unstar this property answer text <p>Perfume and fragrance manufacturers are required under Regulation (EC) No 1223/2009 on cosmetic products (“the Cosmetic Products Regulation”) to ensure that their products, including any chemical ingredients, are safe for human health. All cosmetic products must undergo a safety assessment. Annex III of the Cosmetic Products Regulation requires that the use of certain substances is subject to restriction. The presence of a substance listed in Annex III must be indicated in a product’s list of ingredients, in addition to the words parfum or aroma. At the moment, 26 fragrance allergens are listed in in this Annex, and the list of allergenic fragrances is kept under review. A Cosmetic Product Safety Report must be compiled before the product is placed on the market. This report may be inspected at any time by the enforcement authority.</p><p> </p><p> </p> more like this

unstar this property answer text <p>Producers of domestic cleaning products are required to make consumers aware of the ingredients of their products through the EU Classification, Labelling and Packaging (CLP) Regulation (Regulation (EC) No. 1272/2008). Under this Regulation, suppliers of products containing hazardous chemical substances and mixtures are required to provide information on the label to identify any hazardous chemicals, explain what the hazards are and how to avoid them.</p><p> </p><p>In addition, under the EU Detergents Regulation (Regulation (EC) No. 648/2004), producers of detergents and cleaning products sold to the general public must also list the product ingredients on labels on product packaging and in ingredient data sheets. Enzymes, disinfectants, optical brighteners, perfumes and preservation agents must be listed on the label irrespective of their concentration. This information must appear in legible, visible and indelible characters on the packaging of detergents and cleaning products which are intended for the consumer.</p><p> </p><p>Producers must also prepare a full ingredient data sheet to be made available to medical personnel on request. A less detailed version of the ingredient data sheet must also be placed in the public domain via a website address on the product packaging.</p><p> </p><p>This information on ingredients enables consumers to make better informed choices about products.</p><p> </p><p>The levels of protection for people and the environment, including labelling requirements for ingredients and ingredient data sheets, will remain at least as high as at present when the UK leaves the EU.</p>

unstar this property answer text <p>The Government is deeply concerned about the illegal trade in waste, including reports of illegal plastic waste exported from the UK to Malaysia. Recognising the difficulties experienced by some countries in managing imports of plastic waste, the Queen’s Speech on the 19 December included a commitment to ban the export of polluting plastic wastes to countries that are not members of the Organisation for Economic Cooperation and Development (OECD). We will consult this year on the date by which this should be achieved.</p><p> </p><p>We are working closely with the Malaysian Government to support the return of 42 improperly documented containers of plastic waste. In addition, the British High Commission in Kuala Lumpur is currently supporting the Malaysian Government in tackling the wider plastic waste problem. This includes sharing UK experience as well as collaborating with the Malaysian Government in developing a Malaysian version of a Plastics Pact (a cross stakeholder grouping) to drive more effective management of plastic and plastic wastes. My department and the British High Commission also facilitated a technical meeting in Kuala Lumpur between UK and Malaysian enforcement authorities to improve plastic waste export/import protocols.</p><p> </p><p>While we acknowledge that there is a legitimate export market for plastic waste as a secondary raw material, we take firm action to enforce against those engaged in the illegal export of contaminated, low quality and unrecyclable plastic wastes.</p><p>Compliance with the legislation on waste shipments is monitored by the UK’s four environmental regulators[1]. In England in 2018/19 the Environment Agency inspected almost 1,000 shipping containers at ports and returned over 200 of those to sites. During this period, the Environment Agency also prevented 12,000 tonnes of waste from reaching ports which may have otherwise been exported illegally. Any operators found to be illegally exporting waste can face severe sanctions – from financial penalties to imprisonment for a period of up to two years.</p><p> </p><p> </p><p> </p><p>[1] The Environment Agency in England, the Scottish Environment Protection Agency, the Northern Ireland Environment Agency and Natural Resources Wales</p>

unstar this property answer text <p>The UK has no agreement with the EU about British participation in the establishment of a 'European Defence Union'.</p><p>The Withdrawal Agreement and Political Declaration provide the option, but no obligation, for the UK to continue to contribute to CSDP operations and missions on a voluntary basis, and where of benefit to UK interests. This does not undermine the UK's sovereignty, our command or control of our Armed Forces nor does it oblige us to participate in a 'defence union' or any EU defence initiatives.</p><p>The UK will retain full sovereign control over its defence, intelligence services and decision-making after leaving the EU. The UK will also retain control over the deployment of its Armed Forces and their equipment. Any future security partnership negotiated with the EU would reflect this position.</p><p>The UK currently has no agreements with the EU on military command and control procedures other than those in the Withdrawal Agreement referring to continued participation in CSDP operations and missions during the Implementation Period. UK personnel remain under UK sovereign command at all times.</p><p>The UK does not have any agreements with the EU on British participation in the 'Five Eyes' community. Any future relationship agreement with the EU will not undermine our partnership with the US, Canada, Australia and New Zealand. The intelligence cooperation between these 'Five Eyes' partners is the broadest, deepest and most advanced of any grouping of nations and we are committed to maintaining it.</p><p>The UK has not entered into any agreements with the EU to participate in the procurement of military equipment from EU-wide organisations. There are no agreements with the EU about British participation in transfer of nuclear technology licensed to the UK by the US.</p>

unstar this property answer text <p>Defra has been working closely with all farming sectors on the impacts of the wet weather experienced over the autumn and winter.</p><p> </p><p>In recognition of the difficulties caused to farmers by flooding, Defra has made a total of £4 million available to eligible farmers through the Farming Recovery Fund. In August Defra announced up to £2 million available for farming businesses in Wainfleet and North Yorkshire that were particularly hard-hit by flooding, and in November 2019, Defra announced that it would extend the scheme to cover those impacted by the November flooding with a further £2 million. Assistance is provided to cover non-insurable items and activities such as re-cultivation, reseeding, reinstating field boundaries and removing debris from agricultural land.</p><p> </p><p>During the current six year capital investment programme (from April 2015 to March 2021) the Government is investing a record £2.6 billion in over 1,000 flood defences schemes which will better protect 300,000 homes and an additional 700,000 acres (285,000 hectares) of agricultural land, helping to avoid more than £1.5 billion worth of direct economic damages to agricultural land.</p><p> </p><p>In terms of the wider impact of the wet weather on farmers, Defra is continuing to observe price movements and other market information. For example, we will give close attention to the results of the Early Bird Survey, which the Agriculture and Horticulture Development Board is rerunning to take account of the impact of the wet weather on winter cereal plantings.</p><p> </p><p>We appreciate that the effects of the wet weather upon cash flow, yields, and other outcomes may only become apparent in the longer term, and will continue to engage closely with sectors in the coming months as to the negative impact from wet weather and to determine whether any action is needed.</p>

unstar this property answer text <p>As set out in the ‘New Decade, New Approach’ deal to restore the Northern Ireland Executive, the Government is committed to legislate to guarantee unfettered access for Northern Ireland’s businesses to the whole of the UK internal market, and ensure that this legislation is in force for 1 January 2021.</p><p> </p><p>The Government recognises that there are still questions about the detail and how the deal will be operationalised. That is why this commitment is so important.</p><p> </p><p>It is of course vital that Northern Ireland businesses are closely involved in the next stage of this work and we will establish robust channels with both Ministers and officials to ensure this over the coming months. We will also engage in detail with the Executive on measures to protect and strengthen the UK internal market.</p> more like this

unstar this property answer text <p>The power in Section 8C of the EU (Withdrawal) Act 2018 also provides for regulations to be made to facilitate the access to the market within Great Britain of qualifying Northern Ireland goods.</p><p> </p><p>Overall this regulation making power is restricted in its scope insofar as it can only be used to implement the Protocol and, where appropriate, to implement the Government’s policy on unfettered access.</p><p> </p><p>Any use of the power which seeks to amend primary legislation, including the devolution statutes, or retained direct principal EU legislation would be subject to the affirmative procedure to provide appropriate scrutiny of the proposed legislation. In addition, where any regulations made under this power seek to, for example, establish a public authority or create or widen the scope of a relevant criminal offence, creates or amends a power to legislate or, as has been asked, facilitates the access to the market within GB of NI qualifying goods, they would also be subject to the affirmative procedure.</p><p> </p><p>Any other regulations under this power will be subject to the negative procedure.</p><p> </p>
