unstar this property answer text <p>The only fines that can be imposed relating to child maintenance are as a result of criminal prosecution for failure to provide information or providing false information for the purposes of calculating the child maintenance liability. These fines are imposed by a court, information about fines is not recorded by my Department for management information purposes, and could only be provided at disproportionate cost.</p><p> </p><p>Within child maintenance enforcement, “sanctions” generally refers to powers used as a last resort, when other enforcement actions have not resulted in successful collection of arrears.</p><p><strong> </strong></p><p>DWP publish information on enforcement actions.</p><p> </p><p>Information on both civil and criminal enforcement actions undertaken by the Child Support Agency (CSA) is only available from April 2007. This can be found in Table 22 of the latest CSA Quarterly Summary of Statistics, available at the following link: <a href="https://www.gov.uk/government/statistics/child-support-agency-quarterly-summary-of-statistics-march-2017" target="_blank">https://www.gov.uk/government/statistics/child-support-agency-quarterly-summary-of-statistics-march-2017</a> . This includes information on a variety of enforcement actions, including commitment to prison and disqualification from driving (in the Committals section), along with information on the number of prosecutions that have been undertaken.</p><p> </p><p>Information on civil and criminal enforcement action undertaken by the Child Maintenance Service is published on Table 16 of the Child Maintenance Service Experimental Statistics, which contains data between September 2015 and March 2017. unstar this property answer text <p>Community advocacy services are not a direct responsibility of the Department.</p><p> </p><p>There are statutory provisions to allow people access to advocacy support in specific circumstances. The Mental Capacity Act 2005 gives people who have an impairment, injury or disability, who have no one able to support or represent them, and who lack capacity, the right to independent support and representation. There is also a legal right to advocacy under the Mental Health Act 2007 and the Care Act 2014. The Children and Families Act 2014, Section 32 reinforced the requirement on local authorities to provide information, advice and support to families who have children and young people with a special educational need, through Information, Advice and Support Services.</p><p> </p><p>From 1 August 2016, all organisations that provide National Health Service care and / or publicly-funded adult social care are legally required to follow the Accessible Information Standard, which requires them to meet the information and communication support needs of patients, service users, carers and parents with a disability, impairment or sensory loss.</p>

unstar this property answer text <p>High quality care is not just about care home beds. Of those aged 65 and over who need local authority support, 62% are cared for in their own home. Since 2010 there has been a growth in home care agencies of more than 3,140.</p><p> </p><p>The total number of beds in care homes has remained broadly static since 2010.</p><p> </p><p>We have given local authorities in England an extra £2 billion over the next three years to maintain access for our growing aging population and allow councils to sustain a diverse care market including care home places.</p><p> </p><p>In addition the Government has announced we will consult on plans to improve the social care system and to put it on a more secure financial footing.</p> more like this

unstar this property answer text <p>The Discretionary Housing Payment fund is not a benefit, but is available to people in receipt of either Housing Benefit or the housing element of Universal Credit if they need further financial help with housing costs. This includes helping with such things as rent deposits and removal costs as well as mitigating the impact of welfare reform.</p><p> </p><p> </p><p>These payments are discretionary and are made by local authorities who have a duty to act fairly and reasonably when considering applications. The Department does however provide on line guidance to Local Authorities in England and Wales. Local authorities also provide voluntary monitoring returns to the Department twice yearly on how these payments have been allocated.
