unstar this property answer text <p>Over 99% of individual employment records are now being reported in real time. This method of sharing information is allowing us to run a welfare system that is responsive to changes in earnings and helps us identify cases of fraud. Only a small proportion of the 1% of remaining cases are referred to HMRC to clarify those earnings with the employer.</p><p> </p><p>DWP works closely with HMRC to investigate any risks associated with RTI data and jointly deals with disputes arising when claimants query their reported earnings. As DWP receives copies of the data submitted by employers, the risk of data corruption within HMRC is regarded as minimal. However, DWP and HMRC continually monitor the data and no significant problems have been identified.</p><p> </p><p>A number of processes are in place to deal with inaccurate data from employers. DWP and HMRC analysts monitor the RTI data received, looking for trends, patterns and causes. Both Departments then work together with employers and partners, such as software developers and payroll bureaux, to improve the quality of the data. This work supplements the Bankers' Automated Clearing Services (BACS) payment validation process.</p><p> </p>

unstar this property answer text <p>No assessment has been made of gender on a young person’s level of engagement with school and employment.</p><p> </p><p>However, the Government is committed to providing targeted support for all young people so that everyone, no matter what their start in life, is given the very best chance.</p><p> </p><p>The Government has raised the participation age to ensure that all young people are supported to continue their education until at least age 18, and invested nearly £7 billion during academic year 2018/19, to ensure there is a place in education or training for every 16 to 19-year old.</p><p> </p><p>Local Authorities (LAs) have a statutory duty to identify and track the participation of 16 and 17 year olds, supporting those who are not participating to do so and making sure that there is sufficient, suitable education and training provision to meet their needs. The September Guarantee places a further duty on LAs to ensure that all year 11 pupils (and year 12 pupils on one year courses) receive an offer of a place in education/training for the following September. It aims to ensure that all young people, regardless of what they achieved in school, understand that there are opportunities that will help them to progress, and to ensure that they get the advice and support they need to find a suitable place.</p><p> </p><p>The latest data for the end of 2017 (provisional) shows that 86.8% of 16-18-year-old females are in Education and Training, compared to 85.1% of males. Source is the ‘Participation in education, training and employment: 2017’ published statistics.</p><p> </p><p>In January to March 2019 the number of young people aged 16-24 who were not in education, employment or training (NEET) in the UK was at a near record low (764,000) – down 364,000 since 2010. As part of this the number of women aged 16-24 who were NEET was at a near record low (383,000) – down 238,000 since 2010. The number of men aged 16-24 who were NEET was also near a record low – at 381,000 – down 126,000 since 2010.</p><p> </p><p>The latest figures from the independent ONS, show that in February-April 2019 UK employment rate is at a joint record high of 76.1% - and as part of this the female employment rate is at a record high (72.0%). The male employment rate was 80.3% - up 5.3% points since 2010.</p>

unstar this property answer text <p>Universal Credit (UC) new claim advances provide fast access to a payment for people in financial need until their first UC payment is due. Assistance of up to 100% of the total expected monthly award, which is paid back over a period of up to 12 months, and from October 2021 up to 16 months, is available.</p><p> </p><p>The estimated value of advanced payments that were paid to Universal Credit (UC) claimants for new claims and benefits transfers in the financial year 2018/2019 is £502m (<strong>source:</strong> DWP internal statistics).</p><p> </p><p>The projected value of advanced payments that will be paid to claimants of UC for new claims and benefits transfers in each of the next five years is £676m in 2019/2020 rising to £862m in 2023/2024. As discretionary expenditure, it is also dependent upon overall Departmental affordability.</p><p> </p><p>The level of expenditure reflects these changing policies and the level of claimant demand. In 2014/15 the Department received funding as part of the Spending Review 2013 in order to meet travel and childcare costs to facilitate additional support for claimants. unstar this property answer text <p>The Universal Credit telephone numbers previously used by the Department were not premium rate numbers and it is misleading to refer to them in this way. The 0345 numbers that were in use were charged at local rate and are included in the call packages of most mobile and landline phone deals.</p><p> </p><p>Any customer who raised a concern about the costs of calling the Department was offered a call back. We have no evidence that people did not call because they believed the service was a premium rate number.</p><p> </p><p>To ensure that customers dial the correct numbers, the Department has embarked on an exercise to update all its products. The Department’s electronic media, such as SMS text messages and Gov.uk website, were updated as the new freephone numbers were introduced. System generated notifications for Universal Credit Full Service were updated on 28 November. System notifications for Universal Credit Live Service were updated between 28 November and 31 January 2018.</p><p> </p><p>During the period that our products were being updated, any calls to a 0345 number were played a message that told them that that number had been replaced with a Freephone number, whilst giving them the new Freephone number to use.</p><p> </p><p>The current monthly cost to the Department for playing the recorded messages to provide the new freephone numbers is approximately £300.</p>

The percentages may not appear to add up for the following reasons:</p><p> </p><p>We cannot rule out the possibility that some of the people in the table above also tried the verify their ID online. However, if there are any such people they are likely to be small in number.</p><p> </p><p>The figures are based upon claims that successfully had their ID verified and accepted a claimant commitment. This is to ensure consistency with other Departmental figures on UC claims.</p><p> </p><p>All figures have been rounded to the nearest percentage point.</p>
