	answer	answer is ministerial correction answer text <p>We are committed to becoming a world leader in 5G, and for the majority of the population to have access to a 5G signal by 2027. Following the Future Telecoms Infrastructure Review which sets out the Government’s national, long-term strategy for delivering world leading telecoms infrastructure across the UK, the Government is working to create the right conditions for the deployment of 5G.</p><p> </p><p>Ministers have regular discussions with Mobile Network Operators on a full range of subjects relating to mobile coverage and future digital infrastructure development, including 5G. Specific issues relating to health concerns and the natural environment are the responsibility of DHSC/Public Health England (PHE) and DEFRA respectively.</p><p> </p><p>A considerable amount of research has been carried out on radio waves and we anticipate no negative effects on public health.</p><p>PHE’s Centre for Radiation, Chemical and Environmental Hazards (CRCE) takes the lead on public health matters associated with radiofrequency electromagnetic fields, or radio waves, used in telecommunications.</p><p>Central to PHE advice is that exposures to radio waves should comply with the guidelines published by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). ICNIRP is formally recognised by the World Health Organization (WHO).</p>

Following the Future Telecoms Infrastructure Review which sets out the Government’s national, long-term strategy for delivering world leading telecoms infrastructure across the UK, the Government is working to create the right conditions for the deployment of 5G.</p><p>We are investing in a nationally coordinated programme of 5G testbed facilities and application trials. Government has so far allocated £200 million from the National Productivity Investment Fund to the 5G programme to help establish new business models and revenue streams.</p><p>It is important to note that the vast majority of commercial rollout of 5G services will be delivered by industry, with services launching in the UK later this year. Hampshire has specifically had Vodafone commit to launching its 5G network by the end of the year in Southampton and Portsmouth, meaning that the county will be one of the first places in the UK with commercially viable 5G networks.</p>

The principal purpose of the adult education budget is to help adults aged 19 and over get the skills and learning they need to equip them for work, an apprenticeship or further learning.</p><p>There are many benefits to gaining a further education qualification, including an increase in earnings, an increase in the chance of being employed and a reduced chance of claiming benefits. These are highlighted in the report ‘Estimation of the labour market returns to qualifications gained in English further education’, particularly on page 12. 	answer	answer is ministerial correction answer text <p>The Government’s plans for agriculture and for supporting the sector as the UK leaves the European Union are underpinned by the Agriculture Bill. The Bill is a central part of the Government’s programme of legislation to deliver as smooth a departure as possible and achieve a green Brexit. At the heart of our new policy in England will be a system that pays public money for public goods. Our future agriculture policy will help farmers continue to provide a supply of healthy, home-grown produce made to high environmental and animal welfare standards.</p><p> </p><p>We are committed to putting in place a Gold Standard of metrics which will provide a framework of sustainability metrics, establishing a common vocabulary for environmental and animal welfare measurements in food and farming that can be used across public and private sectors.</p><p> </p><p>We already have some of the highest welfare standards in the world, as well as a number of voluntary labelling schemes which provide assurances as to the welfare of the animals, both of which ensure consumers are not misled by the labelling of products that contain meat or dairy products. Once we leave the EU, we will review food labelling to ensure that we have a framework that meets the needs of UK consumers and producers. Labelling for welfare outcomes is one area that the review will cover.</p><p> </p>

	answer	answer is ministerial correction answer text <p>The Government has published a <a href="https://www.gov.uk/government/publications/clean-air-strategy-2019" target="_blank">Clean Air Strategy</a> that sets out actions to meet our statutory obligations to reduce emissions of the main pollutants by 2020 and 2030. In the Strategy we committed to working with health professionals to develop a better understanding and awareness of health impacts, including the Health and Safety Executive (HSE). We have also published updated <a href="https://www.gov.uk/government/publications/air-pollution-a-tool-to-estimate-healthcare-costs" target="_blank">appraisal tools</a> and accompanying guidance to enable the health impacts of air pollution to be considered in every relevant policy decision that is made.</p><p> </p><p>HSE is the regulator for work related health and safety in Great Britain; it does not regulate environmental exposures. HSE has no plans to treat ambient air pollution as an occupational health issue. Exposures to substances that are hazardous to health caused by a work activity, including airborne contaminants, are already covered by a robust regulatory framework that includes the Health and Safety at Work Act 1974, and the Control of Substances Hazardous to Health 2002.</p><p> </p><p>A recent amendment to the EU Carcinogens and Mutagens Directive has introduced a binding occupational exposure limit value for diesel engine exhaust emissions (DEEEs). Member States have until 21 February 2023 to implement the limit, unless the activity is underground mining or tunnel construction in which case the date for implementation is 21 February 2026. In the UK, binding and other occupational exposure limit values are implemented as Workplace Exposure Limits (WELs). WELs already exist for some substances which are also components of DEEEs such as nitrogen monoxide, nitrogen dioxide, carbon monoxide and sulphur dioxide.</p>

	answer	answer is ministerial correction answer text <p>The Mayor of London is responsible for air quality in the capital and has reserve powers under the 1995 Environment Act to enable this.</p><p> </p><p>Local authorities have discretionary powers to restrict car access to schools and enforce anti-idling laws outside schools.</p><p> </p><p>Local authorities are best placed to target action to improve local air quality. The Government’s Air Quality Grant Programme provides funding to local authorities for projects in local communities to tackle air pollution and reduce emissions which may include action targeting schools. The Government has awarded over £60 million in funding since the air quality grant started in 1997, including £3 million in 2018/19. Hackney Council has benefited from this fund.</p><p> </p><p>The Government has put in place a £3.5 billion plan to improve air quality and reduce harmful nitrogen dioxide emissions. Our Clean Air Strategy sets out measures we are taking to improve air quality and reduce emissions of pollution, improving public health.</p>
