unstar this property answer text <p>The Building Schools for the Future (BSF) programme is coming to a close, with the final schemes moving in to construction. The Government's main programme to address the condition needs of the school estate is the Priority Schools Building Programme (PSBP) and the majority of work will be procured using the Education Funding Agency's (EFA) Contractors' Framework, which commenced in November 2013.</p><p>All PSBP procurements carried out by the EFA through this Framework will require the use of project bank accounts (PBAs)</p><p>PBAs differ from traditional construction industry payment arrangements whereby the procuring party under the building contract makes payment to the main contractor, who in turn makes payment down his supply chain. This can lead to delay and cashflow problems for small and medium sized businesses, who typically make up a significant proportion of the supply chain.</p><p>Instead, the procuring party will make payment into a trust account established specifically for the project. The majority of members of the supply chain are nominated as beneficiaries of that trust account, and the building contract requires that payment must be made from the PBA to the supply chain as soon as possible after the PBA is placed in funds, typically within three to four working days (although varying slightly depending on the specific banking arrangements).</p><p>There are a small number of PSBP projects being procured through a private finance route. For these projects, the project agreement does not deal with construction payments as no payment is made until the project is operational. Before that, payments for construction works are made by the single-purpose company (SPC) set up to carry out the project, to its subcontractors, and then down the contractual chain. The SPC's solvency is, in its contracts with first-tier subcontractors, protected by industry-standard provisions with which PBAs are not compatible. We are considering whether more can be done to encourage prompt payment further down the contractual chain.</p>

unstar this property answer text <p>Employers are at the heart of government’s reforms on apprenticeships, designing new high-quality apprenticeship standards that meet the needs of their industries.</p><p>There are 116 engineering and manufacturing standards available for employers in the shipbuilding industry to choose from, and a total of 487 standards available across a wide range of sectors from Business and Administration to Health and Science.</p><p>The Engineering Technician standard at Level 3 has been developed by employers, including employers in the defence industry such as BAE Systems, Babcock and the Royal Navy. This includes the following maritime defence pathways: Maritime Electrical Fitter, Maritime Mechanical Fitter, Maritime Fabricator and Maritime Pipeworker. More detail on the standard can be found on the Institute for Apprenticeships and Technical Education’s website at the following link: <a href="https://www.instituteforapprenticeships.org/apprenticeship-standards/engineering-technician/" target="_blank">https://www.instituteforapprenticeships.org/apprenticeship-standards/engineering-technician/</a>.</p><p>Employers in the shipbuilding industry in England can use their apprenticeship levy funds to invest in these new high-quality apprenticeship standards, unlocking the productivity benefits associated with employing apprentices.</p><p>This financial year (2019-20) funding available for investment in apprenticeships in England is over £2.5 billion, double what we spent in 2010-11.</p><p>The National Apprenticeship Service is supporting employers in the shipbuilding industry to develop their apprenticeship programmes. unstar this property answer text <p>The Department reviews the financial standing of suppliers before awarding contracts; as part of the qualification process for places on our supply frameworks; and as part of ongoing contract management arrangements, in line with Cabinet Office guidance. The Cabinet Office manages relationships with Strategic Suppliers, monitoring their performance and financial health on a cross-Government basis, through its Strategic Supplier Risk Management Policy.</p><p>The Department has been working closely with the Cabinet Office to monitor the situation with Carillion since profit warnings were first issued last July. Our priority has been to ensure schools can continue to operate as usual.</p><p>Local authorities and academy trusts are responsible for their own contracts. We have worked with local authorities and academy trusts to make sure they have contingency plans in place and that these are being actioned, where required. We are continuing to monitor developments and provide support where it is needed to help minimise any disruption.</p>

unstar this property answer text <p>Agreement with the EU on all elements of the Trade and Cooperation Agreement, which includes programme participation, was concluded on the 24 December 2020. We said we would consider participation in elements of Erasmus+ on a time-limited basis, provided the terms were in the UK’s interests. The EU would not meet those terms and we did not consider participation would be in the interests of the UK taxpayer. Through the new Turing scheme we will provide UK students with the opportunity to study not only in Europe, but in countries across the world.</p> more like this

unstar this property answer text <p>The COVID-19 outbreak has had an impact on backlogs of cases in family courts. We are working closely with the judiciary, the Ministry of Justice and other key partners in the family justice system to make sure that we prioritise children’s welfare during this difficult and unprecedented time.</p><p>I recognise the additional support that foster families need at this time. That is why we have provided £125,000 in additional funding for Fosterline to deliver free-to-access and specialist one-to-one support to foster families. The service has focussed on reducing the risk of breakdown in fostering placements to ensure stability for looked-after children and increasing capacity by providing new or prospective carers with access to the specialist information they need.</p> more like this

unstar this property answer text <p>There are no legal obligations placed upon foster carers to facilitate birth family meetings. Arrangements for children to keep in touch with their family are set out by courts or in care plans. Foster parents will necessarily be involved in ensuring that the child in their care is able and supported to attend those meetings, and they may therefore have a role in facilitating or hosting birth families.</p><p>Ultimately, contact arrangements should be focused on, and shaped around, the child’s needs. Maintaining contact is crucial to help children and young people develop their identity and history, and to understand their lives and their sense of self. However, the child’s welfare is the paramount consideration at all times, and each child’s wishes and needs for contact should be individually considered and regularly assessed.</p><p>The department's guidance on vulnerable children describes how children living in care can stay in touch with their family during the COVID-19 outbreak. Contact arrangements should be assessed on a case by case basis taking into account a range of factors including the government’s social distancing guidance and the needs of the child. unstar this property answer text <p>The Department anticipates that the vast majority of students will be able to use the calculated grades they receive in the summer to move on to their next steps.</p><p>There may be a relatively small number of students, including some private candidates, where there is not enough evidence to calculate a grade. The Department understands that 16 to 19 schools and colleges will consider a range of other evidence and information for these students to allow them to progress wherever possible.</p><p>Students who are unable to receive a calculated grade will also have the opportunity to sit exams in the autumn.</p> more like this

unstar this property answer text <p>To qualify for support from Student Finance England, a person must have settled status or a recognised connection to the United Kingdom and meet the relevant ordinary residence requirements. Most persons must have been ordinarily (lawfully) resident in the United Kingdom and Islands, or, in some cases, the European Economic Area or Switzerland, for the 3 years prior to the first day of the first academic year of their course, excluding periods of temporary absence. These are longstanding requirements.</p><p>Student Finance England publishes guidance for students about the eligibility criteria for student support, to include the ordinary residence requirements:<br><a href="https://www.practitioners.slc.co.uk/supporting-materials/" target="_blank">https://www.practitioners.slc.co.uk/supporting-materials/</a>.</p> more like this
