unstar this property answer text <p>Defra has been working closely with all farming sectors on the impacts of the wet weather experienced over the autumn and winter.</p><p> </p><p>In recognition of the difficulties caused to farmers by flooding, Defra has made a total of £4 million available to eligible farmers through the Farming Recovery Fund. In August Defra announced up to £2 million available for farming businesses in Wainfleet and North Yorkshire that were particularly hard-hit by flooding, and in November 2019, Defra announced that it would extend the scheme to cover those impacted by the November flooding with a further £2 million. Assistance is provided to cover non-insurable items and activities such as re-cultivation, reseeding, reinstating field boundaries and removing debris from agricultural land.</p><p> </p><p>During the current six year capital investment programme (from April 2015 to March 2021) the Government is investing a record £2.6 billion in over 1,000 flood defences schemes which will better protect 300,000 homes and an additional 700,000 acres (285,000 hectares) of agricultural land, helping to avoid more than £1.5 billion worth of direct economic damages to agricultural land.</p><p> </p><p>In terms of the wider impact of the wet weather on farmers, Defra is continuing to observe price movements and other market information. For example, we will give close attention to the results of the Early Bird Survey, which the Agriculture and Horticulture Development Board is rerunning to take account of the impact of the wet weather on winter cereal plantings.</p><p> </p><p>We appreciate that the effects of the wet weather upon cash flow, yields, and other outcomes may only become apparent in the longer term, and will continue to engage closely with sectors in the coming months as to the negative impact from wet weather and to determine whether any action is needed.</p>

unstar this property answer text <p>As set out in the ‘New Decade, New Approach’ deal to restore the Northern Ireland Executive, the Government is committed to legislate to guarantee unfettered access for Northern Ireland’s businesses to the whole of the UK internal market, and ensure that this legislation is in force for 1 January 2021.</p><p> </p><p>The Government recognises that there are still questions about the detail and how the deal will be operationalised. That is why this commitment is so important.</p><p> </p><p>It is of course vital that Northern Ireland businesses are closely involved in the next stage of this work and we will establish robust channels with both Ministers and officials to ensure this over the coming months. We will also engage in detail with the Executive on measures to protect and strengthen the UK internal market.</p> more like this

unstar this property answer text <p>The power in Section 8C of the EU (Withdrawal) Act 2018 also provides for regulations to be made to facilitate the access to the market within Great Britain of qualifying Northern Ireland goods.</p><p> </p><p>Overall this regulation making power is restricted in its scope insofar as it can only be used to implement the Protocol and, where appropriate, to implement the Government’s policy on unfettered access.</p><p> </p><p>Any use of the power which seeks to amend primary legislation, including the devolution statutes, or retained direct principal EU legislation would be subject to the affirmative procedure to provide appropriate scrutiny of the proposed legislation. In addition, where any regulations made under this power seek to, for example, establish a public authority or create or widen the scope of a relevant criminal offence, creates or amends a power to legislate or, as has been asked, facilitates the access to the market within GB of NI qualifying goods, they would also be subject to the affirmative procedure.</p><p> </p><p>Any other regulations under this power will be subject to the negative procedure.</p><p> </p>

unstar this property answer text <p>Health and social care for people with dementia is a devolved matter and the responsibility respectively of the Scottish, Welsh, and Northern Irish Governments. Officials in the Department routinely work with the devolved administrations on areas of mutual interest.</p><p>For example, the Department has worked closely with the Scottish Government which had overall responsibility for the European Union Act on Dementia Joint Action 2016-19. The Joint Action promoted collaborative actions among Member States to improve the lives of people living with dementia and their carers and the Department co-ordinated a work package focussed on Dementia Friendly Communities.</p> more like this

unstar this property answer text <p>Southall Black Sisters was awarded funding of £250,000 in April 2018 and (in partnership with The Angelou Centre) £1,090,000 in April 2019 through the Tampon Tax Fund. It was used to fund the No Recourse to Public Funds Project, also referred to as the Recourse to Safety project.</p><p>Southall Black Sisters’ have commissioned an independent evaluation of the project which is currently ongoing. They have used their Tampon Tax grant to fund this. It will be Southall Black Sisters’ decision whether to publish their evaluation.</p><p> </p> more like this

unstar this property answer text <p>Clause 23 and Schedule 3 of the EU (Withdrawal Agreement) Act 2020 provide for certain changes to the Northern Ireland Act 1998 that will confer new statutory powers on the Northern Ireland Human Rights Commission and the Equality Commission for Northern Ireland. Those new powers will allow the Commissions to monitor, report on and enforce the Government’s commitment, as set out in Article 2(1) of the Northern Ireland/Ireland Protocol to the Withdrawal Agreement, that no diminution of certain rights, safeguards and equality of opportunity set out in the Belfast (‘Good Friday’) Agreement results from the UK’s withdrawal from the EU.</p> more like this

unstar this property answer text <p>Article 2 of the Northern Ireland Protocol to the Withdrawal Agreement commits the UK Government to ensuring that no diminution of certain rights, safeguards and equality of opportunity set out in the Belfast (‘Good Friday’) Agreement results from the UK’s withdrawal from the EU. That Article, which requires the UK to implement the commitment through “dedicated mechanisms”, applies from the end of the transition period. The new powers of the Northern Ireland Human Rights Commission and the Equality Commission for Northern Ireland will commence in time for them to carry out their functions as part of the dedicated mechanisms.</p> more like this
