	answer	answer answer text <p>Acas has a contractual relationship with ‘The Big Word’ to provide translation services. This commenced in July 2017 following the end of a contract with a previous provider. Acas are contacted by customers who require a translation service approximately 536 times per month, and the majority of these contacts are customers phoning their employment law Helpline for advice. Acas are supplied by ‘The Big Word’ with translators which cover many languages with Polish being the most popular, though they have used translators who are able to speak less common languages such as Turkmen.</p><p>The Employment Agency Standards Inspectorate, based in BEIS, provides support direct to agency workers and also offers translation facilities through ‘the Big Word’.</p>

	answer	answer answer text <p>​The UK regularly urges the Government of Afghanistan and the Government of Pakistan to ensure that the human rights and safety of all minorities, including the Hazara people, are protected in line with international human rights obligations. We do so bilaterally and with international partners, including the United Nations Assistance Mission in Afghanistan and the EU. At the Universal Periodic Review of Afghanistan at the UN Human Rights Council in January 2019, we recommended that the Government of Afghanistan establish an independent mechanism to assess how religious and ethnic minorities can be better protected.</p><p>Following attacks last year affecting the Hazara community in Afghanistan, Embassy officials met with Hazara Members of Parliament for Ghazni to understand their concerns. The UK provides a range of support which aims to enhance the Afghan Government's ability to protect all Afghan citizens, including minority ethnic and religious groups such as the Hazaras.</p>

	answer	answer answer text <p>EU Regulation 598/2014 establishes rules and procedures with regard to the introduction of noise-related operating restrictions at EU airports. This includes the appointment of a competent authority in relation to the operating restrictions.</p><p> </p><p>A competent authority’s role relates to the operating restriction itself and is not bound by geography. The Government’s implementation of this Regulation for Scotland, The Airports (Noise-Related Operating Restrictions) (Scotland) Regulations 2019, laid before Parliament has been brought forward by the UK Government because this is a reserved matter in relation to Scotland. The Regulations designate Scottish Ministers as the competent authority for Scottish airports within the scope of the regulation.</p>

	answer	answer answer text <p>Sentencing is a matter for our independent courts, who take into account all circumstances of the case, including any aggravating and mitigating factors. We are clear that sentencing must match the severity of a crime.</p><p> </p><p>However, sentences should also rehabilitate. There is persuasive evidence showing community sentences, in certain circumstances, are more effective than short custodial sentences in reducing reoffending. The MoJ study ‘The impact of short custodial sentences, community orders and suspended sentence orders on re-offending’ published in 2015 found that over a 1-year follow up period, a higher proportion of people re-offended having been sentenced to custody of under 12 months without supervision on release than other similar people given community orders.</p><p> </p><p>Unless we tackle the underlying causes of offending, we cannot protect the public from being victims of crime. Effective community orders can address offenders’ behaviour, answer their mental health and alcohol or drug misuse needs, and provide reparation for the benefit of the wider community.</p><p> </p><p>Data on the highest number of previous cautions and convictions for a selected offence type for a person who received their first immediate custodial sentence for the selected offence type, covering the period year ending September 2016 – year ending September 2018, can be viewed in the table.</p><p> </p><p>The data provided in the accompanying response table is sourced from MoJ's extract of the Police National Computer. As benefit fraud offences are not prosecuted by the police, we are unable to answer PQ230707.</p><p> </p><p>Caution should be exercised in drawing general conclusions from this data. By definition these are the very extremes of the system – the individuals with the very most convictions. Most significantly the 2015 study suggests that giving a short custodial sentence to a prolific offender is more, not less, likely to result in them committing another offence after custody, compared to giving them a community sentence.</p>

	answer	answer answer text <p>Respiratory disease is a clinical priority within the recently published NHS Long Term Plan. The Plan has the overarching objective of improving outcomes for people with respiratory disease, including asthma.</p><p> </p><p>NHS England supports the national asthma audit programme that provides data on a range of indicators to show improvements and opportunities for further improvements in asthma outcomes.</p><p> </p><p>The recently published general practitioner (GP) contract has made improvements to the Quality and Outcomes framework through the introduction of quality improvement modules. This replaces the current system of exception reporting with a personalised care adjustment approach, which will better reflect individual clinical situations and patients’ wishes. NHS England and GPC England have agreed to an ongoing programme of indicator review in key priority areas, including asthma in 2019/20. Through the GP contract and Primary Care Networks, clinical pharmacists will take responsibility for the care management of patients with chronic diseases and undertake clinical medication reviews to proactively manage people with complex polypharmacy, and those with multiple long term conditions, in particular people with chronic obstructive pulmonary disease and asthma.</p><p> </p><p>National programmes such NHS RightCare are using leading edge medical evidence and practical support to help local health economies to make best use of their resources and using tested evidence based processes to make sustainable improvements to patient care. As part of this programme, a RightCare asthma pathway will be published in the spring which will outline the optimal pathway for patients, including the need for follow-up appointments following emergency care.</p>
