unstar this property answer text <p>A future partnership between the UK and EU on security and law enforcement issues is in the interests of both sides and we approach negotiations anticipating success. We do not want or expect a no deal outcome. However, a responsible government should prepare for all potential outcomes. That is exactly what we are doing across the whole of Government.</p><p> </p><p>The Home Office leads on EU Exit planning across a number of justice and home affairs areas, including Immigration and Security and Law Enforcement cooperation. Home Office EU Exit contingency planning is well underway, and this will continue as an ongoing process until the EU Exit negotiations are complete.</p><p> </p><p>In relation to national security, Article 4(2) of the Treaty on European Union sets out that national security remains the sole responsibility of Member States rather than the European Union.</p> more like this

unstar this property answer text <p>As announced in the Queen’s Speech of May 2021, the Home Office will be introducing new legislation to provide the security services and law enforcement agencies with the tools they need to tackle the evolving threat of hostile activity by foreign states.</p><p>This legislation will modernise existing offences, to deal more effectively with the espionage threat, and create new offences, to criminalise other harmful activity conducted by, and on behalf of states.</p><p>A bill will be introduced as soon as parliamentary time allows.</p> more like this

unstar this property answer text <p>As set out in the Government’s response to the Intelligence and Security Committee’s report on Russia, our adversaries adopt a whole of state approach to hybrid and malign activity and tackling it therefore requires a cross-Government and cross-society response. In order to do so effectively, the Government draws on the skills, resources and remits of different departments, agencies and non-government organisations.</p><p>This activity is coordinated by the Defending Democracy programme in the Cabinet Office, with individual Government departments and the Security and Intelligence Agencies playing a key role in all relevant areas. As announced in the Queen’s Speech, the Home Office is bringing forward new legislation to provide the security services and law enforcement agencies with the tools they need to disrupt state threats, including threats to democracy. The National Security Council keeps this and all aspects of the Government’s approach to protecting UK democracy under review.</p><p> </p>

unstar this property answer text <p>As the Government set out in the Integrated Review, it will be essential to take a whole-of-society approach to resilience across the United Kingdom.</p><p>The taskforce announced by the Minister for Security earlier this week will drive forward work to defend the democratic integrity of our country. It will work with Parliament, political parties, government departments, the security and intelligence agencies, the devolved Administrations and private sector to better protect our freedoms and institutions from a range of threats.</p><p>I am not able to comment on the exact parameters or scope of the taskforce at this point, but I can assure Lord Rennard that work is taking place within Departments at pace to define exactly these points.</p><p>In addition, national security is a priority for this Government, and there are already numerous workstreams underway to add resilience and robustness to our democracy, including the Defending Democracy programme established in 2019 and the National Security Bill.</p>

unstar this property answer text <p>As the House is aware, the Ministry of Defence is currently conducting the Modernising Defence Programme.</p><p>I meet the National Security Adviser on a regular basis to discuss key issues including Russia’s increasingly destabilising behaviour, conflict and tension in Syria and the wider Middle East, the spread of violent extremism and organised crime in ungoverned spaces, and the situation on the Korean peninsula.</p><p>The Modernising Defence Programme will take all of this into account as we determine what capabilities and policies we need to meet the threats we face.</p> more like this

unstar this property answer text <p>As the Strategic Defence and Security Review makes clear, Russia’s illegal annexation of Crimea and destabilising activities in Ukraine directly challenge European security and the rules-based international order. We have long been clear that Russia’s actions are unacceptable. Nevertheless we need to work with Russia on key areas of shared interest: in particular to end fighting in Syria, and to focus on the shared aim of destroying the Islamic State of Iraq and the Levant. That was the basis on which the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), met President Putin at the G20 Summit in Antalya on 16 November.</p> more like this

unstar this property answer text <p>Between July 2020 and January 2022, the Secretary of State for Business, Energy and Industrial Strategy has issued Public Interest Intervention Notices under the Enterprise Act 2002, on national security grounds, in relation to the following acquisitions:</p><p><strong> </strong></p><ul><li><p>the proposed acquisition of Ultra Electronics Holdings plc by Cobham Ultra Acquisitions Limited;</p></li><li><p>the proposed acquisition of The Perpetuus Group by Taurus International Ltd and others; and</p></li><li><p>the proposed acquisition of Meggitt plc by Parker-Hannifin corporation</p></li></ul><p><strong> </strong></p><p>In addition, the then Secretary of State for Digital, Culture, Media and Sport used the same powers in relation to the proposed acquisition of Arm by NVIDIA in April 2021.</p><p><strong> </strong></p><p>Since 4 January 2022, the Government has had powers under the National Security and Investment (NSI) Act 2021 to scrutinise and, where necessary, intervene in acquisitions which may raise national security concerns. These powers replaced the national security limb of public interest intervention powers under the Enterprise Act 2002. In February 2023, responsibility for NSI moved from the Department for Business, Energy and Industrial Strategy to the Cabinet Office, under the Deputy Prime Minister.</p><p>The Government promised to deliver a regime that is as business-friendly as possible while protecting our national security. The National Security &amp; Investment Act Annual Report demonstrates that we are succeeding in that mission.</p><p> </p>

unstar this property answer text <p>Cooperation with our European partners has not ceased since the result of the referendum was announced. UK authorities continue to cooperate with their counterparts in other EU Member States bilaterally, including by using the Schengen Information System (SIS II), Europol, Eurojust, the European Arrest Warrant and other measures.</p><p>These tools, developed under the EU’s legislative framework, enable practical cooperation and information sharing, which is of value. However, much of our cooperation on counter-terrorism and national security matters sits outside of EU structures, including the Five Eyes, the closest international intelligence-sharing arrangement in the world, and the Counter Terrorism Group (CTG), a cooperation forum between the security services of EU Member States plus Norway and Switzerland, which sits outside EU law.</p> more like this

This includes security. <br><br>The Prime Minister has been clear that we will continue to work closely with our European partners to tackle a range of security issues.<br><br>The safety of the British public is a top priority. That security is enhanced through cooperating with Europe. The UK has always been, and will continue to be, a major global player in the fight against threats to security. <br><br>With the threat constantly evolving, our response must be to work more closely with our partners, including the EU and its Member States, sharing information and supporting each other in combating the threats posed by those who wish us harm.</p> more like this
