unstar this property answer text <p>Highways England entered into a conditional contract with BP for the sale of Tollgate Hotel that was conditional on planning permission being granted for development. The planning applications submitted have been subject to a number of judicial reviews, which have delayed the sale. As a result, Highways England have now agreed with BP to move to an unconditional contract; this means the sale will no longer be dependent on gaining planning permission, and Highways England will now be able to move forward with the sale.</p><p>Given that Highways England will be entering into a new unconditional contract with BP for the sale of the property, they have no plans to remarket it at this time.</p> more like this

unstar this property answer text <p>The Government has recently strengthened the National Planning Policy Framework (NPPF) to improve consideration of cycling and walking within local development plans. The revised NPPF recommends that planning policies should provide for high quality walking and cycling networks and supporting facilities such as cycle parking, drawing on Local Cycling and Walking Infrastructure Plans (LCWIPs).</p><p> </p><p>The NPPF also states that the environmental impacts of traffic and transport infrastructure should be identified, assessed and taken into account from the earliest stages of plan-making, including appropriate opportunities for avoiding and mitigating any adverse effects, which might include, for example, ensuring that new roads make adequate provision for those who cycle and walk.</p><p> </p> more like this

unstar this property answer text <p>The Department has not yet made a formal assessment in relation to the Industrial Strategy, but believes it is making significant progress. This includes through significant infrastructure investment projects, further investment planning, and the delivery of commitments set out in the Transport Infrastructure Skills Strategy and the Transport Infrastructure Efficiency Strategy.</p><p>The Department also provides funding across the country through the Transforming Cities Fund; and it launched the Rebalancing Toolkit in December 2017, to help new investment spread growth across the country.</p><p>The Department has led work on the Future of Mobility Grand Challenge, recently published the Future of Mobility: Urban Strategy, and has agreed a sector deal with the rail industry.</p><p>On public procurement, the Procuring for Growth Balanced Scorecard has been embedded in the Department's major construction and capital investment projects, and compliance with the Scorecard is regularly assessed and reported to Cabinet Office. In 2016-17 the DfT Group spend with SMEs was 29.9% against an in-year target of 24%, and it expects to have exceeded its target of 26% for 2017-18.</p>

unstar this property answer text <p>Rolling stock procurement is undertaken through fair and open competition, usually via a train operating company as part of their franchise commitments. Rolling stock contracts are not direct departmental capital spending and we therefore do not expect them to form part of any zero-based capital review. However, the William’s Rail Review will consider rail franchising as part of the root and branch review of the railway to ensure that rail delivers benefits for passengers and taxpayers.</p> more like this

The IFA is not designed to cut across or replace any existing or subsequently agreed collective bargaining arrangements, for example those that HS2 Ltd may agree with its own staff.</p><p> </p><p>The contractors that HS2 Ltd engages with in the construction and operation of the railway will have their own relationships with their staff and the trade unions that represent them. IFA is separate from those arrangements. It is not a stage or escalation point in the Machinery of Negotiation for HS2 Ltd or its contractors.</p> more like this

Notwithstanding, HS2 Ltd requires that the contractor directly employs its employees and first line supervisors and ensures as far as reasonably practicable that the subcontractors and the suppliers in its supply chain do the same.</p><p> </p><p>Wages and benefits paid for a standard working week meet, at a minimum, the national living wage and (where appropriate) the London living wage or industry benchmark standards, whichever is higher.</p><p> </p><p>Industry benchmark standards for terms and conditions of employment include those contained within existing national agreements that cover the civil and engineering construction sector e.g. CIJC.</p><p> </p><p> </p> more like this

In the new East Midlands franchise, the operator is exposed to no additional risks or demands when compared to current franchisees. Indeed, the new franchise includes a risk sharing mechanism with the government, which reduces the risk that the operator will be exposed to. In this, the operator retains the risks that it is able to manage. The operator would be exposed to some upside/downside risk, but this risk would be shared with the Department.</p><p> </p> more like this

unstar this property answer text <p>The ‘Change of Control’ provisions in the Franchise Agreement give the Secretary of State unlimited right to reject any sale of a franchise such as those owned by Abellio and Arriva. In deciding whether to approve such a sale, the Secretary of State would consider the arrangements in place for securing the same or improved parent company guarantees and performance bond arrangements as currently exist. This consideration would include the financial standing of the new owning group and other elements of their capacity to honour existing commitments.</p> more like this

These include, for example, incorrect font sizes or submitting bids in the wrong format. This does not constitute a material non-compliance which would affect the compliance of the bid as a whole.</p> more like this
