	answer	answer is ministerial correction date of answer 05/11/2014 answer text <p /> <p>All offenders released from custody on licence are subject to six standard conditions. There are no exceptions. The standard licence conditions include requirements to keep in touch with their supervising officer, to seek permission prior to obtaining employment or moving address, and restrictions on travel outside the UK.</p><p> </p><p>It is also possible for additional conditions or restrictions to be placed upon the licence - for example, to prevent the offender in question from contacting a previous victim, or from visiting certain locations or premises. Any additional condition must be justified as being necessary for the effective management of the offender in question, as well as being proportionate to the risk the offender poses.</p><p> </p><p>The process for requesting and approving any additional conditions is the same for all offenders released on licence, so that the supervising officer may have specific regard to any offender with learning disabilities. If the supervising officer who manages the case considers that additional conditions are necessary and proportionate, they must request these of the Governing Governor of the releasing prison, or the Parole Board, whoever has responsibility for release in that case. DWP has a Whistleblowing policy which covers all employees. This encourages employees to raise any concerns about wrongdoing. Where an employee raises a concern under this policy, the procedures ensure that they are provided with protection, help and support.</p><p> </p><p>(b) Responsibility for the protection of whistleblowers in Work Programme providers rests with their employers. 	answer	answer is ministerial correction date of answer 05/11/2014 answer text <p /> <p>All those due to be released on licence must have explained to them the conditions of their licence, what they are required to do upon release, and the implications of non-compliance. This is explained by a member of the prison staff prior to release, with the offender asked to sign their licence to confirm that they have understood this. It is explained again following release, by their supervising officer from the probation service responsible for managing their licence. These requirements are set out clearly in Prison Service Instruction 18/2014, and Probation Instruction 11/2014.</p><p> </p><p>In addition, the Ministry of Justice has produced an ‘easy read’ guide to licences to enable staff to explain the licence conditions to those who have learning disabilities in as clear a way as possible. Please note that one find may constitute a handset containing one SIM card or media card, a handset only, or a SIM card only.</p><p> </p><p>This Government is clamping down on the use of mobile phones in prisons, and seizures have increased. Prisons use a comprehensive range of robust searching and security measures to detect items of contraband such intelligence-led searches, body searches, use of x-ray machines, metal detectors and CCTV surveillance cameras, as well as body orifice scanners.</p><p> </p><p>The Offender Management Act 2007 made it a criminal offence to convey specific items, including mobile phones and associated equipment into or out of a prison or to transmit sounds or images from within a prison. In March 2012, the Crime and Security Act 2010 also made it an offence, with a penalty of up to two years’ imprisonment and/or an unlimited fine, to possess an unauthorised mobile phone or other Of these, it is estimated that 71% are providing less than 35 hours care per week. 	answer	answer is ministerial correction date of answer 05/11/2014 answer text <p>For question 210147 of 27 October 2014, the following were classed as frontline agencies:<br><br>• National Offenders Management Service<br>• Youth Justice Board<br>• Crown Prosecution Service<br>• The Police<br>• Charity Commission<br>• Higher Education and Further Education<br>• Health<br><br>For national security reasons we do not provide a breakdown on spend by Government department.<br><br>Local authorities are instrumental in preventing people being drawn into terrorism. We focus activity in 30 priority areas identified as highest risk. <br>Each priority area receives funding for a Prevent coordinator and can bid for funding for local projects to address specific risks. An additional seven areas currently receive support from Home Office to undertake Prevent initiatives. Over 180 community-based Prevent projects have been approved since 2011 and have reached over 45,000 people since early 2012. We are currently supporting over 70 projects, all of which focus on the current threat, including Syria and Iraq. Practices may also receive further payments for specific services including:</p><p> </p><p> </p><p> </p><p>- enhanced services – those that require an enhanced level of service provision above what is required under the core contract. The additional payment for diagnosing dementia falls within this category; and</p><p> </p><p> </p><p> </p><p>- the quality and outcomes framework (QOF) - a voluntary incentive scheme that provides payment to GP practices for how well they care for patients based on performance against a number of agreed indicators.</p><p> </p><p> </p><p> </p><p>Specifically on diagnosis, a number of QOF indicators are concerned with the establishment of disease registers. In order to receive payment GPs are required to ensure diagnosis levels consistent with those expected for their population for the following conditions:</p><p> </p><p> </p><p> </p><p>- atrial fibrillation;</p><p> </p><p>- coronary heart disease;</p><p> </p><p>- heart failure;</p><p> </p><p>- hypertension;</p><p> </p><p>- peripheral arterial disease;</p><p> </p><p>- stroke and trans-ischaemic attack;</p><p> </p><p>- diabetes mellitus;</p><p> </p><p>- hypothyroidism;</p><p> </p><p>- asthma;</p><p> </p><p>- chronic obstructive pulmonary disease;</p><p> </p><p>- dementia;</p><p> </p><p>- depression;</p><p> </p><p>- schizophrenia, bipolar affective disorder and other psychoses and other patients on lithium therapy;</p><p> </p><p>- cancer;</p><p> </p><p>- chronic kidney disease;</p><p> </p><p>- epilepsy;</p><p> </p><p>- osteoporosis;</p><p> </p><p>- rheumatoid arthritis; and</p><p> </p><p>- obesity.</p><p> </p><p><strong> </strong></p><p> </p><p> </p><p> </p><p>Each year NHS Employers, on behalf of NHS England, negotiates the new GP contract with the General Practitioners Council of the British Medical Association. Overall, respect for civil and political rights has improved since the end of the conflict. But as I pointed out to my Nepali counterparts when I visited in May, the proposed Truth and Reconciliation Commission in Nepal should address crimes committed during the conflict in a way that is consistent with Nepal’s obligations under international law. Social and economic rights have also largely been on a positive trend, although discrimination, inequality and insecurity persist for many.
