	answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>Government and industry are promoting improved procurement practices through the Sustainable Supply Chain pillar of the Rail Sector Deal.</p><p> </p><p>Improved practices may include more effective use of early contractor engagement, simplified tendering processes, and procurement balanced scorecards examining whole-life costs and benefits. Such practices may be used more widely by public and also private sector organisations, therefore enabling tier one suppliers and others to support their own supply chains.</p><p> </p><p>The Railway Industry Association (RIA) is currently taking forward work on this element of the sector deal on behalf of the rail industry. 	answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>The Road Vehicles (Construction and Use) Regulations 1986, as amended, requires all vehicles to meet strict emission standards and be constructed and maintained so as not to emit any avoidable smoke or avoidable visible vapour.</p><p> </p><p>The police are responsible for enforcing these requirements on public roads for light goods vehicles and private cars. 	answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>The Department does not hold specific data on whether cargo was moving within vehicles involved in accidents, as this information is not required from the police in the Stats19 data collection. However, ‘overloaded or poorly loaded vehicle or trailer’ can be recorded as a contributory factor.</p><p> </p><p>The Department periodically reviews the data collection on personal injury road accidents reported to the police, in a process called Stats19 reviews. A Stats19 review started in autumn 2018 and is currently considering what amendments need to be made to the collection.</p><p> </p><p>In making recommendations for change, the review considers evidence on the burden this would impose on the police to collect it for every accident, the practicality and likely quality of the data collected and potential benefits in building the road safety evidence base to save lives.
