unstar this property answer text <p>The Gambling Commission is responsible for ensuring that the costs of applying for a Commission licence, and the regulatory burden of complying with it, are the minimum necessary to ensure compatibility with the licensing objectives.</p><p> </p><p>The Commission keeps its licensing arrangements and licence conditions and codes (LCCP) under review. Recently it consulted on improved licensing processes for moving to an online licence application process, and introducing a multi-jurisdictional form to reduce the costs for applicants applying for licences in more than one jurisdiction.</p><p> </p><p>In advance of the Gambling (Licensing and Advertising) Act 2014 coming into force on 1<sup>st</sup> October, the Commission has been working with operators and overseas regulators to avoid duplication and undue regulatory burden wherever possible – for example, minimising the need for operators to duplicate material or assurances that can be obtained from an operator's host nation regulator. These consultations have enabled the Commission to take into account the impact on the relative attractiveness of operating legally in a regulated market compared to the risks of operating illegally.</p>

unstar this property answer text <p>Section 2.3 of Ofcom's broadcasting code states that: “…broadcasters must ensure that material which may cause offence is justified by the context…such material may include, but is not limited to, offensive language, violence, sex, sexual violence, humiliation, distress, violation of human dignity, discriminatory treatment or language (for example on the grounds of age, disability, gender, race, religion, beliefs and sexual orientation)”.</p><p>In respect of ‘adult sex material' – which contains images and/or language of a strong sexual nature, and which is broadcast primarily for the purposes of sexual arousal – this must not be broadcast at any time, other than on access-restricted services between 22.00 and 05.30. The most extreme material, equivalent to the British Board of Film Classification (BBFC) R-18 rating must not be broadcast at any time.</p> more like this

unstar this property answer text <p>The Azure card is issued to destitute failed asylum seekers accommodated under section 4 of the Immigration and Asylum Act 1999 because they are temporarily unable to leave the United Kingdom. The card can be used at most of the main supermarket chains to purchase food and other essential items. The performance of the card is kept under regular review but the Government is satisfied that it is an effective way of ensuring that recipients are able to meet their essential living needs and are not left destitute.</p><p> </p><p>The Government therefore has no plans to abolish the card or change legislation to allow people supported under section 4 to receive cash instead.</p><p> </p><p>The total administrative costs of the card scheme since it was introduced in 2009 are approximately £1,515,000. Estimated administrative costs for the current financial year are £200,000.</p><p> </p><p>The Government published its response to the House of Commons Home Affairs Committee report about asylum procedures in December 2013 (cm 8769). A response to the Committee’s views on section 4 support was set out on page 18-19.</p><p> </p>

JTAC assessments are made independently of Ministers.</p><p> </p><p>The Joint Terrorism Analysis Centre (JTAC) increased the UK national threat level from international terrorism to SEVERE (meaning that an attack is highly likely) on 26 August for the first time since 2011. This decision was related to developments in Iraq and Syria where groups including ISIL are planning attacks against the West. As the Prime Minister said on 26 September 2014, Official Report, column 1256, ISIL is a terrorist organisation unlike those we have dealt with before, and represents a direct threat to the British people. They have already murdered two British hostages, and are threatening the life of another. The first ISIL-inspired terrorist acts in Europe have already taken place.</p><p> </p><p>There is also a threat to British nationals and interests from ISIL and groups affiliated with ISIL or Al-Qaeda in Arab and African countries. Amongst these groups are Al-Qaeda in the Islamic Maghreb, operating in the Sahel, and Boko Haram and Ansaru in Nigeria. Foreign and Commonwealth Office Travel Advice gives our most accurate assessment of the threat from terrorism to British nationals overseas.</p><p> </p>

Halal meat is purchased under these arrangements but information on the volume procured is not held by the MOD.</p><p> </p><p>Armed Forces personnel serving on operations, exercises and HM ships and submarines, are catered for under a single food supply contract with Purple Foodservice Solutions Ltd (PFS). The PFS contract includes the provision of Operational Ration Packs (ORPs). Individual 24 hour ORPs are available in 60 different menus, of which 10 are halal.</p><p> </p><p>All food procured for MOD personnel must comply with MOD food quality standards. These standards comply with all UK and EU production standards, Farm Assurance or equivalent. In the public sector, members of defined contribution schemes will also have access to these flexibilities, including members with savings in Additional Voluntary Contribution (AVC) arrangements.</p><p> </p><p> </p><p> </p><p>The Government’s assessment of the impact of the policy is set out in detail in the Budget costing note and the Tax Information and Impact Note, published alongside the Taxation of Pensions Bill.</p><p> </p><p> </p><p> </p><p>The government wants to extend the principles of freedom and choice to as many pension savers as possible which is why, following an extensive public consultation, it was decided to permit transfers out of private sector and funded public sector defined benefit schemes to continue. Giving scheme members the choice to transfer their accrued benefits into a defined contribution scheme, in order to access their pension pot flexibly if they wish to.</p><p> </p><p> </p><p>To ensure due consideration is given to the interests of scheme members, scheme funds and the taxpayer in the continuation of these transfers for the public service schemes, government set out in the response to the consultation, <em>Freedom and Choice in Pensions,</em> that it would look to implement, where appropriate, safeguards akin to those which already exist in the private sector. Giving scheme members the choice to transfer their accrued benefits into a defined contribution scheme, in order to access their pension pot flexibly if they wish to.</p><p> </p><p> </p><p>To ensure due consideration is given to the interests of scheme members, scheme funds and the taxpayer in the continuation of these transfers for the public service schemes, government set out in the response to the consultation, <em>Freedom and Choice in Pensions,</em> that it would look to implement, where appropriate, safeguards akin to those which already exist in the private sector. We are continuing to discuss these options and others, including with the Department for Local Government as the department responsible for the Local Government Pension Scheme, the largest of the funded public service pension schemes, and will set out further detail on this issue in due course.</p>

unstar this property answer text <p>The Secretary of State for Health, in his Annual Assessment of National Health Service England’s Annual Report for the last financial year (2013-14), has stated that “[NHS England] must […] ensure that spending controls are effective, particularly around specialised commissioning.” A copy of the Secretary of State’s Annual Assessment has been placed in the library.</p><p> </p><p> </p><p> </p><p>Section 3B(1)(d) of the National Health Service Act 2006, as amended by the Health and Social Care Act 2012, gives the Secretary of State the power to require the NHS Commissioning Board (known as NHS England) to commission prescribed services or facilities in relation to England by making regulations. Using this power, the Secretary of State may require NHS England to commission specialised services for people with rare or very rare conditions. Before deciding whether to make regulations, the Secretary of State must (a) obtain appropriate advice for that purpose and (b) consult NHS England. The Prescribed Specialised Services Advisory Group (PSSAG) is a Department of Health appointed expert committee which was established in 2013 to provide the Secretary of State with this advice. The First Minister has made it clear that he believes this is no longer achievable in 2014/15. The Treasury has therefore agreed that exceptional access to the DEL Reserve of up to £100 million will be permitted in-year.</p><p> </p><p> </p><p> </p><p>An amount equivalent to the access to the DEL Reserve taken up by the Northern Ireland Executive will be reflected in the relevant control total at Supplementary Estimates and will subsequently be deducted from the Northern Ireland Executive’s 2015/16 control total.</p><p> </p><p> </p><p> </p><p>Internal Northern Ireland departmental allocations remain a matter for the Executive itself.</p><p> </p><p> </p><p> </p><p> </p> more like this

unstar this property answer text <p>The Department for Work and Pensions has conducted a series of meetings and workshops this year with users, disabled people's organisations, employers and other experts to ensure that Access to Work builds on its success in a way that is sustainable and ensures that we can help as many disabled people to fulfil their potential in the workplace as possible.</p><p> </p><p>It is right that larger employers make a contribution to supporting their staff, but we are looking more widely at how we can better support employers to recruit and retain disabled people. We have already made a significant concession on cost share by exempting small employers from cost share, potentially saving businesses with fewer than 50 staff up to £2,400 for each employee who uses the scheme.</p> more like this

In addition, Access to Work have specialist adviser teams focussing on hearing impaired and visually impaired customers, and also a team to assist customers with mental health conditions. These teams receive additional training, which includes input from suppliers, disability charities and other disability led groups. unstar this property answer text <p>We remain deeply concerned by the humanitarian situation in South Sudan, and have recently announced a further £25 million of humanitarian assistance, making the UK one of the largest donors to the response with total contributions of £150 million this year.</p><p> </p><p> </p><p> </p><p>UK support has enabled humanitarian agencies to provide essential assistance in both United Nations camps and ‘hard-to-reach’ areas. Our assistance is providing more than 400,000 people with emergency food and/or livelihoods, 170,000 people with clean water, and 180,000 with improved hygiene and sanitation, and will assist thousands more this year. The UK is also ensuring that its development programmes contribute where possible, by maintaining health and education services through local systems; and by building the resilience of households through livelihoods programmes. We have also funded dozens of staff to key positions in the UN to assist with coordination and planning.</p><p> </p><p> </p><p> </p><p>This assistance has helped to prevent deterioration of food security to famine levels. It has also helped agencies deal with the recent cholera outbreak, and provided support to survivors of sexual violence. However, we remain concerned about the humanitarian situation moving into 2015, with the risk of famine still real if conflict continues. Security and access remain major constraints to reaching those in need, especially in the hard-to-reach areas. We continue to stress the important need for all parties to respect the cessation of hostilities, and to allow unhampered access for humanitarian assistance.</p><p> </p><p> </p><p> </p><p>We will continue to engage on the recommendations in the report in our role as member of the Security Council and in discussions with UN Mission in South Sudan (UNMISS), Governments of the region, the African Union and the Intergovernmental Authority for Development (IGAD).</p><p> </p>

We have also funded dozens of staff to key positions in the UN to assist with coordination and planning.</p><p> </p><p> </p><p> </p><p>This assistance has helped to prevent deterioration of food security to famine levels. It has also helped agencies deal with the recent cholera outbreak, and provided support to survivors of sexual violence. However, we remain concerned about the humanitarian situation moving into 2015, with the risk of famine still real if conflict continues. Security and access remain major constraints to reaching those in need, especially in the hard-to-reach areas. We continue to stress the important need for all parties to respect the cessation of hostilities, and to allow unhampered access for humanitarian assistance.</p><p> </p><p> </p><p> </p><p>We will continue to engage on the recommendations in the report in our role as member of the Security Council and in discussions with UN Mission in South Sudan (UNMISS), Governments of the region, the African Union and the Intergovernmental Authority for Development (IGAD).</p><p> </p>

unstar this property answer text <p>Access to Work does not publish data on Service delivery performance as such data is collated for Management information only and therefore not subject to the assurance required to share with stakeholders.</p><p> </p><p>No formal assessment of awareness has taken place but all Jobcentre Plus staff learn about the Access to Work programme as part of their extensive training. In addition, all relevant sections of DWP guidance signpost staff to additional information about Access to Work. Access to Work staff also deliver either face to face or telephone based learning sessions for Jobcentre Plus colleagues on request.</p><p> </p><p>Access to Work aims to make the application process accessible to all service users. Officials are currently engaging with Deaf users, disabled people's organisations and other experts to ensure that Access to Work has the best possible customer service so that we can help as many Deaf, and other disabled, people to fulfill their potential in the workplace as possible.</p>
