unstar this property answer text <p>Public rights of way are a local matter and are handled by individual local highway authorities.</p><p> </p><p>Local authorities are required to keep a Rights of Way Improvement Plan (ROWIP) to plan improvements to their network, which is usually available on the authority’s website. I would hope local authorities, whenever possible, would look at the needs of all users, including walkers, cyclists and horse-riders. Safety must be a consideration in this process.</p><p> </p><p>Local authorities receive most of their rights of way funding from central Government through the Revenue Support Grant to deliver various duties, including ROWIPs. It is not ring-fenced and we cannot say how much authorities should spend on ROWIPs. It is up to local authorities to manage their own budgets and decide how much they should spend on their different duties, and for local people to hold them to account.</p> more like this

unstar this property answer text <p>The European Geostationary Navigation Overlay Service (EGNOS) is separate to the Horizon and Copernicus Programmes. The DfT is working with other departments to understand the case for a UK Satellite Based Augmentation System (SBAS). As well as replacing the functionality of EGNOS, this system could offer benefits across transport and multiple Critical National Infrastructure sectors. To support this, the DfT is assessing the requirements following loss of access to EGNOS. The DfT is funding a UK SBAS testbed project to demonstrate the capabilities of such a system. This will inform the DfT’s consideration on next steps for this work.</p> more like this

unstar this property answer text <p>As an open economy, the government welcomes foreign trade and investment, including from China, where it supports growth and jobs in the UK, meets our stringent legal and regulatory requirements, and does not compromise our national security.</p><p><strong> </strong></p><p>The government has powers under the National Security and Investment Act 2021 (NSIA) to scrutinise and, where necessary, intervene in acquisitions of control over entities and assets in or linked to the UK that may pose national security risks. These powers apply to all acquirers regardless of nationality. unstar this property answer text <p>National Highways, in collaboration with the Environment Agency, have recently undertaken further in-situ monitoring of a range of chemical determinands, including polycyclic aromatic hydrocarbons, as part of its recent Phase 2 microplastic field monitoring programme on the strategic road network. The project was completed earlier this year (2023) and the report and findings will be published on National Highways’ website shortly.</p><p>The Department commissioned a 4-year research project in February 2021 to investigate the measurement techniques, materials properties and control parameters of brake and tyre wear emissions from road vehicles. The project will also assess differences in particulate emission from tyre and brake wear in electric vehicles compared to petrol/diesel vehicles.</p> more like this

unstar this property answer text <p>National Highways is conducting a research study to understand the level of microplastic pollution in road run-off from the strategic road network. In 2021, a Phase 1 literature review was completed and published on National Highway’s website. The Phase 1 study was used to inform a Microplastics Phase 2 field monitoring programme (2022-2023), which was commissioned and carried out in partnership with the Environment Agency. National Highways will shortly be publishing the findings from Phase 2. National Highways also plans to do more expansive monitoring of microplastics to build upon the Phase 2 work in 2024-2025.</p> more like this
