	answer	answer is ministerial correction date of answer 11/02/2015 answer text <p>There is no mechanism in place to alert Ministers routinely to individual cases when a local authority does not issue a final statement of special educational needs for a child within the statutory 26 week timescale.</p><p>A complaint can be made to the Secretary of State for Education under section 497 of the Education Act 1996 if it is believed that a local authority has failed to carry out a statutory duty. In undertaking the LSCB review inspectors are required to “evaluate the quality and impact of the policies and procedures produced by the LSCB, such as the local thresholds document and the child sexual exploitation action plan.” An LSCB’s response to child sexual exploitation is considered as part of the overall judgement on the performance of the LSCB. There are 12 schools in special measures in Cumbria.</p><p> </p><p>Of these 12 schools, nine have received HMI monitoring visits where they have been judged to be either making reasonable progress or their plans are fit for purpose. Two schools are awaiting monitoring visits.</p><p> </p><p>The Interim Executive Board of Walney School has voted to become an academy on 1 September 2014, sponsored by Queen Katherine Academy Trust.
