unstar this property answer text <p>The UK Government condemns all killings and incidents of violence against innocent Nigerian civilians, including terrorist attacks in North East Nigeria and incidents of intercommunal violence in the Middle-Belt. These attacks have had devastating effects on communities of all faiths, including Christian communities. We continue to encourage the Government of Nigeria to take action to bring the perpetrators of these attacks to justice. Prosecutions of those responsible, who come from a range of ethnic and religious backgrounds, is primarily a matter for the Nigerian State.</p><p>In the North East of Nigeria, the UK is supporting efforts to tackle the terrorist threat and providing a comprehensive package of security, stabilisation and humanitarian assistance to support communities affected by the conflict. In the Middle Belt, the British High Commissioner and her team are increasing their diplomatic engagement with states affected by intercommunal violence. The UK Government is also providing technical support to the Nigerian Government for the development of the National Livestock Transformation Plan. The plan aims to promote cattle-rearing in one place, rather than the traditional nomadic practice, to limit competition over land and resources leading to violence.</p><p>The Prime Minister discussed insecurity in Nigeria with President Buhari at the UK Africa Investment Summit in January. More recently, the Minister for Africa discussed intercommunal violence in Nigeria with President Buhari's Chief of Staff, on 29 June. We have made clear to the Nigerian authorities, at the highest levels, the importance of protecting civilians, including ethnic and religious minorities, human rights and upholding the rule of law.</p>

unstar this property answer text <p>The UK Government condemns all incidents of intercommunal violence in Nigeria, including a recently reported attack in Zikpak, Kaduna State on 24 July. There are many underlying causes to intercommunal violence in Nigeria, which include disputes over natural resources and competition over land exacerbated by climate change and population growth. The British High Commissioner and her team are increasing their diplomatic engagement with states affected by intercommunal violence, including Kaduna state. Officials from the British High Commission are engaging with State Governments, faith and community leaders, peacebuilding organisations, the Federal Government and others. The FCO co-hosted a conference at Wilton Park in February on Fostering Social Cohesion in Nigeria, which brought together a wide range of stakeholders to discuss the complex causes of intercommunal violence. Discussions helped to form recommendations to tackle intercommunal violence in affected states in Nigeria. The Minister for Africa discussed intercommunal violence with the Nigerian President's Chief of Staff in June.</p><p>The UK is also providing technical support to the Nigerian Government for the development of the National Livestock Transformation Plan. The plan aims to promote cattle-rearing in one place, rather than the traditional nomadic practice, to limit competition over land and resources leading to violence.</p><p>We will continue to encourage the Government of Nigeria to take urgent action to protect those at risk of intercommunal violence, to bring perpetrators to justice and to implement long-term solutions that address the root causes and meet the needs of all communities.</p>

unstar this property answer text <p>We are aware of the statement made by the President of EYN Church, Reverend Joel Billi, on 2 July<em>. </em>The UK condemns the appalling actions of terrorist groups including Boko Haram and Islamic State West Africa in North East Nigeria. Adamawa State is one of the three Nigerian states worst affected by the conflict. These terrorist groups attack Nigerians of all faiths who do not subscribe to their extremist views, causing immense suffering in both Christian and Muslim communities.</p><p>The UK remains committed to helping Nigeria tackle the terrorist threat and supporting affected communities through a comprehensive package of security, stabilisation and humanitarian assistance. This includes up to £300 million of humanitarian assistance to affected communities between 2017-2022. We regularly raise the importance of protecting all Nigerians with the Government of Nigeria, and do so at the highest levels. In June, I discussed the conflict in North East Nigeria with the Nigerian President's Chief of Staff, Ibrahim Gambari.</p>

unstar this property answer text <p>Our current assessment is that terrorist activity in Nigeria is limited to North East Nigeria. We continue to support Nigeria and the other states affected by the conflict in the Lake Chad Basin - Niger, Chad and Cameroon - to tackle the terrorist threat and support communities. We work closely with the UN in the region, including through our support to the UN Development Programme stabilisation facility in North East Nigeria and the work of the UN Office for West Africa and the Sahel.</p><p>On the Middle Belt, the UK Government has engaged closely with the Federal Government of Nigeria, state governments, international partners and the National Economic Council to help respond to the complex drivers of intercommunal violence and push for solutions.</p><p>The UK Government has no plans to make representations to the UN Security Council on the deployment of peacekeeping forces to Nigeria. We do not assess their deployment to be the most effective or appropriate way to tackle the terrorist threat in North East Nigeria or the intercommunal violence in the Middle Belt.</p>

unstar this property answer text <p>The UK worked closely with international partners to provide technical support to the Vice President's office to develop the National Livestock Transformation Plan (NLTP). The plan sets out a long-term approach to transition towards more sedentary forms of cattle-rearing and explicitly addresses some of the factors underpinning intercommunal violence.</p><p>The NLTP is currently being implemented in eight 'Middle Belt' states. The British High Commission will continue to engage with the Vice President's office and relevant ministries on its further roll out. A number of additional states have expressed interest in the plan; we are encouraging their adoption of it through discussions with state governments</p> more like this

unstar this property answer text <p>The UK is firmly committed to promoting and protecting human rights around the world. We have made clear to the Nigerian authorities, at the highest levels, the importance of protecting civilians, including all ethnic and religious groups, and human rights for all Nigerians. We are aware of allegations of military complicity in attacks on communities of all faiths. We call for allegations of human rights abuses or excessive use of force to be investigated and those responsible for any abuses to be held to account.</p><p>Following allegations of human rights abuses made regarding Nigerian military detention facilities in Amnesty International's recent report, 'We Dried Our Tears', the British High Commissioner raised our concerns with the Nigerian Minister of Foreign Affairs calling for a full investigation into the allegations and prosecution of any individuals found to have committed abuses. We reiterate that the UK Government does not provide any support to the military detention facilities mentioned.</p>

unstar this property answer text <p>We welcome the APPG's report and the detailed analysis it provides on the complex issues of intercommunal violence across multiple states of Nigeria and acts of terrorism committed by Boko Haram and Islamic State West Africa in North East Nigeria. The UK Government strongly condemns all acts of violence in Nigeria. We are considering the report and its recommendations in detail and I will provide a full response in due course.</p> more like this
