unstar this property answer text <p>The Equality Act’s definition of disability automatically covers people with HIV when they are in or seeking employment or seeking to access services, whether in the public or private sectors.</p><p> </p><p>As well as providing protection from discrimination, the Act requires employers and service providers to make reasonable adjustments for people living with HIV. For example, an employer would be expected to allow such an employee reasonable time off work to visit hospital in connection with their condition. Employers and service providers who fail to meet their legal obligations can face legal action, should the disabled person opt for this.</p><p> </p><p>In addition, the public sector equality duty (section 149 of the Act - 'PSED') requires public authorities, in the exercise of their functions, to have due regard to the need to:</p><ul><li><p>eliminate unlawful discrimination, harassment, victimisation and any other unlawful conduct prohibited by the Act;</p></li><li><p>advance equality of opportunity between people who share and people who do not share a relevant protected characteristic; and</p></li><li><p>foster good relations between people who share and people who do not share a relevant protected characteristic.</p></li></ul><p> </p><p>A raft of guidance and codes of practice are available to help employers and service providers comply with their legal obligations under the Act. People with HIV who think they have experienced discrimination may contact the Equality Advisory and Support Service (EASS), the government helpline established to provide free bespoke advice and in-depth support to individuals with discrimination concerns. The EASS can be contacted via their website - <a href="http://www.equalityadvisoryservice.com/" target="_blank">http://www.equalityadvisoryservice.com/</a>, by telephone on 0808 8000082 or text phone on 0808 8000084. The EASS has the ability to intervene on an individual’s behalf with a service provider to help resolve an issue. The EASS can also advise people who wish to take their complaint further on their options.</p><p> </p>

unstar this property answer text <p>HIV Prevention England (HPE) is the national HIV prevention programme for England and is funded at £3.5 million by the Department. The programme aims to support communities who are disproportionately affected by HIV, including gay, bisexual and men who have sex with men and Black African heterosexual men and women. The Department has appointed Terrence Higgins Trust, a national charity who provide services related to sexual heath and HIV, to deliver the programme from 2021 to 2024. HPE delivers a nationally co-ordinated programme of HIV prevention work, including public campaigns such as National HIV Testing Week, that is designed to complement locally commissioned prevention activities in areas of high HIV prevalence. HPE also aims to improve knowledge and understating of HIV transmission and reducing stigma within affected communities.</p><p>HPE works with a wide range of models and their network of influencers and develops its strategies based on comprehensive data, audience insight and knowledge from local partners within England which ensure a wide range of patient’s voices and experiences are represented.</p>

unstar this property answer text <p>The Government announced on 15 November that the Competition &amp; Markets Authority (CMA) would undertake the ongoing road fuels price monitoring function. The Digital Markets, Competition &amp; Consumers (DMCC) Bill was amended at Commons Report stage to give the CMA information-gathering powers for the monitoring function.</p><p> </p><p>We will consult shortly on the statutory road fuel prices open data scheme and elements of the monitoring function not outlined in the DMCC Bill. Following conclusion of the consultation process and Royal Assent of the Data Protection &amp; Digital Information Bill, secondary legislation will be laid using Smart Data powers to establish the open data scheme.</p> more like this

unstar this property answer text <p>The UK Digital strategy referenced the 1,000 PhDs that had already been created through 16 Centres for Doctoral Training as part of the AI sector deal. The last cohort of these students has now been recruited and commenced their studies.</p><p> </p><p>The strategy also re-committed to the announcement of a further 1,000 PhDs through an additional investment of £117M. This funding has been awarded to 12 UK Research and Innovation (UKRI) AI Centres for Doctoral Training across the UK, leveraging an additional £110M from industry, universities and other sources. The universities hosting these centres will receive the funding to train PhD students through five cohorts. Recruitment has started for the first cohort due to start in autumn 2024 who will complete their studies in 2028.</p> more like this

unstar this property answer text <p>Defra has not made an assessment of the Preferred Fiber and Materials Report by The Textiles Exchange. One of Defra’s delivery partners, WRAP (Waste and Resources Action Programme), manages Textiles 2030, which commits signatories, who represent 62% of the fashion industry, to meet ambitious targets to reduce water and carbon consumption. WRAP has also done research on sustainable clothing design and produced guidance on fibre and fabric selection.</p><p> </p><p>In July, Defra announced proposals for keeping textiles in use for longer and minimising textile waste. These proposals, which will be subject to consultation in 2024, include a requirement for non-domestic settings such as businesses to separate their textile waste from other types of waste so that it can be collected for reuse or recycling. This separately collected textile waste should not enter landfill or be incinerated. Defra is also proposing that certain retailers provide in store facilities so that customers can return their pre-loved textiles for recycling or reuse.</p>

The NFCU plays a key role in the prevention of food crime by monitoring current and future threats. The unit can also lead and support partners in conducting investigations to enable the prosecution of food criminals. The FSA’s understanding of the nature and levels of food crime within the food and drink sector is set out within their Food Crime Strategic Assessment. The publication of an updated Food Crime Strategic Assessment, compiled in partnership with Food Standards Scotland, is planned for spring 2024.</p><p>The FSA has a strong partnership with industry to detect food fraud risks and vulnerabilities. One such partnership is with the Food Industry Intelligence Network who the FSA liaises closely with on sampling data and potential authenticity issue signals. The FSA works closely with local authorities, who enforce food hygiene and safety standards across much of the food sector. The FSA has regular communication through their networks where intelligence is shared on issues that would fall under their remit for enforcement. The FSA also has well established links with other enforcement agencies and the police to share and discuss relevant intelligence around serious criminality in the food sector and to explore crossovers with other offending so that an effective and collaborative response can be applied to such issues.</p><p>Earlier this year, the FSA established a working group with industry, focusing on food fraud. The working group agreed improvements to the format, content, timeliness, and distribution of intelligence-based alerts, issued by the NFCU to industry networks to allow them to better protect themselves against the threat. All members agreed to promote or otherwise support a new freephone confidential food fraud hotline operated by the FSA. The working group also agreed to the provision of more information to the FSA from voluntary Third-Party Assurance schemes. Sharing arrangements around information exchange with Third-Party Assurance schemes are being explored.</p>

unstar this property answer text <p>Data for local authority food inspectors on 31 March 2023 for England, Wales and Northern Ireland can be found in the attached document. Local authorities report their resources by food hygiene and food standards as there are two separate returns.</p><p>Local authorities are responsible for enforcing compliance with food safety and standards legislation for most food businesses. The Food Standards Agency (FSA) has statutory duties to monitor and report on their performance in doing so. It does this by collecting data from local authorities. The most recent data from October 2023 survey found:</p><p>- Full Time Equivalent (FTE) allocated by local authorities to deliver food hygiene work is 1,616 with 1,464 occupied; and</p><p>- The allocated FTE for food standards is 432 with 384 occupied.</p><p> </p><p>The FSA recently commissioned research to understand the challenges and opportunities to recruit and retain Local Authority Officers to deliver Official Food and Feed Controls. A copy of <em>Local Authority Capacity and Capability: Executive Summary</em> is attached.</p><p>The overall findings of the research are complex, and the FSA has started to address the areas they have direct influence over, for example by reviewing the qualifications and competence requirements for local authority food officers.</p><p>The FSA has started to collaborate with other government departments and relevant professional bodies to discuss the findings and work together to shape and influence potential solutions.</p><p>At the FSA board meeting on 13 December 2023, the board considered a paper on local authority performance where one of the recommendations is to write to Local Authority Chief Executives and section.151 Finance Officers to set out their concerns about resourcing and delivery, and to remind them of the statutory nature of official food controls when considering and setting the budget allocation for the next financial year.
