answer text <p>The department is concerned about an increase in unconditional offers, in particular conditional unconditional offers, and any adverse impact they may be having on students’ motivation and restricting student choice. The independent regulatory body for higher education, the Office for Students (OfS), will be monitoring types of offers and their impact as part of its wider review of admissions, which is underway.</p><p>The OfS has powers set down in legislation to take action if it has evidence that a higher education provider is acting in a way that harms the prospects of students, through restricting the choice and opportunity available to them, or failing to deliver successful outcomes.</p> more like this

answer text <p>The Industrial Strategy sets out our plan to make the UK the World’s most innovative economy, building on our global leadership in science and research. We are supporting the Industrial Strategy ambition to raise the total R&amp;D investment to 2.4% of GDP by 2027, and 3% in the longer-term. The Government will invest an additional £7bn in R&amp;D by 2020/2021. This will be the largest increase ever.</p><p> </p><p>The 2018 Budget allocated £1.6 billion of funding towards boosting transformative technologies, backing UK scientists and industry at the frontier of innovation. We are also supporting more companies to do research and development through the UK’s R&amp;D Tax Credits Scheme.</p><p> </p><p>The Government is supporting research commercialisation and collaboration between university, business and charities through several significant investments. These include:</p><ul><li>providing support for the creation of new research centres and facilities through the £900m UK Research Partnership Investment Fund; and funding for the Catapult network.</li><li>increasing Higher Education Innovation Funding to £250m pa by 2021 (to underpin universities capacity to work with business), and providing £100m for Connecting Capability Fund enabling universities to collaborate together, to pool resources and capability to make it easier for investors and business to access;</li><li>as well as through established Research Council and Innovate UK mechanisms.</li></ul><p>British Patient Capital Ltd, a wholly-owned commercial subsidiary of the British Business Bank has been given resources of £2.5bn over the next 10 years to support venture and growth capital funds to make longer-term investments in innovative UK-based businesses with high growth potential.</p><p>We are encouraging long-term investment into R&amp;D, with £1.7bn invested in strategic research programmes through the first two waves of the Industrial Strategy Challenge Fund. These challenges have been developed to broadly align with the Grand Challenges: Clean Growth, AI and Data, Ageing Society and the Future of Mobility, society-changing opportunities and industries of the future. We are also working in partnership with businesses to develop Sector Deals that will create significant opportunities to boost productivity, employment, innovation and skills.</p>

answer text <p>As part of our Industrial Strategy, we are unlocking over £20bn of patient equity investment through a 10-year Action Plan. British Patient Capital, part of the Government-owned British Business Bank, has available resources of £2.5bn with which it aims to attract a further £5bn of private sector finance. British Patient Capital will help to support innovative UK SMEs with high growth potential to access the long-term finance they need. This patient investment is available to support emerging science and technologies across the UK, including in Birmingham and the West Midlands.</p><p> </p><p>At Budget 2018, £1.6 billion of funding was allocated to boost transformative technologies such as quantum computing and back UK scientists and businesses to be at the frontier of innovation.</p> more like this

answer text <p>All BEIS projects funded through Official Development Assistance (ODA) are appraised by BEIS officials to assess quality, value for money, deliverability and alignment with Official Development Assistance (ODA) rules and strategic priorities. Projects funded from BEIS International Climate Finance (ICF) are appraised through detailed business cases, which go through BEIS approval processes that provide scrutiny and challenge before final sign-off at Ministerial level.</p><p>For the two research and innovation funds, Newton Fund and the Global Challenges Research Fund, in line with the Haldane Principle which protects the independence of government-funded research, all research programmes are also evaluated by external expert groups with strong assurance processes and robust independent expert peer review processes.</p> more like this

answer text <p>All BEIS projects funded through Official Development Assistance (ODA) are monitored and reported upon in line with DFID good practice. In addition, we ensure independent evaluations of all our major programmes. At the fund level, BEIS funds are also subject to scrutiny from the Independent Commission for Aid Impact (ICAI) that reviews our ODA spending and its development impact.</p><p>BEIS research and innovation (R&amp;I) ODA funds are administered by our expert delivery partners. These have strong monitoring and evaluation processes built into their delivery models.</p><p>BEIS International Climate Finance (ICF) publishes annual reviews of progress on implementation, financial reporting and value for money.</p> more like this

answer text <p>If there is a deal, and the Withdrawal Agreement is ratified, the UK will continue to be able to participate in Horizon 2020 until the end of the programme. This includes access to funding for UK researchers from the European Research Council (ERC) and the Marie Sklodowska-Curie Actions (MSCA).</p><p> </p><p>In the event of a ‘no deal’ scenario, the Government has committed to underwrite all successful UK bids submitted to Horizon 2020 before EU exit, including ERC and MSCA funded projects. Through the extension to the guarantee, the Government has also committed to fund all UK participants’ funding in all Horizon 2020 calls open to third country participants from the date of exit. This would cover the lifetime of projects, even if they last beyond 2020.</p><p> </p><p>We are very conscious, though, that third country participation is not possible for nearly all ERC and some MSCA grants. The Government is considering what other measures may be necessary to support UK research and innovation in the event that the guarantee and the extension are required. We are working with stakeholders to identify appropriate measures that could be put in place in the period immediately after EU Exit, if needed.</p>
