unstar this property answer text <p>No formal assessment has been made of the report by NHS Health Scotland on minimum unit pricing (MUP) of alcohol. The Scottish Government is taking forward a comprehensive evaluation of the impact of introducing MUP. The Scottish legislation also includes a sunset clause and the Scottish Government are required to present a report on the impact of MUP to their Parliament five years after implementation which will be published in 2023.</p><p>There are no plans for the introduction of MUP in England. The Government will continue to monitor the progress of MUP in Scotland and will consider available evidence of its impact, including the report by NHS Scotland.</p><p><ins class="ministerial"> <p><ins class="ministerial">This is the answer for HL1750.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The clinically-led review of National Health Service access standards is ongoing. The NHS is currently trialling how these might work and any recommended changes will be based on clinical evidence to ensure the best outcome for patients. NHS England and NHS Improvement’s final recommendations to the Government are due by the spring.</ins></p></ins></p>

unstar this property answer text <p>The UK remains deeply concerned by the conditions faced by migrants and refugees in Libyan detention centres. We continue to urge the Libyan authorities to pursue alternatives to detention and implement a better functioning migration system that respects human rights. The UK supports the UN's call for detention centres across Libya to be closed, and for the migrants and refugees within them to be evacuated to safety.</p><p>We have repeatedly called for urgent humanitarian access for the UN and international humanitarian actors, and for all parties to adhere to International Humanitarian Law. The UK provided £1 million to the 2019 UN Flash Appeal, and was the first country to respond to the appeal. In April 2019, the UN released $2 million from the United Nations Central Emergency Response Fund (CERF) to provide life-saving assistance to civilians caught up in the escalating fighting in Libya, including vulnerable migrants and refugees. The UK was the biggest donor to the Central Emergency Response Fund (CERF) in 2018, providing £<del class="ministerial">114.3</del> <ins class="ministerial">89 </ins>million. As part of our current £75 million migration programme along the Central Mediterranean Route, we have allocated up to £5 million to humanitarian assistance and protection for migrants and refugees in Libya, including targeted healthcare provision.</p><p>These efforts form part of the UK's comprehensive, 'whole-of-route' approach to protecting migrants and refugees who are travelling along the Central Mediterranean Route. This includes humanitarian assistance and protection for migrants and refugees, cracking down on people smuggling, supporting assisted voluntary returns and working intensively to end the conflict in Libya. To this end, the Prime Minister attended the Berlin Conference on 19 January, where attendees agreed to support the current ceasefire and UN-led political talks, and pledged to respect the UN arms embargo. The UK is clear that the human rights situation in Libya can only be improved under the stability of a united and representative government, facilitated by the UN-led political process.</p>

unstar this property answer text <p>The Government is committed to maintaining and enhancing workers’ rights, and to supporting people to balance their work and caring responsibilities. This month we laid regulations in Parliament which will give grieving parents a right to paid time off work. We also committed in the Queen’s Speech to bring forward an Employment Bill which will <del class="ministerial">make it easier for fathers to take paternity leave;</del> introduce a new entitlement to carer's leave; and <del class="ministerial">to</del> introduce a new entitlement to leave and pay for parents of children who spend time in neonatal care. <ins class="ministerial">Our manifesto committed to make it easier for fathers to take paternity leave; we</ins> <del class="ministerial">We</del> have recently consulted on high-level options for reforming parental leave and pay, including Paternity Leave and Pay and Unpaid Parental Leave, and will respond to this consultation in due course.</p><p> </p><p>After we leave the EU, we will be able to set our own standards for workers’ rights, and we intend to use this opportunity to make the UK the best place in the world to work.</p>

unstar this property answer text <p>The Government welcomes the RFL’s Dividend Report which demonstrates the valuable contribution that rugby league can have within communities. Rugby League is a fantastic example of how sport and physical activity can play a leading role in engaging people from every background.</p><p> </p><p>The Government’s <em>Sporting Future</em> strategy is explicit <del class="ministerial">that</del> that everyone, regardless of background, sex, age or level of ability should be able to engage in sport and physical activity as participants, spectators and in the workplace, and that sport and physical activity should be valued for the much broader positive impact it can have across a range of physical, social and economic outcomes. The strategy included a specific focus on engaging people from groups in society that have traditionally been underrepresented in sport and physical activity and who have the most to gain from getting more active.</p><p> </p><p>Government is directly supporting rugby league through more than £11m of Sport England investment in the Rugby Football League over 2017-21 and investment of up to £10m in rugby league facilities to help drive a legacy from the 2021 Rugby League World Cup.</p>

unstar this property answer text <p>The accommodation status for all offenders released from custody, including those under National Probation Service (NPS), Community Rehabilitation Company (CRC) supervision, and offenders on community sentences, has been published since July 2018. <ins class="ministerial">The latest publication can be found at: <a href="https://www.gov.uk/government/statistics/community-performance-quarterly-update-to-march-2019" target="_blank">https://www.gov.uk/government/statistics/community-performance-quarterly-update-to-march-2019</a>. </ins>The relevant table of data from this publication is attached for reference.</p><p> </p><p>It is vital that everyone leaving prison has somewhere safe and secure to live, as a platform to access the services and support needed to make a fresh start. We have invested an additional £22 million per annum over the remaining life of the Community Rehabilitation Company (CRC) contracts to deliver an enhanced “Through-the-Gate” resettlement service to offenders leaving prison, to prepare them for release. Through the Government’s Rough Sleeping Strategy, we are also investing up to £6.4m in a pilot scheme to support individuals released from three prisons: Bristol, Leeds and Pentonville. Services have now commenced in all three areas, with the first individuals now being supported into accommodation following release. Subject to evaluation, we will use the lessons from the pilot to inform future provision of accommodation for all ex-offenders. Additionally, Her Majesty’s Prison and Probation Service is working in collaboration with other Government Departments and interested parties to help to meet the accommodation needs for prisoners on their release.</p>

unstar this property answer text <p>The agreement between the Department and Amazon is about using content from the National Health Service website to provide reliable and informative answers to basic health questions asked to Amazon’s virtual assistant voice service, Alexa. This content is already freely available on the NHS website. Patients already use Alexa and other devices to search for information on a range of health issues. This agreement ensures that the information they receive from Alexa is medically verified by the NHS instead of from a range of other sources, such as <ins class="ministerial">non-United Kingdom</ins><del class="ministerial">American</del> websites.</p><p>This agreement is not exclusive. There are over 2,000 other organisations that are accessing and using information from the NHS website in a similar way.</p><p>A limited number of clauses have been redacted due to being exempt under Section 43(2) of the Freedom Of Information Agreement, which exempts information where the release would, or would be likely to, prejudice the commercial interests of any entity, including the public authority holding the information.</p><p>In this case, we consider that the release of the redacted clauses would be likely to prejudice the commercial interests of Amazon on the basis that it would make public the non-standard terms that Amazon has been willing to enter into in respect of this agreement. Disclosure of the redacted clauses has potential to prejudice existing agreements between Amazon and other parties, which could result in other parties challenging Amazon over the terms and conditions of their agreements.</p><p>In addition, certain personal information has been redacted in the agreement. This information is exempt from disclosure under Section 40(2) of Freedom Of Information Agreement as disclosure of this personal information would breach the data protection principles. In particular, we consider that the disclosure of this personal information would be unfair and breach the first data principle.</p>

unstar this property answer text <p>Last year the government announced its intention to review how online advertising is regulated in the UK, looking at how well the current regime is equipped to tackle the challenges posed by developments in online advertising. <del class="ministerial">The interim report can be found here: <a href="https://www.gov.uk/government/news/cma-lifts-the-lid-on-digital-giants" target="_blank">https://www.gov.uk/government/news/cma-lifts-the-lid-on-digital-giants</a>.</del> <ins class="ministerial">The announcement can be found here: <a href="https://www.gov.uk/government/speeches/jeremy-wrights-statement-on-the-cairncross-review" target="_blank">https://www.gov.uk/government/speeches/jeremy-wrights-statement-on-the-cairncross-review</a>.</ins></p><p> </p><p>Currently, advertising in the UK is overseen by the Advertising Standards Authority (ASA), the industry’s independent regulator, which for online advertising enforces the Code of Non-broadcast Advertising and Direct &amp; Promotional Marketing (CAP Code) through a system of self-regulation. The CAP Code incorporates all relevant legislation, including consumer protection legislation, and sets standards for accuracy and honesty to which advertisers must adhere. This system operates independently of government.</p><p> </p><p>The remit of the ASA extends to the online promotion of products by celebrities, if the celebrity has been paid (including payment in kind) by an advertiser, and the advertiser exerts some form of editorial control over the resulting content. To guarantee compliance with the CAP Code in such cases, advertisers must ensure that endorsements are genuine, claims are accurate and advertising is clearly identified as such. The products themselves must also adhere to relevant regulation and standards.</p><p> </p><p>If the advertiser does not exert some form of editorial control over the resulting content, consumer protection legislation still applies and is enforced instead by the Competition and Markets Authority (CMA). The CMA works closely with the ASA in this area, and expects such content to clearly identify any commercial relationship and to have regard to the CAP Code.</p><p> </p><p>The Competition and Markets Authority recently investigated social media endorsements by influencers / celebrities to ensure that they were being clear to their followers, resulting in influencers / celebrities changing their practices. They also published a guide to help influencers and those working with them to understand how to comply with UK consumer protection law. <ins class="ministerial">Separately to this work, but complementary to the government's review of online advertising, the CMA is conducting a market study of online platforms and digital advertising, and published an interim report in December which can be found here: https://www.gov.uk/government/news/cma-lifts-the-lid-on-digital-giants.</ins></p>

The applicant must be outside the UK and in most cases, the sponsor will be in the UK.</del></p><p><del class="ministerial">The adult dependent relative rules, together with the policy on exceptional circumstances, ensure that leave can be granted for those who demonstrate that, as a result of age, illness or disability, there is a level of long-term personal care required that can only be provided in the UK by their British relative who is here, or who is intending to return here with their dependant relative.</del></p><p><ins class="ministerial">The Home Office will provide the necessary funding for projects under the Asylum, Migration and Integration Fund (AMIF) for the lifetime of their projects, even if the UK leaves the EU without a deal. </ins></p> more like this

The applicant must be outside the UK and in most cases, the sponsor will be in the UK.The adult dependent relative rules, together with the policy on exceptional circumstances, ensure that leave can be granted for those who demonstrate that, as a result of age, illness or disability, there is a level of long-term personal care required that can only be provided in the UK by their British relative who is here, or who is intending to return here with their dependant relative.</del></p><p><ins class="ministerial">Under the British Nationality Selection Scheme, that was introduced in 1990 and ran until 1 July 1997, a limited number of Hong Kong Military Service Corps personnel who were settled in Hong Kong could apply to register as a British citizen.We are giving careful consideration to representations made on behalf of those former Hong Kong Military Service Corps personnel who were unable to obtain citizenship through the selection scheme.</ins></p>
