unstar this property answer text <p>We are aware of Mr Shakoor's case who is an 84 year old bookshop owner. We remain deeply concerned about reports of discrimination and abuses against the Ahmadiyya community and other religious minorities in Pakistan. The Government strongly condemns the persecution of all minorities, including the targeting of innocent people based on their beliefs.</p><p>We regularly raise our concerns about the protection of minority communities, including Ahmadiyya Muslims, with the Pakistani Government at a senior level.</p><p>At the UN Periodic Review of Pakistan’s human rights record in November 2017, the UK raised concerns about limits on freedoms of expression and religion or belief, particularly for the Christian and Ahmadiyya Muslim communities, as well as the increased misuse of terror legislation to portray religious publications of minority communities as hate material.</p><p>I discussed the treatment of the Ahmadiyya Muslim community and Abdul Shakoor's case with Pakistan’s Human Rights Minister in February 2019 during my visit to Islamabad. I am pleased to report that Abdul Shakoor was released on the 18 March 2019.</p><p>We will continue to urge the Government of Pakistan to guarantee fully the rights of all Pakistani citizens, including religious minorities, and to honour its international obligations.</p><p>​</p>

unstar this property answer text <p>The UK is committed to supporting the Afghan Government's delivery of free and fair presidential elections in 2019. We are contributing up to £16.5 million to the presidential, district and provincial elections. We work alongside other donor countries, the UN and Afghanistan's Election Management Bodies to ensure that lessons are learned following 2018's parliamentary elections, and that relevant reforms are rapidly implemented.</p><p>We view elections as vital for Afghanistan's long-term stability and democratic future. In our discussions with the Afghan Government, and with other relevant individuals, groups and institutions in Afghanistan, we continue to emphasise the need to make rapid decisions on key operational issues and meet agreed timelines. This is to help ensure credible, fair and timely elections in 2019.</p> more like this

unstar this property answer text <p>(1) The UK's position on the use of the death penalty is longstanding and clear. We oppose its use in all circumstances and countries. The Government of Bahrain are fully aware of our position</p><p><br>(2) The UK and Bahrain have an open dialogue which enables us to raise our concerns, including on individual cases, through private and senior channels. Where we have concerns we raise them at a senior level with the Government of Bahrain. The UK supports freedom of expression and freedom of speech as both a fundamental right in itself and as an essential element of a full range of human rights. We continue to encourage the Government of Bahrain to protect freedom of expression for all of its citizens, in line with its international obligations</p><p><br>(3) We continue to encourage those with concerns about treatment in detention to raise them with the appropriate Bahraini human rights oversight body. We encourage the oversight bodies in Bahrain to carry out thorough and swift investigations into any such claims</p><p><br>(4) The UK has raised our concerns on the revocation of Bahraini citizenship at a senior level with the Government of Bahrain.​</p>

unstar this property answer text <p>​The Foreign Secretary wrote to Foreign Minister Momen on 22 January, when he re-emphasised the importance he places on the Government of Bangladesh's stated commitment to voluntary, safe and dignified return for the Rohingya to their homeland in Burma. He also emphasised the importance of planning for a longer term and more sustainable response to the Rohingya crisis. I wrote to my counterpart Shahriar Alam on 10 January to pass on the same messages.</p><p>We agree with the UN High Commissioner for Refugees that the conditions for safe and dignified returns do not yet exist. The access in Burma required for independent monitoring by UN agencies is also not in place. We will continue to make representations to the governments of both Bangladesh and Burma not to commence returns while conditions in northern Rakhine remain as they are.</p><p>I welcome the great generosity Bangladesh has shown in providing refuge for Rohingya who have fled terrible violence in Burma's Rakhine State. The UK is one of the largest donors to the refugee crisis in Bangladesh, providing £129 million in funding since August 2017. We have led the international response, including using our role as pen holder at the UN Security Council.</p><p>We are committed to supporting Rohingya refugees in Bangladesh, and expect to remain a leading donor to the humanitarian Joint Response Plan. We are actively engaged in conversations with the international community to ensure that the future response meets the needs of the refugees.</p>

We continue to press the Government of Myanmar for the full implementation of the Rakhine Advisory Commission (RAC) recommendations including citizenship, and to investigate any reports of discriminatory practices in regards to citizenship. We support clear and non-discriminatory pathways to citizenship, as well as longer term reform of the 1982 Citizenship Law, as the RAC recommendations set out.</p> more like this

star this property question text To ask Her Majesty's Government what representations they have made to the government of Burma about (1) the citizenship application process in that country, and the risk of discrimination against religious minority groups as a result of them being categorized as “mix-blooded people” and “foreign” regardless of their ancestry, and (2) the case for amending the 1982 Citizenship Law in accordance with recommendations of the UN Special Rapporteur on Human Rights in Myanmar and Towards a Peaceful, Fair and Prosperous Future for the People of Rakhine, published by the Advisory Commission on Rakhine State in August 2017. more like this

unstar this property answer text <p>The British Government continues to press the Burmese Government to fully implement the Rakhine Advisory Commission. We note the Rakhine Advisory Commission report conclusion that aspects of the 1982 Citizenship Law are not in compliance with international standards and norms - such as the principle of non-discrimination under international law - as well as international treaties signed by Myanmar. The British Government welcomed the report of the Rakhine Advisory Commission and its recommendation that the 1982 Citizenship Law be reviewed and reformed. We support clear and non-discriminatory pathways to citizenship, as well as longer term reform of the 1982 Citizenship Law, as the RAC recommendations set out.</p> more like this
