unstar this property answer text <p>The Personal Independence Payment (PIP) application process is kept under continual review to ensure it meets the needs of claimants and helps the department reach an accurate assessment of an individual’s entitlement. Since PIP was introduced, we have introduced a range of accessibility improvements such as the Video Relay Service and Relay UK, improved the clarity of the PIP2 questionnaire to make it easier to complete, expanded the assessment methods to include video and telephone, and introduced recording by request for telephone and face-to-face appointments. Claimants are also kept informed and updated at each stage of the application process, including through our improved text message service.</p><p> </p><p>Alongside this, the Health Transformation Programme is transforming the entire PIP service which will reduce the time it will take to process a claim and create a vastly improved claimant experience and a more efficient service for the taxpayer. We will introduce an option to apply for PIP online, giving claimants a greater choice in how they interact with the DWP and the ability to save, resume and upload medical evidence. We are currently operating a small-scale test of the new online apply service, taking a small number of claims to begin with before we gradually and carefully increase the number of people using the service. This approach allows us to develop, test and evaluate the service, exploring and making improvements as we gradually increase its availability. We are also exploring options to re-use evidence we currently hold, removing the need for claimants to upload or re-submit it, and we are reviewing what evidence is relevant to a decision, to enable more accurate data gather and decision making.</p><p> </p><p>We published Transforming Support: The Health and Disability White Paper on 15 March 2023 (<a href="https://www.gov.uk/government/publications/transforming-support-the-health-and-disability-white-paper" target="_blank">https://www.gov.uk/government/publications/transforming-support-the-health-and-disability-white-paper</a>). The White Paper responds to feedback from The Health and Disability Green Paper consultation and sets out proposals to support more disabled people and people with health conditions to start, stay and succeed in work, as well as to improve the overall experience of, and trust in, the benefits system. We will continue to work with disabled people, people with health conditions and their representatives, to reach the important goals set out in the White Paper.</p>

From 31 May 2019 new claimants to PIP whose review would have been scheduled after they had reached State Pension age will receive an ongoing award with a light touch review at 10 years. Claimants already in receipt of PIP will be moved to on-going awards from this July.</p><p>This change is an important step in improving the claimant experience by reducing reviews for these claimants whose needs are less likely to change.</p> more like this

unstar this property answer text <p>All Health Professionals (HPs) undertaking assessments on behalf of DWP must be registered practitioners who have also met requirements around training, experience and competence.</p><p> </p><p>Approval to work as an HP must be conferred by the DWP Chief Medical Adviser on behalf of the Secretary of State for Work and Pensions.</p><p> </p><p>For the delivery of Personal Independence Payment (PIP) assessments, they must be an occupational therapist, level 1 nurse, physiotherapist, paramedic or doctor. They must also be fully registered and have at least two years’ post full-registration experience.</p><p> </p><p>In addition to their profession, the Department recognises the importance of ensuring that individuals also have sufficient experience, skills and training to carry out their duties and PIP providers are required to ensure that the HPs carrying out assessments have knowledge of the clinical aspects and likely functional effects of a wide range of health conditions and impairments. This means that all HPs receive comprehensive training in disability analysis which includes a functional evaluation as to how medical conditions and the long-term medical treatment of those conditions affect an individual’s ability to perform day-to-day activities. Prior to carrying out an assessment the HP routinely refreshes their knowledge of any condition with which they are not fully familiar.</p>

The 'Registration to DWP decision' clearance time is measured as the average time between the date of registration of the claim and the date of the DWP decision to either award or disallow the claim. It does not include claims that were withdrawn by the claimant or claims that were disallowed by DWP pre-referral to the Assessment Providers (e.g. for failure to meet basic eligibility criteria or failure to return the Part 2 form within the time limit).</p><p>6. unstar this property answer text <p>When existing Disability Living Allowance (DLA) recipients begin to get paid a new award of Personal Independence Payment (PIP) a single rule is applied, which is the subject of statutory Regulations, regardless of their circumstances or the outcome of the claim. PIP is a different benefit to DLA and the statutory arrangements maintain the level of DLA paid while the claim to PIP is being processed to ensure continuity of payment. The arrangements also provide for a minimum four week run on to provide additional, limited support to those seeing a decrease in financial support. For those entitled to PIP, the rules also operate to allow a smooth transition without running the risk of over or underpaying anyone and represent the fairest outcomes for the majority of claimants going through the process of being reassessed for PIP.</p><p> </p><p>These arrangements have been in place since DLA to PIP reassessment activity commenced from October 2013 and we have no plans to change them.</p><p> </p><p> </p>
