The figure quoted reflects the media costs of the campaign, and includes approximately £1.2 million from the existing contracted budget. The Start Thinking Soldier campaign took place four years before the current partnering arrangement between the Army and Capita started. Although formal evaluation is no longer held for Start Thinking Soldier, I have placed the marketing brief for the television advertising in the Library of the House.</p><p> </p><p>The Army is always recruiting, as it requires a constant flow of personnel to enter as privates and officer cadets, and then to gain the knowledge and experience to be promoted through the ranks. Consequently, it will always need to run recruitment campaigns. Army recruiting will continue to be supported by targeted campaigns, designed to highlight the variety of skills and trades available in both the Regular and Reserve forces.</p>

unstar this property answer text <p>There is a statutory obligation on the Defence Secretary to report annually on progress in implementing the Armed Forces Covenant. The second annual report was published in December 2013 and contains comprehensive updates on the four major areas specified in the Armed Forces Act 2011, namely healthcare, education, housing, and the operation of inquests.</p><p> </p><p>I look forward to significant further progress in the coming year, including supporting Service personnel to buy their first home through the £200 milion Forces Help to Buy scheme, improving patient care by establishing a unified defence primary healthcare service, and allocating £40 million to support charities which assist veterans with housing needs.</p><p> </p><p>The Covenant is not just a matter for the Government; recognising and respecting the specific needs of the Armed Forces community is a duty incumbent on the whole of society. Charities, employers, local authorities and individuals can play their role in providing the support and fair treatment that our Service personnel, veterans and service families so richly deserve.</p><p> </p>

unstar this property answer text <p>The £200 million Forces Help to Buy scheme commenced on 1 April 2014, meaning that Servicemen and women can now borrow up to 50% of their salary, up to a maximum of £25,000, interest-free, providing a boost to those needing to find a deposit to buy their own home.</p><p> </p><p>To assist the transition of serving personnel to civilian life, the MOD offers a wide-ranging resettlement programme which includes a briefing by the Joint Services Housing Advice Office. This offers advice and information about a range of topics that armed forces personnel may find useful relating to an individual's housing needs before they leave the armed forces.</p><p> </p><p>Once a person leaves service, any need for social housing becomes a local authority matter. The MOD is working closely with the Department for Communities and Local Government to ensure the fair treatment of service families in need of social housing and ensure they are given proper priority on housing waiting lists.</p><p> </p><p>The Government recognises that there is more that can be done to provide practical support to our veterans and their families in this area. In February I announced LIBOR funding of £40 million to support charities which assist veterans with housing needs in order to build new homes, buy new accommodation and renovate old facilities. Projects are expected to include hostels and half-way houses for veterans who have fallen on hard times, supported housing for the wounded, injured and sick, and long-term care homes.</p><p> </p>

In parallel, the Department is considering the introduction of a new pay structure across all other rank trades, including RAF medics and the closest equivalent trades in the Royal Navy and Army, as part of the Department's New Employment Model programme. If approved the new structure would be introduced no earlier than April 2016.</p> more like this

This allows ex-Regulars to serve on a reduced commitment for up to three years from when they join the Army Reserve:</p><p> </p><p>Reduced annual training requirement (19 days, down from 27 for Regional units):</p><p> </p><p>Reduced call out liability (except under sect 52 of RFA 96, no call-out liability; aside for national emergencies).</p><p> </p><p>Reduced Military Annual Training Tests.</p><p> </p><p>Ex-Regulars who participate in the Commitment Bonus scheme are ineligible to benefit from the Army Reserve Reduced Commitment scheme.</p><p> </p> more like this

unstar this property answer text <p> </p><p>The Ministry of Defence (MOD) would not have visibility of the residual value of the estate of a Service person, as it is the responsibility of the executor or personal representative to collect information on any monies due (such as bank accounts, insurance payouts) or owed (such as bank loans).</p><p> </p><p>The MOD would inform the executor of any money owing to the estate from the Department. This can comprise: arrears of pay; arrears of allowances (operational allowance, council tax refund); credit for untaken annual leave; cash found in effects and the death in service lump sum payment if this falls due to the estate (rather than being paid to a qualifying beneficiary under the pension scheme).</p><p> </p><p> </p><p> </p><p>Payment is made to the executor once they obtain either a Grant of Representation or Confirmation or Letters of Administration or for small amounts only (Under £5,000) on completion of a Form of Declaration supplied by the MOD.</p><p> </p><p> </p><p> </p>

unstar this property answer text <p>The UK is extremely concerned about the deteriorating food security in South Sudan, and the urgent need to increase the provision of food supplies and livelihoods support to vulnerable populations. The eruption of conflict on 15 December 2013 has sharply exacerbated an already fragile food security situation: 3.2 million people are now at immediate risk of food insecurity and up to 7.2 million are estimated to be at some risk.</p><p>DFID South Sudan is in regular contact with critical non-government agencies operating in the country, both UN agencies such as the World Food Programme (WFP) and the Food and Agriculture Organisation (FAO), as well as with key non-government organisations, to understand and inform the humanitarian response and to monitor needs and the quality of the humanitarian operation. DFID South Sudan staff have visited displaced communities in Unity and Jonglei States in recent weeks to meet affected people, and international agencies delivering assistance, in order to better understand food security needs.</p><p> </p>

Our development programme continues to support poverty reduction and growth in Uganda.</p><p> </p><p>DFID is providing £16.3 million over 4 years to support an improved HIV prevention response in Uganda, which will include provision for specifically targeting Most At Risk Populations (MARPS). DFID has committed $30,000 (£17,908) for infection control training and supplies in Liberia through UNICEF. In Sierra Leone, DFID is supporting Ebola sensitisation efforts in communities and through UNICEF has prepositioned medical supplies to districts on the Liberia and Guinea borders. unstar this property answer text <p> </p><p>The UK government's expenditure on HIV is provided through: UK government contributions to multilateral and global initiatives that work on HIV prevention and treatment; HIV-specific bilateral projects and programmes; bilateral support to health systems and service delivery; and by supporting HIV related research.</p><p> </p><p> </p><p>The Global Fund to Fight AIDS, TB and Malaria is the principal mechanism the UK uses to finance our contribution to combat HIV. The UK has pledged up to £1 billion to the Global Fund over the next three years, of which around 50 per cent will be spent on HIV. In 2012/13 the UK provided £90.4 million to HIV-specific bilateral projects and programmes, supporting HIV prevention and treatment in 17 countries and across a number of regional programmes. DFID supports the World Agroforestry Centre to use data to help monitor and assess agriculture land use and environmental risks including land degradation.
