I raised our concerns about Freedom of Religion or Belief and the protection of minority religious communities with Pakistan's Foreign Minister and Human Rights Minister during my visit to Pakistan in February 2019. All export licence applications are assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria, taking account of all relevant factors at the time of the application. We do not export equipment where we assess there is a clear risk that it might be used for internal repression.</p><p>We follow the situation in Papua closely. The Minister of State for Asia and the Pacific set out our concerns about violence in Papua and reports of alleged human rights violations by the security forces at a Westminster Hall debate on 8 May. The Minister raised concerns about the situation in Papua with the Indonesian Ambassador earlier this year. A number of foreign journalists have since gained access to report on the region. Unfortunately it seems some elements of the Government have been slow to respond to President Jokowi’s wishes. We continue to receive reports that journalists face difficulties in securing visas and restrictions on free reporting.</p><p>In January 2018, I raised my concern on this issue with the Indonesian ambassador to London, and officials in Indonesia also raised this when they visited Papua in February 2019. The Minister of State for Asia and the Pacific acknowledged at a Westminster Hall Debate on 8 May 2019 that transparency and media access are important. We continue to encourage Indonesian journalists to write openly and frankly about Papua to ensure that local perspectives are properly heard and are part of any debate.</p><p>Our Embassy in Jakarta is very active in promoting press freedom. To mark World Press Freedom Day on 3 May 2019 the Embassy arranged a full programme of activities to celebrate the work of journalists, media organisations and regulators. The categories we use are consistent with the categories used in the Labour Force Survey. This is so we can compare our data to the disability employment rate.</p><p> </p><p>As explained in the Answer of 27 November 2018 to Question 193494, when a person with Autism Spectrum Disorders receives support through Access to Work, it will be for a specific issue or condition – e.g. a Mental health condition, difficulty in speaking, etc. – rather than Autism Spectrum Disorder. Access to Work customers may have more than one disability or condition, and it is the condition for which they are receiving support that is recorded on the Access to Work system as their primary health condition.</p><p> </p><p>The Access to Work statistics have been developed using guidelines set out by the UK Statistics Authority, but are still undergoing development and are therefore designated as experimental statistics. Membership of the group comprised people with Neuro-diverse conditions, medical professionals/academics and a number of organisations, including: the National Autistic Society, Autism Alliance UK, Autism Plus and Dyscovery Centre.</p><p> </p><p>Within three months, the toolkit was ready to be quality assured by the Hidden Impairments National Group. The toolkit was launched by Philip Rutnam (Civil Service Disability Champion) during Autism Awareness Week, in April 2017.</p><p> </p><p>The toolkit is available to all Civil Servants; helping them to better understand how to support people with Autism or Neuro-diverse conditions. Extensive arrangements are already in place to help people afford National Health Service prescriptions. These include a broad range of NHS prescription charge exemptions.</p><p>To support those with greatest need who do not qualify for an exemption, prescription prepayment certificates are available. The probation officer will consider whether the alleged further offences, prior offending and the offender’s current behaviour show that his risk has escalated to the point where he needs to be recalled to protect the public. The decision on whether to recall an offender is to be based on a robust assessment of risk and to reflect the professional judgment of a trained probation officer.</p><p> </p><p>The NPS has undertaken an urgent review to establish why Mr McCann was not recalled to custody, either when remanded into custody on 21 August 2017 or when he was sentenced on <ins class="ministerial">25 January 2018</ins> <del class="ministerial">15 February 2018</del>. Mr McCann has now been charged with a number of very serious offences committed on or after 21 April this year. This has triggered a mandatory serious further offence (SFO) review, under the Probation SFO Review Procedures.
