As such, it is not possible to provide a breakdown of how the department’s ISC allocation is spent.</p><p>The ISC ensures that we can continue to invest in developing the skills that the country needs and also addresses skills gaps in the workforce. Similarly, it helps to maintain funding levels for each of the devolved administrations.</p><p>My letter of 17 January 2019 to the chairs of the Education and Home Affairs committees about the ISC, has been placed in the Libraries of both Houses and is available to view at the following link: <a href="http://www.parliament.uk/business/publications/business-papers/commons/deposited-papers/" target="_blank">www.parliament.uk/business/publications/business-papers/commons/deposited-papers/</a>.</p><p>An internal review of the ISC, based on Home Office data, was undertaken in the second quarter of 2018. 	answer	answer is ministerial correction date of answer 08/04/2019 answer text <p>We are pleased that employers are choosing to move to our new, higher quality apprenticeship offer to make a sustainable investment in the skills that they need to grow. Employers are designing higher level apprenticeships that take longer and require more off-the-job training and, while this is something to be welcomed, we are conscious of the challenges it presents.</p><p> </p><p>In 2019-20, funding available for investment in apprenticeships in England will be over £2.5 billion, this is double what was spent in 2010-11. The apprenticeship budget is set in advance by Her Majesty’s Treasury for the current spending review period. Currently, we expect to be within budget in the 2018-19 and 2019-20 financial years. We continue to monitor the trend of increasing spending on apprenticeships and to make use of our engagement with employers in addition to all available data from the programme to inform forecasts of demand and future costs.</p><p> </p><p>The level of funding for the programme beyond 2020 will be determined by the forthcoming Spending Review announced by my right hon. 	answer	answer is ministerial correction date of answer 15/03/2019 answer text <p>We continue to keep the apprenticeship programme under review.</p><p>Level 6+ apprenticeships and degree apprenticeships were introduced in 2015 to bring the benefits of employer-led jobs with training to all levels of apprenticeship employment. We are working to move non-levy paying employers away from the current funding system to give them access to the same award-winning digital service as levy payers. We will provide more information on the transition by July.</p><p>We recognise that small and medium-sized enterprises, most of whom do not pay the apprenticeship levy, are the lifeblood of our economy and it is essential that our reforms work for these employers. Smaller employers that do not pay the levy already benefit from generous co-investment with 90% of training and assessment costs for apprenticeships provided by government. Government co-investment will increase to 95% in 2019.</p><p>The National Apprenticeship Service works through intermediary organisations (trade associations, business representative bodies and local partnerships) to reach smaller employers and increase engagement in apprenticeships. This can be broken down into the following groups in the attached table, which also shows the proportion against the total number of employees.</p><p>Regarding the proportion of apprentices employed at the Institute for Apprenticeships, this is a matter for the Institute for Apprenticeships and Technical Education. I have asked the Chief Executive, Sir Gerry Berragan, to write to the hon. 	answer	answer is ministerial correction date of answer 25/02/2019 answer text <p>Bullying and harassment has no place in any workplace, including the Civil Service.</p><p> </p><p>The Department for Education has highlighted tackling bullying and harassment as one of its three diversity and inclusion priorities for 2019. It recently appointed fair treatment ambassadors on all of its sites to provide support and advice to people who report bullying or harassment, and has also provided training for managers on inclusive leadership, disability awareness and unconscious bias.</p><p> </p><p>In the most recent People Survey, 11% of respondents across the Civil Service, on average, told us that they had experienced bullying or harassment at work in the 12 months preceding the survey. Whilst this figure has remained stable since 2016, we recognise that certain groups of staff are more likely to say than others that they have experienced this type of unacceptable behaviour. This includes staff members with long-term limiting conditions who, in the vast majority of departments and agencies, were more likely to say that they had been bullied or harassed in the last 12 months than staff members with no long-term limiting conditions. We are strengthening the routes for staff to report bullying and harassment to make sure that all staff are fully supported throughout the process and to make sure that the cultures are positive and inclusive.</p><p> </p><p>The high level People Survey results for each organisation, including reported rates of bullying and harassment, were published last December on GOV.UK. Each spring, the Cabinet Office conducts and publishes a range of further analysis on the People Survey responses, including the results by gender, ethnicity, sexual orientation and health status. Similar analysis will be conducted again this year and made available on GOV.UK. In the meantime, the results for the 2017 survey are summarised in the attached table. A copy of this table has been placed in the Houses of both Libraries.</p><p> </p><p>Data on health status for the Civil Service People Survey 2017, which are arranged by organisation, can be found in the attached table. Long-term health status is captured in the People Survey through questions J04 and J04A. 	answer	answer is ministerial correction date of answer 13/02/2019 answer text <p>Any form of intolerance or bullying, including antisemitism is unacceptable. Schools must promote our shared values, which includes mutual respect and tolerance for those with different faiths and beliefs. The department supports schools to implement this requirement through a range of resources, such as those included on the Educate Against Hate website, as well as by working with networks of experts on the ground who provide direct support to schools on this. Every state-funded school, maintained and academy, must also teach religious education to all pupils up to the age of 18.</p><p> </p><p>Schools must comply with the requirements of the Equality Act and must also have a behaviour policy which includes measures to prevent bullying. Recent research commissioned by the department details common strategies that schools have found to be effective for combating bullying.</p><p> </p><p>The department is funding a number of projects to help schools tackle bullying, including hate-related bullying. This includes funding the Anne Frank Trust to develop their ‘Free to Be’ debate programme, which encourages young people to think about the importance of tackling prejudice, discrimination and bullying. We also recently published the ‘Respectful Schools Communities’ toolkit; a self-review and signposting tool to support schools to develop a whole-school approach which promotes respect and discipline.</p><p>The department is fully committed to educating pupils about the Holocaust and is the only topic that is compulsory in the national curriculum for history. We fund the Centre for Holocaust at University College London to train trainee and serving teachers to teach this important subject and to set up a network of Beacon schools to share good practice. We also fund the Holocaust Education Trust’s ‘Lessons from Auschwitz’ programme, which enables teachers and sixth form students to visit Auschwitz.</p><p>Schools can also address intolerance and bullying as part of non-statutory personal, social, health and economic education. We are also making relationships education compulsory in all primary schools and relationships and sex education compulsory in all secondary schools. The Civil Service is focused on delivering the government’s most pressing priorities, so it is only sensible that we make use of the resources and expertise we have available to make sure the UK is prepared for all Brexit scenarios on exit day. This includes departments sharing staff and working together on joint projects. 	answer	answer is ministerial correction date of answer 08/02/2019 answer text <p>Civil servants working within the Free Schools Directorate are responsible for the policy development and the delivery of the free schools programme. They are supported by civil servants working within the Free Schools Capital Division, who are responsible for finding sites and buildings, and refurbishing existing buildings for new free schools. The Free Schools Programme is predominantly delivered by central government, with tightly prescribed responsibilities for local authorities. As of 5 February 2019, there are approximately 290 full-time equivalent civil servants working in the Free Schools Directorate and within the Free Schools Capital Division (which sits in the Operations Directorate). In June 2016, there were slightly fewer civil servants working within Free Schools Directorate and the Free Schools Capital Division.</p><p>As of 5 February 2019, there are approximately 15 full-time equivalent civil servants working on adoption policy in the Social Care, Mobility and Disadvantage Directorate. In June 2016, there were approximately 20 full-time equivalent civil servants working on adoption policy in the Social Care, Mobility and Disadvantage Directorate. These civil servants are responsible for national adoption policy. Local authorities are responsible for identifying any children who are not receiving a suitable education and taking steps to remedy that situation, if necessary, by enforcing school attendance.</p><p>We want to make sure that every child receives a good education. In some cases, the government is concerned about the quality of education which some children are receiving at home, especially in the context of the increasing numbers of children who are being removed from school to be educated at home.</p><p>As a result, the government consulted in 2018 on revised guidance for local authorities and parents on home education. The finalised versions of this guidance will be published shortly. The 16-19 Bursary Fund is the principal scheme. Under the 16 to 19 Bursary Fund, young people are eligible for awards of up to £1,200 per year (in particular, vulnerable groups that generally do not receive financial support from their families). Those not in these particular vulnerable groups, but who still need financial support, can apply to their education institution for discretionary bursary support. Each institution receives an allocation to make available these discretionary bursaries.</p><p>The department spoke with a sample of schools, colleges and other 16-19 education providers in 2018 to help us understand how the 16 to 19 Bursary Fund was being used and to assess the extent to which discretionary bursary allocations met the needs of students in the different institutions. Providers were using the available funds to support their most disadvantaged students, but there were different responses on the adequacy of funding. We are continuing to keep the use of the fund under review to inform our understanding of whether it is providing effective support to our most economically disadvantaged students.</p><p>With regard to its effectiveness in promoting social mobility, providers have the flexibility to target those young people in most need of financial support to stay on in further education and training. This flexibility helps to ensure that the poorest students get the same opportunities available to those with more financial support, for example, by purchasing equipment for technical courses, taking part in trips, purchasing books, participating in industry placements and getting support with UCAS fees. Since 2013, all young people have been required to participate in education or training until they are 18. Local authorities have to track young peoples’ activity to identify those who are not participating in education or training and to encourage and support them to do so.</p><p> </p><p>Additionally, apprenticeships are accessible to people from all backgrounds and we are encouraging take up in a range of ways, including a new partnership with five major cities in England to drive up apprenticeships among underrepresented groups. Whilst apprenticeships may replicate some training delivered by traditional courses, an apprenticeship has to meet certain requirements to make sure it combines on and off-the-job training and delivers occupational competence.</p><p>The Senior Leader apprenticeship standard, which is at masters’ level, has only been available since 27 February 2018. The new employers are mainly small and medium-sized building contractors, which is consistent with the types of employer who recruit most of the apprentices in the construction sector. The new employers are mainly small and medium-sized building contractors, which is consistent with the types of employer who recruit most of the apprentices in the construction sector. They are currently engaged in further work with the apprentices specifically targeting the remaining cohort of disengaged learners. 	answer	answer is ministerial correction date of answer 14/06/2018 answer text <p>Securing good standards of literacy and numeracy increases individual productivity, improves employment opportunities, and supports economic growth.</p><p> </p><p>From September 2013, all 16-19 year old students have been required to follow a study programme which since August 2014 has included a requirement, as a condition of funding, to continue the study of mathematics and English if the student does not already hold a GCSE grade 4 or above. Students with prior attainment of grade 3 enrol on GCSE courses; all other students may enrol on a range of courses to help them make progress in these subjects, including GCSEs or Functional Skills.</p><p> </p><p>The Department for Education has not made estimates of the costs to providers of delivering specific examinations. Rather, 16-19 education providers are funded for the overall study programmes that students take. These programmes include the provision of mathematics and English, where required. 	answer	answer is ministerial correction date of answer 12/06/2018 answer text <p>The department has published a framework/standard tool which shows there have been 40,650 apprenticeship starts for the Health, Public Services and Care subject area in the 2017/18 academic year, reported to date in England: <a href="https://www.gov.uk/government/statistical-data-sets/fe-data-library-apprenticeships" target="_blank">https://www.gov.uk/government/statistical-data-sets/fe-data-library-apprenticeships</a>.</p><p>We are wanting to increase the number of nursing apprenticeships and now have a complete apprentice pathway from entry level to postgraduate advanced clinical practice in nursing. This is a huge achievement in supporting people from all backgrounds to enter a nursing career in the National Health Service.</p><p>Registered Nurse (degree) apprenticeship standard was approved for delivery on 9 May 2017. There were 20 total starts on the Registered Nurse (degree) apprenticeship in the 2017/18 academic year, of which 10 were started in the East of England. There were no other starts reported for this standard in the 2016/17 academic year, or within the Essex or Hertfordshire local authorities.</p><p>We have also created a new programme for nursing associate apprentices to broaden the routes into the profession. 5,000 starts are planned in 2018, with a further 7,500 in 2019.</p><p>We are working closely with employers and Health Education England to make sure the National Health Service are fully supported to recruit apprentices, both in nursing and a range of other occupations.</p><p>We publish starts for training providers when data is finalised for the full academic year. There were no starts for the Princess Alexandra hospital as a training provider for 2016/17.</p><p>Provider data for 2016/17 is published at: <a href="https://www.gov.uk/government/statistical-data-sets/fe-data-library-local-authority-tables" target="_blank">https://www.gov.uk/government/statistical-data-sets/fe-data-library-local-authority-tables</a>. 	answer	answer is ministerial correction date of answer 15/06/2018 answer text <p>Almost 90% young people in England, and the East Midlands, are now in education, employment or training, but there is more to do.</p><p> </p><p>The proportion of young people not in education, employment or training in the East Midlands has fallen from 12.4% in Q4 of 2010 to 11.1% in Q4 in 2017.</p><p> </p><p>In the East Midlands, the government is providing support to improve skills through Local Enterprise Partnerships (LEPs). For example, over £30 million of Local Growth Funding has been provided through the Derby and Derbyshire, Nottingham and Nottinghamshire LEP, to create a new Nottingham College campus and to extend the Vision West Nottinghamshire College in Mansfield. These projects should create places for 2,000 additional learners.</p><p> </p><p>Through the work of The Careers &amp; Enterprise Company’s Enterprise Adviser Network, we are linking young people in schools and colleges with employers so that they are more aware of the possibilities available to them. All schools in England will be offered an Enterprise Adviser (a senior business volunteer) by 2020.</p><p> </p><p>Across the East Midlands we are also funding various careers and enterprise activities. In the Derby ‘Opportunity Area’, The Careers &amp; Enterprise Company will make sure that those between 11 and 18 years old benefit from four encounters with the world of work. A substantial, high-quality industry placement will be an essential part of each T level giving students the chance to put into practice the technical skills they have learned in the classroom.</ins></p><p><ins class="ministerial">Training and qualifications within the technical education routes are being designed and developed by employers - so that students can be confident they are getting the skills that employers need.</ins></p><p><ins class="ministerial">The reformed technical routes will ensure we unlock all the talents of young people across the country, no matter where they come from, and support them into strong, rewarding jobs and careers.</ins></p><p> </p><p><del class="ministerial">We are developing 15 prestigious technical routes to set a clear pathway through apprenticeships and new flagship T levels to skilled employment for young people.</del></p><p><br /><del class="ministerial">We are working with employers to design the content for T levels, which will provide in future a distinctive and rigorous technical alternative to A levels.</del></p><p><br /><del class="ministerial">But apprenticeships must be of high quality. I am pleased that the move from the old frameworks to the new standards has seen the proportion of these apprenticeships in the number of all starts grow from 3% to 36% since last year.</del></p><p><br /><del class="ministerial">Traineeships for those most distant from the labour market are yielding good results. With two thirds progessing to positive destinations and reporting high levels of satifaction (82%). Entries in science, technology, engineering and maths (STEM) subjects for 2014/15, 2015/16 and 2016/17 in free schools are provided in the table (attached).</p><p> </p><p>The number of students[4], who completed their 16-18 study in either a mainstream free school, or 16 to 19 free school, in 2014/15, 2015/16 and 2016/17 and entered[5] a STEM subject[6] during their 16-18 study are provided in the table[7] (attached):</p><p> </p><p>We do not hold data broken down as vocational STEM qualifications. We publish exam entries by Ofqual sector subject area at: <a href="https://www.gov.uk/government/publications/types-of-regulated-qualifications/qualification-descriptions" target="_blank">https://www.gov.uk/government/publications/types-of-regulated-qualifications/qualification-descriptions</a>, and in the Statistical Release “ Revised A level and other 16-18 results” at: <a href="https://www.gov.uk/government/publications/types-of-regulated-qualifications/qualification-descriptions" target="_blank">https://www.gov.uk/government/publications/types-of-regulated-qualifications/qualification-descriptions</a>.</p><p> </p><p>Free schools, as academies, have the freedom to choose their own curriculum, providing that it meets the requirements of its funding agreement – for example that it is broad and balanced and includes English, maths and science. It is ultimately for schools to decide whether to offer particular qualifications.</p><p> </p><p>We are working to further increase the take-up of STEM subjects which are vital to the future economic health of the UK and can help boost earnings. This is why at Budget 2017 we announced an additional £406 million in education and skills, including maths, digital and technical education.</p><p>We have a number of programmes to improve the quality of STEM teaching in schools and to encourage increased engagement in STEM subjects at GCSE and A level. This includes a new £84 million programme to improve computing teaching, the national network of Science Learning Partnerships which provide training for science teachers, the Teaching for Mastery programme to improve the teaching of mathematics, and a new advanced maths premium to encourage more schools and colleges to teach pupils maths post-16. We are also investing in initiatives to recruit more high quality maths and physics teachers, including bursaries of up to £26,000 and scholarships of up to £28,000 to attract top graduates into teaching.</p><p>We are inviting our most selective maths universities to apply to open new specialist maths schools, to help more of our most mathematically able students to succeed in maths at top universities and pursue mathematically intensive careers. We are also encouraging the take up of STEM subjects through the University Technical College programme, which has an important role to play in our reforms to technical education.</p><p> </p><p>[1] Only a pupil’s first attempt at a qualification is counted in performance measures in line with early entry policy (<a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/676213/SFR01_2018_QualityandMethodology.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/676213/SFR01_2018_QualityandMethodology.pdf</a>).</p><p>[2] Pupils are identified as being at the end of key stage 4 if they were on roll at the school and in year 11 at the time of the January school census for that year. Age is calculated as at 31 August for that year, and the majority of pupils at the end of key stage 4 were age 15 at the start of the academic year. Young parents are able to claim up to £175 per child per week in London and £160 per child per week elsewhere. This level of support was applicable to all the academic years quoted above.</p><p> </p><p>The data shows that numbers taking up this support have fallen in recent years. A review of the scheme found this to be driven by a reduction in teenage pregnancy rates as well as an overall fall in the number of 16-19 year olds.
