	answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>The Terms of Reference for the Independent Panel Inquiry into Child Sexual Abuse have been published and the geographic scope is limited to England and Wales. The protection of children is a devolved matter, and it would be inappropriate for the inquiry panel to make recommendations for Northern Ireland concerning the running of the child protection system there.<br><br>However, as the Secretary of State for Northern Ireland set out in her statement to Parliament on 21 October, the Government is determined that no stone should be left unturned to investigate serious allegations of institutional failure. She has also made clear that the Government, Ministry of Defence and the Security Services will give the Inquiry the fullest possible co-operation. On 12 September, he met the Governor of Balochistan. This is reflected in the contract for the running of HMP Altcourse.</p><p> </p><p>The prison operator is finalising an action plan in response to H M Inspectorate of Prisons’ recommendations. The UK has one of the most open economies in the world through trade and financial channels. In particular, growth in the euro area – our largest trading partner – is weak and we have to expect that to dampen our own recovery.</p><p> </p><p> </p><p> </p><p>Since entering office, this Government has worked consistently towards a rebalancing of the UK economy and growing our trade with all parts of the world, including key emerging markets. Since 2010, for example, UKTI has increased the number of its overseas-based staff working outside the EU from 875 to 1060, reflecting the growing priority being given to non-EU markets; and, excluding aircraft, nearly all of the exports supported by UK Export Finance in recent years have been to markets outside the EU.
