	answer	answer is ministerial correction date of answer 06/11/2014 answer text <p>An assessment of the economic and environmental impacts of Greening in England was published in the evidence paper which accompanied the consultation of the Common Agricultural Policy in October 2013. A revised assessment will be published alongside the associated Statutory Instruments towards the end of the year.</p><p>The Crop Diversification requirement was assessed to affect 7% of farms, containing 12% of the arable area. The costs in terms of foregone production were estimated to lie between £12.3m and £99.5m per annum, with a central estimate of £55.9m.</p><p>The Ecological Focus Area requirement was assessed to affect between 20% and 40% of farms, containing between 30% and 50% of the arable area. These include herd movement restrictions, whole herd testing and radial testing of surrounding herds. This does not include the value of any subsidies. The value of UK exports of food, feed and drink is estimated in the Overseas Trade Statistics at the prices paid between traders. The prices at the point of export are considerably higher than the prices at the farm gate because of value added in the wholesaling and manufacturing processes. This has included our formal consultation on the implementation of the new Common Agricultural Policy (CAP) in England in October 2013, to which we received nearly 5,000 responses. 720 people also attended our regional consultation events. Our response to that consultation was published on 19 December 2013, with a further response in February 2014.</p><p> </p><p> </p><p> </p><p>Since last April we have published a series of ‘Countdown to CAP Reform’ leaflets to provide potential claimants, including farmers and landowners, with as much clarity as possible on progress in implementing the CAP in England as it has become available. 	answer	answer is ministerial correction date of answer 03/02/2015 answer text <p>The active farmer test is set out in the European Regulations, but aspects remain to be interpreted by Member States. Farmers who operate certain non-agricultural activities, comprising waterworks, railway services, airports, real estate services, or permanent sport and recreational grounds, will be ineligible for direct payments unless they meet the ‘readmission criteria’ or received less than €5,000 in direct payments in the previous year.</p><p> </p><p> </p><p> </p><p>A business will be readmitted if it: provides evidence that its annual amount of direct payments is at least 5% of the total receipts that it obtained from non-agricultural activities; has an eligible area of at least 36 ha (the median average size of a farm in England); or provides evidence that its agricultural receipts are at least 40% of its total receipts.</p><p> </p><p> </p><p> </p><p>We believe the active farmer test risks discouraging farm diversification and may lead to needless restructuring, while offering no benefit to tenants or others who make their living from farming. It is also a burden on both applicants and administrators. In England this is 1st March to 31st August inclusive.
