unstar this property answer text <p>The mandate to NHS England makes it clear they should ensure the National Health Service meets the needs of each individual with a service where people’s experience of their care is seen as an integral part of overall quality.</p><p> </p><p>It is for the NHS locally to ensure appropriate facilities and services are in place to support parents following pregnancy loss. To assist NHS commissioners and providers, the Royal College of Obstetricians and Gynaecologists’ Standards for Gynaecology and Standards for Maternity (2008) sets out clear standards for the level of care provided to help women and their partners experiencing pregnancy loss, including the availability of skilled staff to support parents following a stillbirth or miscarriage. In addition, the Department has supported the publication of Health Building note 09-02, which sets out guidance on the planning and design of maternity care facilities, including the facilities available for women and families who suffer bereavement at any stage of pregnancy.</p>

unstar this property answer text <p>People detained in immigration removal centres (IRCs) should receive an equivalent range and quality of treatment and services for their health needs as people in the community, according to their clinical needs.</p><p>Health care in IRCs in England is commissioned by NHS England, who only commission evidence-based treatments approved by the National Institute for Health and Care Excellence (NICE). NICE provides guidance on the treatment of people who self-harm, which healthcare professionals in IRCs are expected to take into account. NICE guidance is available at:</p><p><a href="http://pathways.nice.org.uk/pathways/self-harm" target="_blank">http://pathways.nice.org.uk/pathways/self-harm</a></p><p>NICE also provides detailed guidance on treating post-traumatic stress disorder, which health professionals in IRCs should take into account when deciding on treatment. This mandatory data set includes provision for the diagnosis of autism to be recorded, and reporting on these data has been prioritised. Experimental data reports on the number of people diagnosed with autism are expected to be published by the end of 2016.</p><p> </p><p>The National Health Service is taking action to increase the health checks and cancer screening programmes for people with learning disabilities, including those who also have autism. In 2015, NHS England commissioned the world's first Learning Disability Mortality Review Programme to support local areas to review deaths of people with learning disabilities and to use the information to improve service provision so that physical and mental health problems can be identified and addressed. Information from the programme will help with what more can be done to support regular health monitoring to address the health care needs of people diagnosed with autism.</p><p> </p><p>In 2015, the Department reviewed and updated the autism statutory guidance for the NHS and local authorities in England. In line with this statutory guidance, local authorities and the NHS should be providing autism awareness training to all frontline staff in contact with adults with autism.</p>

unstar this property answer text <p>The Department and Home Office have been working together to increase the use of joint health and policing approaches and interventions that reduce the need for the police to use their powers of detention under section 136 of the Mental Health Act.</p><p> </p><p>The introduction of initiatives such as street triage schemes and community based places of safety provide an alternative to the use of police cells. Through the Health Based Places of Safety capital funding scheme, £15 million has been made available in 2016/17 and 2017/18 to improve the standard and number of places of safety, as well as provide new crisis cafes and safe havens, street triage vehicles and improve facilities for children and young people.</p><p> </p><p>This programme aligns with the mental health Crisis Care Concordat, the England-wide national agreement between the different agencies and services involved in the care of people experiencing, or at risk of experiencing, a mental health crisis. Oversight of the Concordat is provided by the Concordat Steering Group and Chairmanship of this Group rotates between Departmental and Home Office Ministers.</p><p> </p><p>Regarding the number of children and young people detained under section 136 of the Mental Health Act 1983 in police cells in England each year since 2010, the information available is shown in the table. Data was not collected prior to 2011/12. We understand the data for 2015/16 will now be published by NHS Digital in November.</p>

unstar this property answer text <p>The Department and Home Office have been working together to increase the use of joint health and policing approaches and interventions that reduce the need for the police to use their powers of detention under section 136 of the Mental Health Act.</p><p> </p><p>The introduction of initiatives such as street triage schemes and community based places of safety provide an alternative to the use of police cells. Through the Health Based Places of Safety capital funding scheme, £15 million has been made available in 2016/17 and 2017/18 to improve the standard and number of places of safety, as well as provide new crisis cafes and safe havens, street triage vehicles and improve facilities for children and young people.</p><p> </p><p>This programme aligns with the mental health Crisis Care Concordat, the England-wide national agreement between the different agencies and services involved in the care of people experiencing, or at risk of experiencing, a mental health crisis. Oversight of the Concordat is provided by the Concordat Steering Group and Chairmanship of this Group rotates between Departmental and Home Office Ministers.</p><p> </p><p>Regarding the number of children and young people detained under section 136 of the Mental Health Act 1983 in police cells in England each year since 2010, the information available is shown in the table. Data was not collected prior to 2011/12. We understand the data for 2015/16 will now be published by NHS Digital in November.</p>

unstar this property answer text <p>We welcome the publication of the ‘National Confidential Inquiry into Suicide and Homicide by People with Mental Illness: Making Mental Health Care Safer’ and will carefully consider its findings.</p><p> </p><p>We work closely with NHS England and other arm’s length bodies to deliver the aims of the cross-Government Suicide Prevention Strategy which includes reducing suicide in high risk groups such as people in contact with mental health services. We welcome the recommendation in the Five Year Forward View for Mental Health that all deaths by suicide across National Health Service-funded mental health settings, including out-of-area placements, are learned from to prevent repeat events.</p><p> </p><p>We are strengthening the Cross-Government Suicide Prevention Strategy in key areas to improve delivery of its aims, which we will publish in due course.</p><p> </p><p>Homicides by people with mental illness are rare and the Department works with a wide range of agencies across Government and the NHS to ensure there are robust processes in place to deliver safe care for patients in the community, including identifying and managing risks to ensure the safety of the public.</p>
