answer text <p>NHS England's paper <em>Implementing the Recommendations of the Government's Response to the Francis Report and its Winterbourne Review Report</em> confirms that during the period 12 December 2012 to June 2013 for clinical commissioning groups there were 1,279 reviews completed and 38 were outstanding. These have all now been completed. By October 2013, NHS England identified a further 1,360 people in specialised services commissioned by NHS England. 1,303 of these people had their care reviewed by the end of 2013 and 57 people were identified as no longer requiring a review. Using these data NHS England calculates that 35% of people who were in hospital on 1 April 2013 have now been transferred to another setting.</p><p> </p><p>NHS England is identifying all people with learning disabilities in inpatient settings to ensure that they receive safe, appropriate, high quality care. NHS England is now collecting data quarterly for this purpose. It has recently published data as of March 2014. These data show that 2,615 people were identified as being in inpatient services with 2,334 of these people having had their care reviewed within the last 26 weeks. These data do not specifically identify people in inpatient settings within the specific period (December 2012 to June 2013) as a separate cohort.</p><p> </p><p>NHS England's data does not identify people as being in “Assessment and Treatment Units” but use other categories of inpatient beds, settings and units drawn from categorisation developed by the Royal College of Psychiatrists and also used in the Learning Disability Census. The data identifies those people who are expected to transfer, as well as those who have no transfer date. The reviews of people's care identify those individuals for whom it is appropriate to move to alternative settings.</p><p> </p><p>I have had several meetings with Department officials and NHS England to discuss progress on the commitments made in my oral statement of 10 December 2012 in the House of Commons, but have had no meetings with Ministers in the Department for Communities and Local Government about these commitments.</p><p> </p>

answer text <p>NHS England is responsible for distributing the £120 million funding announced in the new five-year plan for mental health, <em>Achieving Better Access to Mental Health Services by 2020</em>, by the Deputy Prime Minister and the Chief Executive of NHS England on 8 October 2014.</p><p> </p><p> </p><p> </p><p><em>Achieving Better Access to Mental Health Services by 2020</em>, identified £40 million additional National Health Service spending this year and freed up a further £80 million for 2015-16.</p><p> </p><p> </p><p> </p><p>The £40 million investment in mental health for 2014-15 includes an investment of £7 million to end the practice of young people being admitted to mental health beds far away from where they live, or from being inappropriately admitted to adult wards; and an investment of £33 million to support people in mental health crisis, and to boost early intervention services, that help some of the most vulnerable young people in the country to get well and stay well.</p><p> </p><p> </p><p> </p><p>NHS England has set out their approach to the allocation of the £80 million for 2015-16 in the document “<em>NHS England investment in mental health 2015/16</em>”, published on 26 November 2014, which can be accessed by the following link:</p><p> </p><p> </p><p> </p><p><a href="http://www.england.nhs.uk/wp-content/uploads/2014/11/payment-systs-mh-note.pdf" target="_blank">http://www.england.nhs.uk/wp-content/uploads/2014/11/payment-systs-mh-note.pdf</a></p><p> </p><p> </p><p> </p><p> </p><p> </p>

answer text <p>The Department is working closely with our partners to look at wider system improvements to support the integration of children’s services. This was the focus of a Children’s Health and Wellbeing Partnership seminar on 16 July, which brought together over 50 representatives of national and local government, national health organisations and voluntary sector partners to share expertise and encourage innovation around integrated care and support for children and young people. Following this, the Partnership agreed a work programme on integration, including development of testing pricing and incentive models; sharing best practice across organisations working on integration; using the Children and Young People’s Mental Health and Wellbeing taskforce to extend learning from Special Educational Needs pathfinders; and bringing together and promoting the case for information sharing, including the use of the National Health Service number in Children’s Social Care.</p><p> </p><p> </p><p> </p><p>The Children and Young People’s Mental Health and Well-Being Taskforce will consider and make proposals on how we can provide more joined up and accessible services built around the needs of children, young people and their families. Its terms of reference make it clear the Taskforce will establish how improvements can be made including consideration of barriers which prevent change and how these can be overcome. This includes barriers and opportunities for empowerment of the children and young people’s workforce and training provision to develop high-quality services.</p><p> </p><p> </p><p> </p><p>The Taskforce brings together a range of experts from across health, social care and education and it has sought the views of young people, their families and carers as well as those working with children and young people to inform their work. A government report of the work of the Taskforce will be published in spring 2015.</p><p> </p>
