	answer	answer answer text <p>An independent academic evaluation of the effectiveness of Cyber Essentials found that its security controls work well to mitigate the vast majority of Internet-based threats. These security controls are kept under continual review. The primary objective for Cyber Essentials is to help all organisations mitigate cyber security risks, especially small and medium-sized organisations. The Government continues to work to ensure Cyber Essentials has the greatest impact for the majority of the target audience and is currently developing the scheme to ensure a) the journey to certification is as simple as possible, and b) the technical controls remain fit for purpose in the ever-changing cyber threat landscape.</p><p> </p><p> </p>

	answer	answer answer text <p>Ministers have regular meetings with Mobile Network Operators (MNOs) on a range of subjects including the development of 5G networks. MNOs will lead the rollout 5G in the UK and it is for them to to confirm the details of the steps they plan to take to upgrade their network infrastructure.</p><p> </p><p>The Government is setting the policy and regulatory environment needed to ensure the right conditions for investment in the development of 5G networks. For example through our 5G Testbeds and Trials Programme, and the establishment of new business models and revenue streams which in turn could lead to accelerated private sector investment.</p>

(1)</p><p> </p><p>Arts Council England is providing grant funding over four years to a range of National Portfolio Organisations (NPOs). Some of these NPOs are based in rural locations and programme live music including:</p><p> </p><ul><li>Pocklington Arts Centre (East Riding of Yorkshire)</li><li>Ropery Hall (Barton on the Humber)</li><li>Queens Hall (Hexham)</li></ul><p> </p><p>Rural music venues can also benefit from Arts Council NPO and Project Grant funding as receiving houses for touring work and festival performances.</p><p> </p><p>1. UK live music attendance and music tourism in 2017 (UK Music).</p><p> </p><p> </p>

This is to start our &quot;Outside-In&quot; approach identified in the Future Telecoms Infrastructure Review, which seeks to ensure that around 10% of UK premises that are not likely to get commercial full fibre coverage by 2033 are addressed at the same pace as the rest of the country.</p><p> </p><p>We will make further announcements on this policy shortly.</p><p> </p>

	answer	answer answer text <p>The DCMS and Home Office joint Online Harms White Paper outlines our plans to establish in law a new duty of care on companies towards their users, overseen by an independent regulator. This regulator will set clear safety standards, backed up by mandatory reporting requirements and effective enforcement powers. The government shares concerns around designed addiction and is determined to ensure that we have sufficient evidence on this risk, and the right expectations of companies to design their products in safe ways. We expect the regulator will continue to support research in this area to inform future action and, if necessary, set clear expectations for companies to prevent harm to their users.</p><p> </p><p>In February 2019, the UK Chief Medical Officers published their review on the impact of social media use on children and young people’s mental health, followed by advice on how to have a healthy balance with screen time. They concluded that the published scientific research is currently insufficient to support evidence-based guidelines on screen time, but there is enough basis to warrant a precautionary approach and action by schools, government and technology companies.</p><p> </p>

	answer	answer answer text <p>The Government is committed to upholding free speech, and legislation is already in place to protect these fundamental rights. However, this freedom cannot be an excuse to cause harm or spread hatred.</p><p> </p><p>The Online Harms White Paper sets out the Government's proposals for making the UK the safest place to be online. The proposed independent regulator will have an obligation to protect users' rights online, particularly rights to privacy and freedom of expression. It will ensure that the new regulatory requirements do not lead to a disproportionately risk averse response from companies that unduly limits freedom of expression, including by limiting participation in public debate.</p><p> </p>
