	answer	answer answer text <p>The Azure card is issued to destitute failed asylum seekers who require support because they are temporarily unable to leave the United Kingdom and can be used at most of the main supermarket chains to purchase food and other essential items. The performance of the card is kept under regular review and the views of reputable partners such as the Red Cross are carefully considered but the Government is satisfied that it is an effective way of ensuring the individuals are able to meet their essential living needs and not left destitute.</p>

Unaccompanied asylum seeking children are looked after by local authorities and most will continue to be supported in this way after the age of 18 under leaving care legislation while they remain in the UK.</p><p> </p><p>Any asylum seeker that does not have an entitlement to leaving care support would be eligible to support from the Home Office under the provisions of section 95 of the Immigration and Asylum Act 1999 if they were destitute.</p><p> </p>

	answer	answer answer text <p>All EU member states have ratified the 1957 Council of Europe Convention on Extradition (ECE). Consequently, they will all have legislation that allows them to operate the ECE with other ECE signatories who do not use the Arrest Warrant. However, a number of EU member states have subsequently passed specific legislation to implement the Arrest Warrant and would need to pass new domestic legislation in order to allow them to operate the ECE with the UK. In some cases, this could be a lengthy process. For example, we believe that it would take the Netherlands at least a year to pass the necessary legislation and during this time they would not be able to issue extradition requests to the UK, or respond to UK extradition requests. Effectively, this would make both countries a safe haven for each others’ criminals.<br><br>Under the 1957 European Convention on Extradition, 22 Member States may also refuse to extradite its own nationals which means that some people may never face justice. In non-European Arrest Warrant cases, the following EU Member States have an absolute bar on extraditing their own nationals to the UK:<br><br>Austria<br>Belgium<br>Czech Republic<br>Finland <br>France<br>Germany<br>Greece<br>Latvia<br>Luxembourg<br>Slovakia<br>Slovenia<br>Spain<br>Sweden<br><br>A further nine have made declarations to the 1957 European Convention on Extradition to the effect that they will not extradite their own nationals:<br><br>Bulgaria<br>Croatia<br>Cyprus<br>Estonia<br>Hungary<br>Lithuania<br>Poland<br>Portugal<br>Romania</p><p> </p>

In his Budget speech, the Chancellor committed to providing funding to support the po-lice with additional pensions costs.</p><p>On 13 December we announced our proposed police funding settlement for 2019/20 which provides up to £970 million of additional investment in the policing system. This includes £153 million of additional pensions funding, £161 million in increased general grants and up to £509 million of additional funding from council tax precept, if Police and Crime Commissioners use the full flexibility provided. This provides enough funding for the police to meet their increased costs, while continuing to recruit and fill capability gaps like the shortage of investigators.</p>

	answer	answer answer text <p>The UK has a proud history of providing protection to those who need it and this Government is committed to delivering a fair and humane asylum system.</p><p>Our current policy is consistent with EU law and permits asylum seekers to work, in jobs on the Shortage Occupation List, if they have been waiting for a decision on their claim for 12 months or more and the delay is through no fault of their own. We are tackling delays in decision-making and have plans in place to improve the speed at which outstanding claims are decided.</p><p>The Government is considering recent calls to change the current policy. However, the current approach aims to protect the resident labour market so that any employment meets our needs for skilled labour and to maintain the distinction between those who need protection and those who want to work in the UK, who can apply for a work visa under the Immigration Rules. We need to avoid creating further incentives for migrants to come here illegally, risking their lives in the process, instead of claiming asylum in the first safe country they reach.</p><p>It is also important to focus on providing support for those who are recognised as refugees, to help them to integrate and find employment, so that they can rebuild their lives here.</p>

	answer	answer answer text <p>As we made clear in our Modern Crime Prevention Strategy, there are many factors that drive crime, and so preventing crime is the responsibility of many institutions, not just the police.</p><p>This Government has provided a strong and comprehensive settlement that is increasing total investment in the police system by over £460m in 2018-19, of which more than £280m from increased council tax precept will go direct to forces to spend locally. It is for operationally independent Chief Constables to decide how best to deploy officers in their force area.</p><p>HMICFRS’s 2017 PEEL: Effectiveness inspection graded 34 forces as good at preventing crime and anti-social behaviour, four more than in 2016. Some forces had changed their approach to neighbourhood policing to ensure sufficient officers and PCSOs dedicated to preventative and community focused activity. A Police Foundation (2017) study of changes to neighbourhood policing found that forces have pursued a variety of strategies in relation to organising neighbourhood teams.</p>

	answer	answer answer text <p>Crime and risk is changing but this Government continues to believe that good neighbourhood policing remains at the core of the British model of how we protect the public. That is why we are increasing total investment in the police system by over £460m in 2018-19, of which more than £280m from increased council tax precept will go direct to forces to spend locally.</p><p>It is for operationally independent Chief Constables to decide how to best deploy officers in their force area to effectively serve and engage their communities and to build their trust and confidence. Police and Crime Commissioners (PCCs) are elected by the public to hold Chief constables and the force to account; making the police answerable to the communities they serve.</p><p>HMICFRS has raised concerns about neighbourhood policing being eroded since the Government moved away from a centralised model. This year, inspectors found improvement but remain concerned about the balance between short-term response to demand, and longer-term prevention activity.</p><p>The College of Policing published guidelines on modernising neighbourhood policing in March 2018. This year’s HMICFRS effectiveness report recommended that forces review their approach by October 2018 against these standards. The National Police Chiefs’ Council has also established an implementation group to support forces.</p>

The Frontex Regulation was nevertheless drafted in such a way to require Frontex to facilitate operational cooperation between the UK and Member States on a case by case basis (Article 12(1) of the Frontex Regulation). The nature of Frontex lends itself to UK involvement on a case by case basis.<br><br>As a result there have been no occasions within the last five years when the Management Board of Frontex has refused an offer made by the UK to make its expertise and facilities available for Frontex activities.<br><br>Over the last five years, the UK has provided experts in air borders, returns and fraudulent documents as well as debriefers, interpreters, screeners and a heartbeat detector with operator.</p><p> </p><p> </p><p> </p>

	answer	answer answer text <p>In the period up to March 2018 Action Fraud recorded 277,561 crimes (Source: ONS – April 17 to March 18). The National Fraud Intelligence Bureau (NFIB), which analyses crimes recorded by Action Fraud, cannot directly task Regional Organised Crime Units.</p><p>In light of which crimes are allocated to forces as per the rules set out in the Home Office Counting Rules. In the same period (April 17 to March 18) the NFIB disseminated 53,574 crimes to Police forces (a), a further 120 crimes were sent direct to Regional Organised Crime Units as a result of the NFIB being aware of an ongoing investigation which was being undertaken by them.</p><p>A considerable number of the crimes will have been perpetrated by the same criminal group.</p>
