answer	answer is ministerial correction date of answer 25/02/2020 answer text <p>In response to the Online Harms White Paper, the Government ran a consultation from 8 April 2019 to 1 July 2019 which received over 2,400 responses from a wide range of stakeholders and organisations, including members of the public. The Government has also undertaken extensive engagement over the last 12 months with representatives from industry which, alongside the consultation responses, has been reflected in the Online Harms White Paper initial response published on 12 February 2020. Overall, respondents and stakeholders agreed that, whilst funding should primarily be from industry, the ultimate funding structure for the Online Harms regulator should be proportionate and practical.The Government is currently carrying out extensive analysis on potential funding options. Representatives from the following organisations are members of the group: Childnet, The Coalition for a Digital Economy, Facebook, Global Partners Digital, Google, Internet Watch Foundation, Match Group, Microsoft, National Society for the Prevention of Cruelty to Children, Open Rights Group, Snap, Stonewall, Twitter, The Association for UK Interactive Entertainment, UK Safer Internet Centre, the Department for Digital, Culture, Media and Sport, and the Home Office. The group is chaired by a DCMS minister, now the Minister for Digital and Culture.</p><p><strong> </strong></p><p>The composition of the working group was designed to reflect the diversity of views about transparency reporting in relation to online harms. This is vital to a strong and fully functioning democracy where the powerful can be held to account without fear. For this reason, the government does not intervene in what the press can and cannot publish, including on their websites.</p><p> </p><p>The Online Harms White Paper does not seek to prohibit press freedom. The regulator will not be responsible for policing truth and accuracy online. Where services are already well regulated, regulation will not be duplicated.</p><p><strong><br></strong>Officials are currently working with stakeholders to ensure online harms proposals protect journalistic content. The regulator will have strong enforcement powers to deal with non-compliance.
