unstar this property answer text <p>We are aware of a number of disturbing reports of sexual violence against Rohingya women by security forces in Rakhine State. These were alleged to have taken place during the ongoing security operations in Rakhine, triggered on 9 October when three Burmese Border Guard Police posts were attacked by armed Rohingya groups. The Minister of State for Foreign and Commonwealth Affairs, my noble Friend, the Rt Hon. Baroness Anelay of St Johns, visited Burma from 9-12 November. She urged Burmese Government Ministers to resume immediate humanitarian access to the affected areas in Northern Rakhine and for a full and independent investigation into all reports of human rights violations. The Government of Burma has committed publicly to do so. I also raised the situation in Rakhine State with the Burmese Minister of Construction in London on 29 November.</p> more like this

unstar this property answer text <p>Sri Lanka's co-sponsorship of United Nations Human Rights Council (UNHRC) resolution 30/01 in October 2015 was a landmark moment. The High Commissioner for Human Rights presented his final progress report at the UNHRC's 34<sup>th</sup> session on 3 March. The report acknowledged the positive engagement of the Government of Sri Lanka and noted some progress in the human rights situation in Sri Lanka since 2015. However, it also highlighted the slow fulfilment of transitional justice commitments.</p><p>In my meeting with Foreign Minister Samaraweera on 28 February, I welcomed Sri Lanka's engagement with the UN and international community and their progress to date in implementing Human Rights Council Resolution 30/01. I raised the importance of further land releases, constitutional reform, the development of new counter-terrorism legislation in line with international human rights standards, and the establishment of credible transitional justice mechanisms – starting with making the Office of Missing Persons operational.</p>

unstar this property answer text <p>I met with Sri Lankan Foreign Minister Samaraweera at the UN Human Rights Council in Geneva on 28 February. I also wrote to both the Foreign Minister and Prime Minister Ranil Wickremesinghe on 20 April. In the meeting and subsequent letters, I recognised the Sri Lankan government's efforts to improve the human rights situation in Sri Lanka. I also welcomed their co-sponsorship of UN Human Rights Council Resolution 34/1. I encouraged accelerated progress towards fulfilling the commitments their government made in co-sponsoring Resolution 34/1 and raised the importance of the return of all military-held private land, the delivery of devolution through constitutional reform, the establishment of credible transitional justice mechanisms and the development of new counter-terrorism legislation in line with international human rights standards.</p><p>The UK is committed to the full implementation of Resolution 34/1 and will continue to support the Government of Sri Lanka in its efforts to promote reconciliation and human rights.</p>

unstar this property answer text <p>We have repeatedly called for an independent investigation into human rights violations in Rakhine state. The UN High Commissioner for Human Rights has already issued a substantive report on the widespread and alarming level of human rights violations carried out by the military in Rakhine State since 9 October. The UN Special Rapporteur on the Situation of Human Rights in Burma also referred to them in her press briefing following her visit in January, and in her report released on 1 March.</p><p>With our international partners, we are currently negotiating a Resolution at the Human Rights Council in Geneva, where we are advocating for the renewal of the mandate of the UN Special Rapporteur on Human Rights in Burma. We are also seeking to establish a mechanism which has the support of both the Burmese authorities and the international community to establish the facts and help deliver accountability for the violations. I expressed my deep concern over the situation in Rakhine when I addressed the Human Rights Council on 28 February. I have also raised our concern directly with Burmese Ministers, most recently on 27 February with U Kyaw Tin, the Burmese Deputy Minister of State for Foreign Affairs.</p><p>We also fully support the Rakhine Advisory Commission led by former UN Secretary General Kofi Annan. I discussed with Mr Annan the Commission's interim recommendations published on 16 March. The Commission is mandated to provide advice on a long term solution to reconciling inter-communal strife in Rakhine and is due to present its final recommendations in the summer. The UK stands ready to provide any appropriate assistance to enable the Burmese authorities to implement its recommendations.</p>

unstar this property answer text <p>We have repeatedly called for an independent investigation into human rights violations in Rakhine state. The UN High Commissioner for Human Rights has already issued a substantive report on the widespread and alarming level of human rights violations carried out by the military in Rakhine State since 9 October. The UN Special Rapporteur on the Situation of Human Rights in Burma also referred to them in her press briefing following her visit in January, and in her report released on 1 March.</p><p>With our international partners, we are currently negotiating a Resolution at the Human Rights Council in Geneva, where we are advocating for the renewal of the mandate of the UN Special Rapporteur on Human Rights in Burma. We are also seeking to establish a mechanism which has the support of both the Burmese authorities and the international community to establish the facts and help deliver accountability for the violations. I expressed my deep concern over the situation in Rakhine when I addressed the Human Rights Council on 28 February. I have also raised our concern directly with Burmese Ministers, most recently on 27 February with U Kyaw Tin, the Burmese Deputy Minister of State for Foreign Affairs.</p><p>We also fully support the Rakhine Advisory Commission led by former UN Secretary General Kofi Annan. I discussed with Mr Annan the Commission's interim recommendations published on 16 March. The Commission is mandated to provide advice on a long term solution to reconciling inter-communal strife in Rakhine and is due to present its final recommendations in the summer. The UK stands ready to provide any appropriate assistance to enable the Burmese authorities to implement its recommendations.</p><p> </p>
