unstar this property answer text <p>Transport in London is devolved to the Mayor of London and delivered by Transport for London (TfL). The A3 southbound at Tolworth is the responsibility of TfL.</p><p> </p><p>I understand that TfL regularly monitors its road infrastructure to ensure that it is safe for people to use and that a recent inspection of this section of the A3 found that parts of the crash barrier needed replacement due to damage from collisions and corrosion. For safety reasons, until the barrier can be replaced, TfL has had to restrict access to the near side lane. TfL is working closely with its suppliers who are manufacturing a replacement barrier. It will be installed in the coming weeks.</p><p> </p><p> </p> more like this

unstar this property answer text <p>The government already provides funding via the Office for Students to support subjects where the costs of teaching exceed the income that providers receive through tuition fees. This includes agricultural courses with elements of science, technology, engineering and mathematics. Current rates of high-cost funding are included in the ‘Office for Students: Guide to funding 2018-19’, attached.</p><p>Future funding for higher education will be announced in the forthcoming Spending Review following the Review of Post-18 Education and Funding, which is currently underway.</p><p> </p> more like this

unstar this property answer text <p>Defra’s national network of air quality monitors currently comprises 272 sites across the UK and is managed by the Environment Agency. Sites are organised into networks that gather information for a wide range of pollutants in towns, cities as well as in rural areas. Some monitoring sites are focused on measuring specific sources – e.g. road traffic or industry whilst others are focused on background concentrations.</p><p> </p><p>All monitoring data is made available on our UK-AIR website. Data from the Automatic Urban and Rural Network (AURN) is reported in near-real-time and is updated every hour. The website URL is: <a href="https://uk-air.defra.gov.uk/" target="_blank">https://uk-air.defra.gov.uk/</a>.</p><p> </p><p>In addition, National Statistics are produced annually which analyse trends and levels of air pollution for the UK AURN. The website URL is: <a href="https://www.gov.uk/government/statistics/air-quality-statistics" target="_blank">https://www.gov.uk/government/statistics/air-quality-statistics</a>.</p><p> </p><p>On the AURN there are 5 sites within Hampshire (including Southampton and Portsmouth) and 2 sites in Portsmouth. The annual statistics tool on UK-AIR can be used to determine annual mean concentrations of the measured air pollutants.</p><p> </p><p>In addition, local authorities submit their monitoring data and local actions to Defra in their Annual Status Reports. unstar this property answer text <p>There are now 78 industry-designed apprenticeship standards available at level 6 and level 7, of which 60 are degree apprenticeships.</p><p>There were 10,880 starts on level 6+ apprenticeships, including degree apprenticeships, in 2017/18, a six-fold increase on the previous academic year.</p><p>We are supporting the development and take up of level 6+ and degree apprenticeships across England through the Degree Apprenticeship Development Fund (DADF). The fund has supported 103 education providers, 56 further education colleges and 47 higher education institutions, to boost capacity and internal infrastructure within higher education, including Nottingham Trent University.</p><p>The fund has supported a range of awareness raising activities aimed at higher, level 6+ and degree apprenticeship, including supporting 30 co-branded Universities and Colleges Admissions Service (UCAS) and National Apprenticeship service (NAS) careers fairs, offering access to 240,000 year 12 students.</p><p>DADF funding has also supported the NAS and UCAS to develop a higher and degree apprenticeships ‘vacancy finder’ consolidating many of these opportunities into one place. Approximately 2,000 vacancies, with 2019 starts, were published in November 2018.</p><p>We have also recently launched our ‘Opportunities through Apprenticeships’ campaign, working with partners in Portsmouth, Nottingham, South Tyneside and Torbay to increase participation in apprenticeships particularly at higher levels.</p>

unstar this property answer text <p>Spending on the apprenticeship programme is demand-led. Employers choose the type, quantity and level of apprenticeships that they offer in order to meet their current and future skills needs.</p><p>Employers pay the apprenticeship levy to Her Majesty’s Revenue and Customs. Employers in England can then set up accounts on the apprenticeship service, allowing them to direct funds to cover the costs of training and assessment for their apprentices. Employers who pay the levy have up to 24 months to spend their levy funds in their accounts. We do not anticipate that all employers who pay the levy will need or want to use all of the funds in their accounts, but they are able to do this if they wish.</p><p>There is a difference between what employers see in their levy accounts and the department’s annual apprenticeship budget set by Her Majesty’s Treasury (HMT). Levy accounts include up to 24 months of levy funds. The department’s annual apprenticeship budget must fund the whole apprenticeship programme, including apprenticeships with smaller employers who do not pay the levy and apprenticeships that started before the levy was introduced.</p><p>In total, in the 2017-18 financial year, the department spent £1.6 billion (of a £2 billion budget) to fulfil employers’ demand for apprenticeships. Lower than anticipated demand from employers led to an underspend of approximately £400 million. HMT made available a portion of the department's 2017-18 underspend, including the underspend from apprenticeships, for programmes in future financial years. We will publish the expenditure from this financial year in our 2018-19 annual report and accounts after the end of this financial year.</p><p>A review of the levy is underway in order to consider, amongst other points, how it can be used most effectively.</p>

We have asked employers to lead on the design of new standards that will give apprentices the skills that businesses really need.</p><p>We are pleased with the changes we have seen to the balance of the programme, with the increase in the proportion of high quality apprenticeships since the introduction of the levy and wider apprenticeship reforms. 57.8% of people doing an apprenticeship are now starting on apprenticeship standards (in the first quarter of the 2017/18 academic year), compared to 35.8% this time last year.</p><p>Over 90% of employers with the largest levy declarations have set up an apprenticeship service account, showing that they are ready and willing to invest. To further support employers, we have already extended the amount of time that employers have to spend their levy (from 18 months to 24 months). We will increase the amount of funds that levy-paying employers can transfer to other employers from 10% to 25% from April 2019.</p>

unstar this property answer text <p>We have introduced a wide range of reforms to apprenticeships to improve their quality and to encourage employers across England to increase the number of apprenticeships that they offer.</p><p>New apprenticeship standards across all levels are being designed by industries to give apprentices the skills that businesses need. Over 400 standards are available for employers to use, with over 170 more in development, and we can see that employers are moving quickly to this new higher quality offer. There were 163,700 starts on apprenticeship standards in 2017/18, which is more than 6 times higher than the number of starts in 2016/17.</p><p>From April 2019, the amount that levy-paying employers can transfer to other employers will increase from 10% to 25%. The National Apprenticeship Service is working closely with the West Midlands Combined Authority to promote levy transfers from large employers, including HSBC and Lloyds, to local small and medium-sized enterprises in the automotive, digital and construction sectors.</p><p> </p>
