unstar this property answer text <p><del class="ministerial">The UK Government remains focussed on ensuring a smooth and orderly withdrawal from the EU with a deal as soon as possible, and we have been clear that we do not want or expect a no deal scenario. However, as a responsible government, we continue to prepare for all scenarios.</del></p><p><del class="ministerial">The Home Office has been planning and preparing for a no deal scenario for some time, and we have contingency plans in place across areas including law enforcement, passports and the border. Whatever the outcome of our exit from the EU, we remain committed to supporting the delivery of the Sustainable Development Goals both domestically and internationally. The UK’s first Voluntary National Review (VNR) will be published shortly. The VNR will review UK action both domestically and internationally in support of Goal 16. It will also outline key challenges and next steps, recognising that while progress is being made, there is more work to do.</del></p><p><ins class="ministerial">The Government believes that there is a legal framework for the use of live facial recognition technology, although that is being challenged in the courts and we would not want to pre-empt the outcome of this case.</ins></p><p><ins class="ministerial">The police have common law powers to use the technology for the purposes of preventing or detecting crime. Part 3 of the Data Protection Act 2018 is the statutory basis for the processing of the facial images obtained from the technology for these purposes. Possible matches produced by these sys-tems are always checked by a human operator before deciding what, if any, action to take.</ins></p>

unstar this property answer text <p>The Home Office has regular discussions with Police and Crime Commissioners across a wide range of issues.</p><p>We recognise the potential that the use of emerging technologies present in the Criminal Justice System for improving outcomes for citizens and also the importance of ensuring that these are used in a way which is compliant with appropriate legal and ethical frameworks. We welcome the work by the Centre for Data Ethics and Innovation (CDEI) to develop a code of practice for use of algorithms in predictive policing and will be working with them to develop it.</p> more like this

unstar this property answer text <p><strong></strong>All decisions around the application of pre-charge bail and release from custody must comply with the Police and Criminal Evidence Act (PACE) 1984 its associated Codes of Practice.</p><p>The use of pre-charge bail must be necessary and proportionate, and all persons in custody must be dealt with expeditiously, and released as soon as the need for detention no longer applies, as set out in PACE Code C.</p><p>The Home Office has not published guidance specifically on the use of algorithms for pre-charge bail and release from custody.</p><p>However, the Home Office recognises that emerging data enabled technologies have the potential to transform policing, creating a more efficient and effective service. The Government set up the Centre for Data Ethics and Innovation (CDEI) as an advisory body set up by Government and led by an independent board of expert members to investigate and advise on how we can maximise the benefits of these technologies.</p><p>The CDEI is conducting a review into the issue of algorithmic bias in various sectors, including crime and justice. The review will aim to support the development of technical means for identifying algorithmic bias that have scope to be applied across different sectors and produce recommendations to government about how any potential harms can be identified and minimised.</p>

unstar this property answer text <p>The new Emergency Services Network (ESN) is the next-generation critical communications system that allows the police, fire and rescue and ambulance services to operate safely, collaborate and innovate. ESN represents value for money for the taxpayer through delivering steady state savings of over £200m pa compared to Airwave.</p><p>The delay in rolling out ESN means that we will continue to pay for Airwave for longer, at current rates. Local forces will continue to have to pay some Airwave charges as well as for commercial broadband services. There will also continue to be some costs for supporting transition teams. We do not have precise figures for these local costs.</p> more like this
