require specialist skills that are not always readily available from within the Civil
Service. In order to tackle changing priorities, there has been a significant requirement
to recruit fixed term contract staff (83% of the total recruited in the years shown)
for periods of up to two years and the recruitment numbers reflect the turnover in
this category of the workforce.</p>
