answer text <p>The protection of cultural heritage affected by conflict and the prevention of acts of destruction is a priority for this Government. While we have not made an assessment of allegations relating to Armenian historical structures in Nakhichevan or the implications of this on the situation in Nagorno-Karabakh, we raised the importance of ensuring protection of cultural heritage in a meeting on 17 November between the British Ambassador to Azerbaijan and representatives of the Presidential Administration. We will continue to raise the importance of protecting cultural heritage with the Governments of Armenia and Azerbaijan in the coming months.</p> more like this

answer text <p>Taiwan and the northern part of Cyprus are two very different political realities. HMG's position is informed by the particular context of each situation.</p><p>A comprehensive settlement to end the division of Cyprus is the best way to resolve the challenges faced by both Cypriot communities, and the UK is encouraging the parties to demonstrate their renewed commitment to that end. In line with the rest of the international community, with the sole exception of Turkey, the UK does not recognise the self-declared &quot;Turkish Republic of Northern Cyprus&quot; as an independent state. Our position respects UN Security Council resolutions on the issue. The UK recognises only one Cypriot state - the Republic of Cyprus - and only one government as the sole legitimate government.</p><p>The UK's longstanding policy on Taiwan has not changed: we have no diplomatic relations with Taiwan but a strong, unofficial relationship, based on dynamic commercial, educational and cultural ties. We regularly lobby in favour of Taiwan's participation in international organisations where statehood is not a prerequisite.</p><p> </p>

answer text <p>We are concerned by the ongoing violence in the Tigray region and the risks posed to civilian lives. We have called on all involved to ensure the protection of civilians, and to restore and maintain humanitarian access to allow the delivery of humanitarian assistance and essential services. We are in close contact with UK funded humanitarian agencies working in Tigray to understand humanitarian needs and programme adaptations.</p><p>In Ethiopia, the UK provides funds to the UN's World Food Programme (WFP), UN High Commissioner for Refugees (UNHCR), the UN Children's Fund (UNICEF) and the UN Office for the Coordination of Humanitarian Affairs (UNOCHA) Ethiopian Humanitarian Fund, to provide food assistance, shelter, water and sanitation, health, nutrition and protection support. In Sudan, flexible UK funding to WFP and the UNHCR is already helping new refugees from Ethiopia to receive emergency assistance, including shelter and food. These agencies have proven themselves capable of working in high risk contexts, in Ethiopia and elsewhere, and for managing UK funds adeptly.</p><p> </p>

answer text <p>This year, the UK has contributed up to £250 million of UK aid to the Coalition for Epidemic Preparedness Innovations (CEPI) to develop vaccines against emerging epidemic diseases, including COVID-19. answer text <p>The Countering Organised Crime and Corruption programme in Nigeria provides mentoring and capacity building for units of the Nigerian Police Force to improve border security and anti-kidnap capacity, and respond to organised crime groups in Nigeria. The anti-kidnap capacity building features training for Anti-Kidnap Senior Investigation Officers that meets international standards and embeds human rights compliance including on digital forensics handling to enhance evidence collection and negotiation skills for female officers. This helps anti-kidnap coordination units reduce the harm to kidnap victims by seeking to reduce the longevity of capture and hold those responsible to account. The programme also provides mentoring to officers of the Nigerian National Agency for the Prohibition in Trafficking of Persons to help them counter the trafficking of women and girls. Kidnappings have increased in recent years in Nigeria so this work remains vital in helping to tackle the threat. Effectively tackling and reducing organised crime in Nigeria, including kidnaps, will improve domestic and international confidence, and support increased trade and investment in Nigeria, improving Nigeria's potential to achieve long-term sustainable economic growth.</p><p>This specific programme is designed to help counter criminal, rather than terrorist, activity. The Government has offered and provided separate support in response to the abduction of people by terrorist groups such as Boko Haram and Islamic State West Africa (ISWA), including Leah Sharibu. Following the attack on Leah's school in Dapchi, the then Foreign Secretary spoke to the Nigerian Vice President to offer UK assistance in the recovery of the missing girls. The UK Government has repeatedly called for the release of all those abducted by Boko Haram and ISWA, including Leah Sharibu, and remains committed to supporting the Nigerian Government to secure their release. The Prime Minister's former Special Envoy for Freedom of Religion or Belief met Leah's mother in February and reaffirmed the UK Government's support to Nigerian Government efforts to tackle terrorism. In March, the Minister for Africa reiterated to Parliament the UK Government's condemnation of all attacks by terrorist groups in North East Nigeria. We will continue to engage with the Government of Nigeria in support of urgent action to secure the return of Leah Sharibu and all abductees.</p><p> </p>

answer text <p>The Countering Organised Crime and Corruption programme in Nigeria, led by the National Crime Agency, provides mentoring and capacity-building for units of the Nigerian Police Force to improve border security and anti-kidnap capacity and respond to organised crime groups in Nigeria. The includes mentoring to the Economic and Financial Crimes Commission and the Nigerian Drug Law Enforcement Agency on countering narcotics trafficking. This has helped lead to the seizure of 101 kilos of cocaine by the Nigerian authorities in the past three years from Murtala Mohammed International Airport in Lagos.</p><p>The Government condemns all incidents of modern slavery. In 2017, at the UN General Assembly, the then Prime Minister was joined by other world leaders to launch the Call to Action to End Forced Labour, Modern Slavery and Human Trafficking. Since then, the Government has remained focused on implementing the Call to Action and encouraging member states to devise national action plans and deliver on their own commitments. Nigeria is no longer in the top 5 source countries for victims of modern slavery and human trafficking to the UK, and was ranked 9th in 2019 with 259 individuals referred to the UK National Referral Mechanism. Tackling modern slavery in countries in which we see high numbers trafficked to the UK, including Nigeria, remains a priority. To help tackle the issue, at the UN General Assembly in 2018, the UK co-hosted a modern slavery event with countries including Nigeria. The event incorporated private sector participants who emphasised the critical role of businesses in eliminating modern slavery from supply chains. We run the Stamping Out Slavery in Nigeria programme, which aims to strengthen victim support systems, raise awareness of the dangers of modern slavery, address the social norms that facilitate it and strengthen the coalition of actors tackling modern slavery. Additionally, through the UK's Modern Slavery Fund, we are providing £5 million to a programme in Nigeria to help stop people falling into slavery, catch offenders and support victims.</p><p> </p>

answer text <p>The UK is appalled by reports of beheadings of civilians in Cabo Delgado province of Mozambique, and remains deeply concerned about the deteriorating security situation there. On 10 November, the Foreign Secretary and the Minister for Africa publicly condemned the recent attacks. The British High Commissioner to Maputo also spoke out publicly.</p><p>We are working with the Government of Mozambique to address the root drivers of conflict and instability in northern Mozambique, including through engagement with the Government of Mozambique's regional development authority in Cabo Delgado, and by providing targeted technical assistance under the framework of a Defence Memorandum of Understanding. The Minister for Africa spoke to Foreign Minister Macamo on 23 July, noting Mozambique's efforts to address the causes of instability through the creation of the Integrated Department for the Development of Northern Mozambique (ADIN), and to encourage a holistic approach to tackling the insurgency.</p><p> </p>

As part of this work, the UK Government, through the National Crime Agency, delivers a Countering Organised Crime and Corruption programme in Nigeria. The programme provides mentoring and capacity building for units of the Nigerian Police Force to improve border security and anti-kidnap capacity, and to respond to organised crime groups in Nigeria. The programme budget was £3.1 million for 2019/20.</p><p>The Nigeria Countering Organised Crime and Corruption programme is evaluated each year. External consultants have been used to evaluate the programme in some years. It was given a grade A rating for meeting expectations in 2019/20. It was also assessed that the programme represents good value for money and that the project successfully integrates gender and equality issues into delivery. All UK programmes are provided in adherence with the UK Government's Overseas Security and Justice Assistance guidance. We will continue to support police reform in Nigeria, working with the Nigerian Government and international and civil society partners to improve its transparency and accountability, in line with its human rights obligations.</p><p> </p>

Owing to telecommunications outages across Tigray region and limited access for humanitarian agencies due to insecurity we are not able to accurately determine the impact of the conflict on refugee numbers.</p><p>We await confirmation from UNHCR about the movement of Ethiopians into Sudan but Sudanese media have reported that an estimated 6,000 asylum seekers from Ethiopia have crossed into Sudan in recent days. Of these, 3,023 individuals (36%) returned from refugee settlements in Uganda.</p><p>There are currently more than 1.4 million refugees in Uganda; about 938,000 (more than 65%) of these are from South Sudan. The UK is one of the largest supporters of refugees in Uganda, providing life-saving protection and assistance. answer text <p>The UK is a leading voice on gender issues, including sexual and reproductive health and rights, in multilateral fora such as the Council of Europe and the United Nations. There are three outstanding cases in the Council of Europe concerning abortion in Poland; the European Court of Human Rights has judged Poland incompliant with numerous articles of the European Convention on Human Rights: P. and S. v. Poland (2012), R.R v Poland (2011) and Tysiac v Poland (2007). These cases relate to difficulties in accessing an entitlement to lawful abortion in Poland in accordance with the European Convention of Human Rights. Whilst we have not raised these specific cases directly with the Polish government, we continue, within the Council of Europe, to urge the Polish authorities to comply with the Convention, in line with the judgments handed down by the Court, for example by guaranteeing clear and effective procedures to provide women seeking lawful abortion with adequate information on the steps they need to take to obtain it. The three cases will be reviewed again in the Council of Europe in March 2021.</p><p>We are closely monitoring developments following a ruling on 22 October by the Polish Constitutional Tribunal that laws permitting abortion in certain cases are unconstitutional, and the large-scale protests across Poland that this has prompted. It is for each country to establish its own laws on abortion. However, the UK firmly believes that supporting the comprehensive sexual and reproductive health and rights of women and girls, through evidence-based public health interventions, saves lives. Evidence shows that restricting access to safe abortion does not make abortions less common: it only makes them less safe. The British Embassy in Warsaw is also active on the gender equality agenda and in September ran a workshop for British and Polish NGOs active on women's rights.</p><p> </p>

answer text <p>The UK Government has noted the provisional election results published by the Independent Electoral Commission in Côte d'Ivoire. In his statement of 30 October ahead of the election, the Minister for Africa was concerned by the violence in the run up to elections and urged the Ivoirian authorities to ensure that all deaths and election-related violent incidents were properly investigated. In his statement on 5 November, the Minister for Africa condemned the violence and incendiary rhetoric during the electoral period in Côte d'Ivoire, and expressed his condolences to the families of those who died. The UK Government notes the varied voter participation around the country, whether through choice or disenfranchisement. answer text <p>Leaving no-one behind is an essential element of the mission of the FCDO, alongside building shared global prosperity, eradicating extreme poverty, tackling climate change, strengthening the international rule of law and global security, and promoting universal human rights and free, open societies.</p><p>As part of the creation of FCDO as a new Department we are refreshing and building on existing strategies, as well as developing new approaches where appropriate. We do not see the core ambitions of the Strategic Vision for Gender Equality nor the Disability Inclusion Strategy changing<em>. </em>Advancing gender equality and women's and girls' rights are a core part of this Government's mission, including fulfilling every girl's right to 12 years of quality education. The advancement of the inclusion of persons with disabilities is as important now as when the strategy was published in 2018 - the new department will strive to ensure the aims of the strategy are realised. The Government remains steadfast in its commitment to these agendas.</p>

answer text <p>The UK has contributed a total of up to £813 million to the Access to COVID-19 Tools Accelerator. This includes up to £250 million of UK Aid to the Coalition for Epidemic Preparedness Innovations (CEPI), an organisation that is supporting the development and manufacturing scale-up of promising COVID-19 vaccines for global use. The UK has committed up to £548 million for the COVAX Advance Market Commitment, which will support access to COVID-19 vaccines for 92 developing countries by contributing to the supply of 1 billion doses in 2021 (subject to vaccines successfully securing stringent regulatory approvals). The UK has also committed £71 million of non-ODA funds to participate in the COVAX Facility for self-financing countries to secure options to vaccines for UK domestic use.</p><p>Up to £40 million has been contributed to the COVID-19 Therapeutics Accelerator to support the rapid development of, and access to, treatments for COVID-19. Up to £23 million has been committed to the Foundation for Innovative New Diagnostics (FIND) to drive innovation in the development and delivery of tests to combat major diseases affecting the poorest populations, including COVID-19.</p><p> </p>

answer text <p>The Access to COVID-19 Tools (ACT) Accelerator is a coalition of partners, including the World Health Organisation (WHO), the Bill and Melinda Gates Foundation, the Wellcome Trust, the Coalition for Epidemic Preparedness Innovations (CEPI), Gavi, the Vaccine Alliance, Unitaid, the Global Fund, the Foundation for Innovative New Diagnostics (FIND), and others. The UK is a founding member of the ACT-Accelerator, and provides strategic guidance through representation on the ACT-Accelerator Facilitation Council.</p><p>The UK funds leading organisations that are committed to delivering the ACT-Accelerator's objectives. The breakdown of these financial contributions is outlined in the Written Answer HL9851. FCDO funding agreements with these partners set out objectives for UK funding, and are subject to rigorous programme management procedures, including routine financial and results reporting, audits, and annual reviews. answer text <p>The breakdown of the UK's financial contribution to the Access to COVID-19 Tools Accelerator (ACT-A) is outlined in the Written Answer HL9851. This will be crucial in mitigating the humanitarian and economic crisis they face from the COVID-19 pandemic.</p>
