star this property answer text
All ministers on common tenure – whether women or men - have the right to request time off work or adjustments to be made to the duties of their office in order to care for a dependant. As clergy office holders do not have defined hours of work, they already have greater flexibility than most employees over how they carry out their duties, which can often enable them to carry out their duties whilst caring for dependants without the need to request time off or adjustments.

As office holders, clergy are responsible for arranging their own cover while they are absent for any reason, (although the area dean or a member of the Bishop’s staff may assist clergy to arrange such cover where necessary). Support for caring for dependants and assistance with cover is not provided for centrally, as arrangements for this are best made locally – whether within the parish, or arranged with the assistance of the area dean or archdeacon. The Church Commissioners do not, therefore, have details of the level of support provided locally.

Women clergy are also supported at diocesan level by Deans of Women’s Ministry whose role is to promote the full inclusion of women in their diocese at every level of church life. As well as supporting female clergy with caring responsibilities, they are advocates for the ministry of women clergy in the diocese, listen to ordained women, identify the gifts, skills and potential among women clergy, and encourage these to be developed, used and fulfilled.

The latest statistics show that there were 330 women and 310 men in part-time stipendiary clergy roles at the end of 2017. It is likely that a full time stipendiary office holder who makes a request for their duties of office to be permanently adjusted to part-time in order to care for a dependant would receive a corresponding reduction in stipend. The decision as to whether an office holder receives full stipend during any formally requested time off to care for a dependant is made by the bishop on a case by case basis. The Bishop may grant special leave (usually on compassionate grounds)during which office holders usually receive their full stipend.

star this property answer text
The nomination to the See of London is a matter for the Crown Nominations Commission rather than the Church Commissioners. Nominations to episcopal sees are made within the context of the House of Bishops’ Declaration on Ministry of Bishops and Priests, which expressly recognises that those who, on grounds of theological conviction, are unable to receive the ministry of women bishops and priests continue to be within the spectrum and teaching and tradition of the Anglican Communion, and affirms the importance of there continuing to be bishops within the Church of England to enable ministry to be provided to such persons. However, as part of the usual consultation process for nominations to diocesan sees, anyone wishing to comment on the needs of the vacant diocese or the wider church is invited to write to the Prime Minister’s Appointments Secretary and the Archbishops’ Secretary for Appointments. Any such submissions will inform the Commission’s work.
more like this

star this property answer text
Churches across England have responded to the Archbishop of Canterbury’s call to support credit unions and other forms of responsible credit and savings. At least 31 out of 40 dioceses have been actively involved in supporting over 50 credit unions in various ways, such as:

promoting the local credit union in their congregation and wider community

recruiting credit union volunteers

hosting training sessions

opening church premises as credit union access points

encouraging payroll savings schemes among local employers

helping to set up school savings clubs

Through the Church Credit Champions Network, one of the core initiatives of the Archbishop’s Task Group on Responsible Credit and Savings, the pilot scheme has engaged over 350 churches in London and Liverpool alone and trained more than 260 Credit Champions to date. Other creative diocesan responses include the Murston Community Bank in Canterbury diocese, Lichfield’s Funeral Project, Southwell & Nottingham’s 100x100 scheme are all designed to raise local awareness of credit unions.

The other core initiative, the LifeSavers programme, is working with eight credit unions across the country to set up savings clubs in primary schools, alongside an integrated programme of financial education. Following a successful pilot, the programme is being rolled out to 120 church and non-church primary schools over the next three academic years with financial support from Virgin Money. Additional funding from Government will help extend the coverage to many more primary schools through a dedicated LifeSavers website.

star this property answer text
The Department for Science, Innovation and Technology is responsible for coordinating HMG digital inclusion policy as part of its commitment to ensuring that no one is left behind in the digital age. Digital inclusion is a cross-cutting issue that spans social engagement, education, employment, access to services and many more elements of everyday life.

The Department for Science, Innovation and Technology leads on telecoms and digital infrastructure, including Project Gigabit, the Government’s £5 billion mission to deliver lightning-fast, reliable broadband to the hardest to reach parts of the UK. In the Wigan constituency, over 98% of premises can access a superfast connection (>=30Mbps), while 92% can access a gigabit-capable connection, up from 0.8% in December 2019. Both of these current figures are higher than the national averages of 97% and 81% for superfast and gigabit-capable coverage, respectively.

More broadly across Government, the Cabinet Office is working to remove barriers and ensure online services are as inclusive as possible by making public sector websites accessible to as many people as possible. The Cabinet Office leads on the Service Standard, a set of principles government service teams and departments must adhere to when creating and running new public services – such as the NHS – and some Local Authorities, including Greater Manchester Combined Authority, have committed to using these as well.

Training is available for elderly people wishing to acquire essential digital skills. Department for Education has introduced a digital entitlement for adults with no or low digital skills to undertake specified digital qualifications, up to level 1, free of charge. Essential Digital Skills Qualifications, introduced alongside the digital entitlement, are based on new national standards which set out the digital skills people need to get on in life and work.

We also recognise that ongoing support is essential to overcome barriers of access. Our network of 2,900 public libraries across England provide a trusted network of accessible locations with staff, volunteers, free Wi-Fi, public PCs, and assisted digital access to a wide range of digital services.
