unstar this property answer text <p>The government believes that all schools can benefit from becoming an academy as part of a multi-academy trust (MAT). The department does not think it is necessary at this time to set a timescale for this ambition to be realised.</p><p>Academy conversion remains a positive choice for many schools who are voluntarily choosing to convert to enjoy the benefits of autonomy and working in collaboration with other schools as part of a MAT. More than 50% of all pupils in state funded schools in England are educated in an academy or free school. The department has been clear that maintained schools are only required to become sponsored academies, due to educational underperformance, if they are judged inadequate by Ofsted.</p> more like this

unstar this property answer text <p>A maintained school governing body may apply to my right hon. Friend, the Secretary of State, to use his powers to revoke an academy order. The governing body must have agreed to apply for revocation by a majority vote for the application to be considered by the Secretary of State.</p><p>The department’s statutory guidance on schools causing concern makes clear that the Secretary of State’s power to revoke an academy order will only be used in very exceptional circumstances. These circumstances may include where a maintained school is not viable, and it is most appropriate for it to close, or where Ofsted have re-inspected the school and judged that it is no longer inadequate, and the current leadership and management is capable of driving continued improvement.</p><p> </p> more like this

unstar this property answer text <p>The department’s expectations of effective governance in multi academy trusts (MATs) is set out in the Academies Financial Handbook and Governance Handbook. This includes the skills, knowledge and behaviours that boards need to demonstrate to be effective. Both handbooks are currently being updated and once completed, copies will be <ins class="ministerial">placed</ins> <del class="ministerial">available</del> in the Libraries of both Houses. The Academies Financial Handbook is updated annually.</p><p> </p><p>Through the Academies Ambassadors Programme, over 1200 volunteers with commercial and business experience have been recruited to join academy boards.</p><p> </p> more like this

unstar this property answer text <p>Our apprenticeship reforms have strengthened the quality of apprenticeships, so that employers can continue to look to them as a means of meeting their skills needs in the future.</p><p>New apprenticeship standards across all levels are being designed by employers, creating higher quality training that will lead to a more skilled and productive economy. As an employer-led programme, employers choose the type and level of training that they need to meet their skills needs. There were 163,700 starts on apprenticeship standards in 2017/18, which is more than 6 times higher than the number of starts in 2016/17. This shows that employers are moving quickly to this new higher quality offer.</p><p>Our reforms are making apprenticeships longer and better, with more off-the job training and appropriate assessment at the end. These changes are making sure that today’s apprenticeships reflect what businesses want and need.</p> more like this

unstar this property answer text <p>Family members of any member of the UK Armed Forces, regardless of the nationality of the service person, can apply for settlement in the UK under the Immigration Rules contained in Appendix Armed Forces.</p><p>The eligibility criteria for family members of members of the Forces are set out in full online in Appendix Armed Forces:<br>https://www.gov.uk/guidance/immigration-rules/immigration-rules-appendix-armed-forces</p><p>This makes clear that to be eligible for settlement in the UK requires the following criteria to be met. Partners of members of the Forces must have completed a period of 60 months limited leave under Appendix Armed Forces – sometimes called the “probationary period”. Partners and over-18 children must demonstrate sufficient knowledge of the English language and knowledge about life in the UK. Their sponsor in the Forces must meet the appropriate minimum income thresholds to sponsor a partner or children, and the applicant must not fall for refusal on suitability grounds.</p>

unstar this property answer text <p>The UK and the EU have been clear in the Political Declaration that we will seek to negotiate an ambitious economic partnership, including a free trade area for goods that facilitates trade through a new customs arrangement, deep regulatory cooperation, and avoids any tariffs or quotas.</p><p>The Declaration recognises that the application of checks and controls between the EU and the UK would depend on the UK’s commitments, including in relation to the level of alignment with EU rules. Obviously we will need to agree the balance as part of the future negotiations.</p><p>The Government has been clear, in all circumstances, we seek to avoid a hard border on the island of Ireland and we stand by all our commitments including the safeguarding of the constitutional and economic integrity of the United Kingdom.</p><p> </p> more like this

unstar this property answer text <p>The inquiry into bullying and harassment, launched on 19 December 2018, is being led independently by Naomi Ellenbogen QC. The inquiry relates to and has sought contributions from a number of key stakeholder groups, including current and, where possible, former:</p><p> </p><ul><li>House of Lords Administration staff (including agency and interim staff), and employee representative groups;</li><li>Members of the House of Lords;</li><li>Staff of Members of the House of Lords; and</li><li>Staff of the House of Commons, MPs’ staff, and staff of shared or bicameral services in Parliament.</li></ul><p> </p><p>Naomi Ellenbogen QC is being remunerated on the basis of a daily fee of £2000 plus VAT for each full day worked exclusively on the inquiry, and an hourly fee of £225 plus VAT where only part of the day is spent working on the inquiry. The contract through which Ms Ellenbogen has been engaged defines a full day as constituting 8 hours, and provides that time engaged in report writing will be payable at the agreed hourly rate.</p><p> </p><p>While the costs of the inquiry are being paid by the House of Lords, the overall cost will depend on a number of variable factors outside the Administration’s control, in particular the volume of evidence received.</p>

unstar this property answer text <p>On Tuesday 26<sup>th</sup> February, European policy-makers reached a political agreement on the Investment Firms Review (IFR) which is part of the Capital Markets Union.</p><p> </p><p>The Government welcomes the agreement as it supports a more proportionate regulatory regime, upholding market integrity and financial stability, and which will also benefit the industry and ultimately the wider economy.</p><p> </p><p>After the UK’s departure from the EU, EU market access for UK investment firms will be dependent on a positive equivalence determination from the EU. The European Commission has said that in a no deal scenario, it will prioritise financial stability and the EU’s own interests. However, as the Economic Secretary said on 12 February<sup><sup>[1]</sup></sup>,we can see no reason why the UK and the EU would not be able to find each other equivalent in any scenario. unstar this property answer text <p>In April last year, the UK hosted one of the most successful Commonwealth Heads of Government Meetings (CHOGM) ever. All 53 members of the Commonwealth adopted the Commonwealth Blue Charter, agreed to establish action groups on ocean issues led by Commonwealth member countries and mandated the Secretariat to take forward a Commonwealth Blue Charter plan of action. Since CHOGM, nine action groups have now been proposed of which the UK Government has joined three so far: the coral reef protection, ocean acidification, and ocean and climate change action groups. The UK Government is in the process of joining the action groups on Mangroves and Marine Protected Areas.</p><p> </p><p>The UK and Vanuatu also spearhead the groundbreaking Commonwealth Clean Oceans Alliance (CCOA), the action group to tackle the scourge of plastic pollution in the ocean. The CCOA has gained unparalleled support since its launch in April, increasing its membership from seven to 24 countries across the Caribbean, Africa, Asia and the Pacific regions. In recognition of our global leadership on tackling the problem of plastic in the ocean, the Prime Minister has announced up to £66.4 million of UK aid to assist Commonwealth countries. This includes a technical assistance facility that will support developing countries in achieving their commitments under the CCOA, which was increased from £5 million to £10 million by the Prime Minister in August last year.</p><p> </p><p>The first phase of the £6 million Commonwealth Litter Programme (CLiP) work in the Pacific region has been completed. Minister Coffey and Pacific country leaders attended a regional conference last month to showcase the marine litter action plans produced by the CLiP with Vanuatu and the Solomon Islands. Furthermore, over 35 Government funded Commonwealth Blue Charter Fellowships are underway which continue to support emerging Commonwealth scholars to explore solutions to the marine plastics challenge. We have made tremendous progress in safeguarding our ocean since CHOGM 2018 and we expect even more successful action ahead of the next CHOGM meeting in Rwanda in 2020.</p><p> </p><p>The UK is committed to the Sustainable Development Goals, and tackling climate change and managing the natural environment is a core part of the Government’s international work. For example:</p><p> </p><ul><li>The UK has increased its contribution to the Global Environment Facility to £250 million in the latest replenishment round (2018-2022).</li><li>The Prime Minister will lead on galvanising international efforts on climate resilience at the UN Secretary General’s Summit in September this year.</li><li>As part of a £61.4 million package of UK support announced by the Prime Minister at CHOGM, together with further announcements made during the Prime Minister’s visit to Africa, the Government has committed support to priority countries to increase recycling and tackle poor waste management. This includes: £3 million to trial approaches to the management of plastic waste in cities in three developing Commonwealth countries (Bangladesh, Ghana and Uganda) and up to £10 million of technical assistance to developing countries that have signed up to the CCOA.</li></ul><p> </p><p>At the International Wildlife Trade Conference hosted in London in October last year, the Government reaffirmed its commitment to tackling the international wildlife trade and we are now investing over £36 million between 2014 and 2021 to counter the trade, including £900,000 of new funding to develop a British military counter-poaching taskforce in Africa.</p><p> </p><p>At last year’s Katowice Climate Change Conference, the UK demonstrated its climate leadership through our instrumental role in the creation of a rulebook to bring the Paris Agreement to life. This common set of rules and metrics is essential for driving genuine climate action globally and for future agreements.</p><p> </p><p>Since April last year the Green Climate Fund has approved the funding of $1.05 billion in funding proposals, and successfully launched its first replenishment for the second resource mobilisation phase. A further $122.5 million has been approved for readiness funding to be deployed this year. Polices related to results management, prohibited practices, the restructuring and cancellation of funding proposals and the appointment of the World Bank as Trustee were also approved. The Fund also selected its next Executive Director, who will serve a four year term from April.</p><p> </p><p>As announced by the Foreign Secretary at CHOGM, the UK and New Zealand co-hosted a meeting at Wilton Park on 16-18 December to discuss climate change and resilience in the Pacific. The Forum was an opportunity to listen to Pacific concerns, needs and priorities in relation to climate change, and provided a space for representatives from across governments and the academic and private sectors to discuss innovative solutions to these challenges.</p>

unstar this property answer text <p>The British Government is committed to supporting Greece's efforts to manage migration effectively, which includes working with the Greek Government to support the most vulnerable.</p><p>The Greek Government is continuing to reduce overcrowding by transferring vulnerable migrants and asylum seekers to accommodation that is more suitable on the mainland. On behalf of EU Member States, the EU Commission is working with, and pressing, the Greek authorities to speed up this process. This is alongside the Commission's continuing wider efforts to make overall improvements, including to the Greek appeals and returns processes.</p><p>The Government continues to offer support to alleviate the pressures on the islands and make sustainable improvements to the migration system. The Immigration Minister and Development Secretary visited the migrant camps last summer to assess the conditions and engage with the Greek authorities and other agencies on the ground. UK support includes the deployments of interpreters to the Greek Reception and Identification Service on the Greek islands. The interpreters help the Greek Government in processing arriving migrants, and specifically help facilitate the identification of migrants who are vulnerable to ensure they receive support as quickly as possible.</p><p>More widely, we have stepped up our efforts to enable the most vulnerable unaccompanied children, where it is in their best interest, to relocate from Europe to the UK, by removing the date criterion in the Dubs Amendment. This has meant that participating States such as Greece can now refer the most vulnerable children regardless of when they arrived into Europe.</p>

unstar this property answer text <p>Leaving the EU with a deal remains the Government’s top priority. An Implementation Period is the most effective approach to ensuring a smooth and orderly exit from the EU. That is why it is so important that we are redoubling our efforts to reach a negotiated deal that Parliament can support.</p><p>The Government has taken action to minimise disruption for UK households and businesses regardless of the outcome, including by introducing temporary regimes for EEA firms operating in the UK.</p><p>As the FPC set out in its latest Financial Policy Summary, the core of the UK’s financial system is resilient to, and prepared for, the wide range of risks it could face, including a disorderly worst case Brexit. And while the FPC has noted that significant market volatility is to be expected in a disorderly Brexit, it has also noted that markets have proved able to function effectively through volatile periods.</p><p> </p> more like this

unstar this property answer text <p>As a responsible government, we are preparing for all eventualities including that of leaving the European Union without a deal. Extensive work to prepare for a ‘no deal’ scenario has been under way for the last two years to ensure the country continues to operate as smoothly as possible from the day we leave.</p><p> </p><p>It is sensible contingency planning for the Government to ensure providers for critical public services are prepared and ready for a no deal. Lead departments for specific public sector catering (e.g. DHSC for hospital trusts, DfE for schools and MoJ for prisons) have been talking to key food suppliers to those public services to ensure resilient supply chains. Defra is also working closely with MHCLG to ensure local authorities are involved as part of wider EU Exit no deal planning.</p><p> </p><p>We are committed to providing a strong safety-net for those who need it; that is why this Government continues to spend over £90 billion a year on welfare benefits.</p><p> </p><p>We are exploring how we can build on current good practice to make it as easy as possible for food banks to identify and refer back to the local Jobcentre, any customers who may, for a variety of reasons, not be receiving the full formal support to which they are entitled.</p><p> </p><p>In addition the Government has made £15m available in 2019 for a food waste fund to make sure that surplus food goes to those that have a need rather than going to waste.</p>

Departments are confident that the supply of quality, nutritious meals in public sector settings will be maintained, in all scenarios.</p><p> </p><p>Regarding food prices, we have observed that the most important drivers of change in the cost of food on an ongoing basis are commodity prices, exchange rates and oil prices. This will continue to be the case once the UK has left the EU. The UK Government has no direct control of these factors; we work closely with industry to promote transparency for consumers and internationally to promote open global markets.</p>

unstar this property answer text <p>Leaving the European Union with a deal remains the government’s top priority. Our eligibility criteria for free school meals (FSM) support children from the most disadvantaged backgrounds by providing a free and healthy school meal each day. This is an important benefit for disadvantaged children. We have no plans to change these criteria, including under a no-deal scenario for exiting the European Union, and have made no assessment of any potential impact on the number of children eligible for FSM in a no-deal scenario.</p><p> </p><p>We want to make sure as many eligible pupils as possible are claiming their FSM and to make it as simple as possible for schools and local authorities to determine eligibility. All local authorities have access to the Eligibility Checking System, which significantly reduces the time otherwise taken to check eligibility. We have also shared a model registration form and guidance, which schools can use as part of their enrolment process. In addition, we provide guidance to work coaches so that they can make Universal Credit recipients and those on income-related legacy benefits aware that they may also be entitled to wider benefits, including FSM.</p><p> </p>

The home cannot be sold at a price higher than this valuation. This ensures that homes are sold at market value.</p><p>The most recent independent evaluation of the scheme also found that Help to Buy prices have risen in line with the prices for other new build properties and are consistently below the average new build price.</p> more like this

unstar this property answer text <p>Every person who dies while they do not have a place to call home is one too many and we have a moral duty to act.</p><p>Whilst we recognise that suitable housing is a key part of the solution, health services have a significant role to play, alongside other public services. My Department is working with the Department of Health and Social Care to ensure that rough sleepers have the health care they need, when they need it. In its Long-Term Plan, the National Health Service will invest up to £30 million extra on meeting the needs of rough sleepers, to ensure that the parts of England most affected by rough sleeping will have better access to specialist homelessness NHS mental health support, integrated with existing outreach services.</p><p> </p><p>We are also ensuring that when a homeless person dies or is seriously injured as a result of abuse or neglect and there is concern that partner agencies could have worked more effectively to protect the adult, Safeguarding Adult Reviews take place so that local services can learn lessons from these tragic events to better prevent them from happening in the future.</p><p> </p><p>The Government is committed to reducing homelessness and ending rough sleeping. No one should ever have to sleep rough. That is why we published the cross-government Rough Sleeping Strategy. This sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period. In its first year, the Rough Sleeping Initiative provided over 1,750 new bed spaces and 500 staff.</p>

We continue to fund projects providing legal aid to minors and capacity building to local lawyers. The British legal charity &quot;Lawyers for Palestinian Human Rights&quot; has implemented a 'Know Your Rights' campaign in partnership with Defence for Children International-Palestine which works on projects, focused on protecting and promoting Palestinian human rights in the occupied West Bank if detained in Israel's military detention system. unstar this property answer text <p>This Government is committed to tackling unfair practices in the leasehold system. We recently consulted on proposals for implementing the ban on new leasehold houses and restricting ground rents on future leases to a peppercorn. We will publish the Government response in due course and bring forward primary legislation as soon as Parliamentary time allows.</p><p>The Government is also working with the Law Commission on wider reform on enfranchisement and the Right to Manage. The Law Commission has consulted on proposals to make buying a freehold or extending a lease faster, fairer and cheaper, and is currently analysing responses. The Law Commission's consultation on proposals for making the Right to Manage legislation simpler, quicker and more accessible, particularly for leaseholders, is currently live and closes on 30 April. The Government will consider next steps when the Law Commission reports on both projects later this year.</p> more like this

Extensive engagement has taken – and is taking – place between Government and industry – including the manufacturing sector – to communicate the actions that businesses can take in preparation for EU exit, and to explore the implications of different scenarios on each sector.</p><p> </p><p>We have taken a number of positive steps to ensure that both people, and businesses are prepared for EU Exit, including:</p><ul><li>Publishing more than 100 pages of guidance for businesses on processes, and procedures at the border;</li><li>Contacting 145,000 businesses who trade with the EU, and making them aware of future customs procedures;</li><li>Advising hundreds of ports, traders, pharmaceutical firms, and other organisations that use the border on issues concerning their supply chains; and</li><li>Providing £8m to support private customs intermediaries, and traders to increase their capacities, and train employees in preparation for EU exit.</li></ul><p> </p><p>Businesses can search the public information campaign pages for further up to date material on the considerations of EU exit for businesses, and the practical steps that they will need to take in preparation.</p>

Music education hubs were established to drive up the quality and consistency of music education across the country, and to that end are funded to work with children in all state-funded schools in England. This means that hubs work with all schools, including academies and free schools, to meet local needs, at the same time as ensuring that all children experience high quality music education. The roles and responsibilities of schools and music education hubs are detailed in the national plan for music education, attached, which the department has committed to refreshing for 2020 and beyond.</p> more like this

unstar this property answer text <p>Leaving the European Union with a deal remains the government’s top priority. Our eligibility criteria for free school meals (FSM) support children from the most disadvantaged backgrounds by providing a free and healthy school meal each day. This is an important benefit for disadvantaged children. We have no plans to change these criteria, including under a no-deal scenario for exiting the European Union, and have made no assessment of any potential impact on the number of children eligible for FSM in a no-deal scenario.</p><p> </p><p>We want to make sure as many eligible pupils as possible are claiming their FSM and to make it as simple as possible for schools and local authorities to determine eligibility. All local authorities have access to the Eligibility Checking System, which significantly reduces the time otherwise taken to check eligibility. We have also shared a model registration form and guidance, which schools can use as part of their enrolment process. In addition, we provide guidance to work coaches so that they can make Universal Credit recipients and those on income-related legacy benefits aware that they may also be entitled to wider benefits, including FSM.</p><p> </p>

unstar this property answer text <p>All schools have the autonomy to decide the structure and duration of their school day, which includes the flexibility to decide when their school day should start and finish.</p><p>The Department does not collect information on when schools finish their school day.</p><p>Maintained schools are required to be open to educate their pupils for at least 380 sessions (190 days) each school year. Maintained schools cannot lawfully reduce the length of the school week if this takes the total number of sessions below that.</p><p>In the event that a school decides to make changes to its school day, it is our expectation that the school should act reasonably when making such decisions; giving parents notice and considering the impact on those affected.</p> more like this

unstar this property answer text <p>Local authorities are responsible for making best use of their social work resource, including ensuring social workers have manageable workloads and receive effective support and supervision.</p><p>The annual Social Work Health Check is a key element of the Local Government Association’s Standards for Employers and provides a national picture of social work across adult social care. Findings for the 2017/18 Health Check, which was completed by 51% of councils and three National Health Service trusts, were encouraging, with most reporting they had effective workforce planning, safe workloads and case load allocation. We are working with the Local Government Association and the sector to refresh the Standards to ensure they apply equally to all settings in which social workers are employed and to extend the Health Check to children’s social care.</p><p>Social Work England is consulting on new rules and professional standards as it prepares to become the specialist regulator for social work, ensuring that promotion of the highest standards for safe and effective practice is the heart of its role.</p><p> </p>

unstar this property answer text <p>The Home Office publishes data on the number of persons convicted, following an arrest for a terrorism-related offence, in the quarterly ‘Operation of police powers under the Terrorism Act (TACT) 2000 and subsequent legislation’ statistical release. The number of people (to September of each year) convicted for terrorism related offences over the last five years are as follows:</p><table><tbody><tr><td><p>2014</p></td><td><p>41</p></td></tr><tr><td><p>2015</p></td><td><p>60</p></td></tr><tr><td><p>2016</p></td><td><p>68</p></td></tr><tr><td><p>2017</p></td><td><p>60</p></td></tr><tr><td><p>2018</p></td><td><p>19</p></td></tr></tbody></table><p> </p><p>Under current Office for National Statistics guidelines we are not yet able to release 2019 release figures for TACT and TACT related offenders as this is intended for future publication. The subject of frozen state pensions has not been a feature of our trade dialogue with Canada. This policy area is primarily a matter for the Department for Work and Pensions.</p> more like this

unstar this property answer text <p>The Ministry of Defence (MOD) has no plans to change the schedule for the Type 26 Frigate procurement programme. Under the terms of the contract we signed in 2017 to build the first batch of three Type 26 Frigates, the first ship, HMS Glasgow, will enter service in 2027. HMS Cardiff and HMS Belfast will then follow.</p><p>Building on the recent success of the Global Combat Ship-Type 26 design in the Australian SEA 5000 and the Canadian Surface Combatant competitions, the MOD continues to work with BAE Systems to understand the opportunities that may materialise as the respective shipbuilding programmes mature.</p> more like this

unstar this property answer text <p>On 11 January the Secretary of State for Work and Pensions announced a number of measures that will provide increased support for Universal Credit claimants, including supporting claimants who would benefit from getting paid more frequently. To support this, the Department is running a pilot in 14 jobcentres across England and Wales to actively explain and promote more frequent payments to customers at the outset of their Universal Credit claim. The trial will last for four weeks, followed by a period of evaluation. This analysis will take place over a 3-month period to track the trial cohort to identify take up rates, effects on payment timeliness, effects on phone calls and reversion rates.</p> more like this
