All MLA monies were paid through a section 14 grant which means that the department pays in arrears based on actuals. The Department for Education produces guidance for head teachers and school staff on developing school behaviour policy and explains the powers members of staff have to maintain discipline in the classroom. His report ‘Creating a culture’, published in 2017, focused on leadership, culture and systems used to tackle disruptive pupil behaviour, and provides practical advice for head teachers about creating a school culture that prevents low level disruption, maintains good discipline and promotes pupils’ education, focus and wellbeing. As part of this Tom Bennett, has been appointed our lead Behaviour Adviser, supporting the Department to set up and run these new behaviour support networks.</p><p> </p><p>Most recently, as part of our response to the Timpson review of school exclusion, published on 7 May 2019, the Department committed to revising guidance which offers clearer, more consistent guidance on managing behaviour, the use of in-school units and the sorts of circumstances where it may appropriate to use exclusion. Those allowed to work are restricted to jobs on the Shortage Occupation List, which is published by the Home Office and based on expert advice from the Migration Advisory Committee.</p><p>During the Meaningful Vote debate on 5 December, the Home Secretary stated that although there are no current plans to change the current policy, it is an area he wished to review, and work on this is ongoing.</p><p>In making any policy changes, it is important to distinguish between those who need protection and economic migrants, who can apply for a work visa under the Immigration Rules. With over 250 agencies participating in the Scheme, it would take disproportionate time and resource to provide a detailed breakdown of these individual payments.</p><p>The amounts recovered in respect of confiscation orders, together with amounts paid from this amount in compensation is provided in the attached table. This information was taken from the live database, JARD (Joint Asset Recovery Database) on 9 May 2019.</p><p>There are no immediate plans for changing the distribution allocations in the ARIS, but the Government keeps it under review.
