need of financial support to stay on in further education and training. This flexibility helps to ensure that the poorest students get the same opportunities available to those with more financial support, for example, by purchasing equipment for technical courses, taking part in trips, purchasing books, participating in industry placements and getting support with UCAS fees. The majority of providers that the department spoke to in 2018 confirmed that this funding was making a significant impact on the ability of young people to access opportunities.</p>

answer text <p>The department funds Jisc to provide information and communications technology infrastructure and related services to further education colleges in England through the Janet computer network. We will continue to cover most of these costs when the college subscriptions are introduced.</p><p> </p><p>Jisc has developed its cyber-security capability over a number of years as an integral part of Janet. Any college using the network benefits from this capability. We have not discussed the revised funding arrangements with other departments.</p> more like this

answer text <p>Ministers Department for Education officials responsible for T Levels meet regularly with the Chief Executive of the Institute for Apprenticeships, where they discuss planning and delivery issues. Department officials are in regular and frequent dialogue with the Institute on this and all delivery matters.</p><p>The delivery of the programme to the timetable we have set out is ambitious, and so we have been keeping it under regular review. Alongside our apprenticeship reforms, T Levels are central to our technical and vocational education, which will help improve workforce skills and drive productivity growth.</p> more like this

answer text <p>We have agreed to protect the rights of EU citizens in the UK and UK nationals in the EU under the Withdrawal Agreement. During the implementation period, EU citizens coming to the UK and UK nationals going to the EU will be able to live, work and study broadly as they do now. Therefore, employers taking on apprentices who are covered by the Withdrawal Agreement, will continue to be able to access funding beyond March 2019. Once an eligible individual has started an apprenticeship, we will always fund them through to completion as long as they retain their eligibility to work in UK.</p> more like this

answer text <p>General further education (FE) colleges have separate capital arrangements. Skills capital for FE colleges is delivered through the Local Growth Fund, devolved to Local Enterprise Partnerships to spend on their capital priorities. This year, the government has made available £130 million in skills capital funding through this route.</p><p> </p><p>In October 2018, my right hon. Friend, the Secretary of State announced an additional £38 million in capital funding to help ensure that the group of 2020 T level providers, including FE colleges, have the equipment and facilities necessary to deliver T levels from September 2020.</p><p> </p><p>My right hon. Friend, the Chancellor of the Exchequer announced in the Budget that an additional £400 million will be made available to schools and sixth form colleges in England in 2018-19 to spend on capital projects to meet their own priorities.</p> more like this

answer text <p>The government supports the right of parents to educate their children at home, and many families do this well, taking on a very significant responsibility in doing so. Local authorities are responsible for identifying any children who are not receiving a suitable education and taking steps to remedy that situation, if necessary, by enforcing school attendance.</p><p>We want to make sure that every child receives a good education. In some cases, the government is concerned about the quality of education which some children are receiving at home, especially in the context of the increasing numbers of children who are being removed from school to be educated at home.</p><p>As a result, the government consulted in 2018 on revised guidance for local authorities and parents on home education. The finalised versions of this guidance will be published shortly. At the same time, a call for evidence on the issues of registration and monitoring of children educated at home, and support for home educating families, was held, and a government response document setting out proposed next steps will also be published soon.</p>

answer text <p>We are pleased that employers are choosing to move to our new, higher quality apprenticeship offer to make a sustainable investment in the skills that they need to grow. Employers are designing higher level apprenticeships that take longer and require more off-the-job training and, while this is something to be welcomed, we are conscious of the challenges it presents.</p><p> </p><p>In 2019-20, funding available for investment in apprenticeships in England will be over £2.5 billion, this is double what was spent in 2010-11. The apprenticeship budget is set in advance by Her Majesty’s Treasury for the current spending review period. Currently, we expect to be within budget in the 2018-19 and 2019-20 financial years. We continue to monitor the trend of increasing spending on apprenticeships and to make use of our engagement with employers in addition to all available data from the programme to inform forecasts of demand and future costs.</p><p> </p><p>The level of funding for the programme beyond 2020 will be determined by the forthcoming Spending Review announced by my right hon. Friend, the Chancellor of the Exchequer, in his Spring Statement.</p><p><em><br> </em></p>
