Similarly, UK companies will be treated largely as third country companies for accounting and audit purposes. EEA auditors and EEA companies in the UK will also be treated as third country auditors and third country companies in the UK under changes that will be made effective in part through amendments to UK legislation. However, the UK Government has put in place a framework that will allow some continuing market access for EEA auditors to the UK for a limited period in order to provide continuity for businesses in the period following the UK’s exit.</p><p> </p><p>The Government’s technical notice on accounting and audit if there is no Brexit deal sets out the implications of No Deal for businesses operating across the EU/UK border. 	answer	answer is ministerial correction date of answer 02/07/2019 answer text <p>The loss of a child, including the loss of a pregnancy, is devastating for parents.</p><p> </p><p>The Department is currently working to implement a new statutory right to Parental Bereavement Leave and Pay for eligible parents who lose a child under the age of 18, or suffer a still-birth from 24 weeks of pregnancy. We expect the new right will apply from April 2020.</p><p> </p><p>The policy provides a statutory minimum and we encourage employers to go beyond this where possible. Many employers will have an existing compassionate leave policy or will operate one on a discretionary basis following such losses during pregnancy. In May this year, I attended the All-Party Parliamentary Group for Family Business and discussed a range of issues including access to external finance. The authors of the Report, The Institute for Family Business, are also a member of the BEIS SME Advisory Board, who last met on 24 June.</p><p>As part of the modern Industrial Strategy, this Department’s aim is to improve access to finance for all UK businesses, including family-owned businesses. The Government-backed British Business Bank supports more than £6.4bn of finance to over 85,000 SMEs. The Bank’s online Finance Hub also helps small business owners identify potential sources of finance via the finance finder web tool.</p><p>The Business Bank has also established a UK Network, with team members based within each of the English regions and the three Devolved Nations. The UK Network works with small business finance intermediaries to enhance business finance ecosystems across the UK, so smaller businesses, wherever they are, can grow and prosper.</p><p>In addition, Government has actively supported and invested in the creation of 38 Growth Hubs (one in each Local Enterprise Partnership area), providing businesses across England support and advice via a free and impartial, local single point of contact. This covers situations where information is invalid or ineffective, delivered without the authority of the company or factually inaccurate or derived from something factually inaccurate or forged. For example BEIS allocated £500,000 to Kite Power Solutions in Glasgow to develop a high altitude wind power generating system that uses kites to capture wind energy, and up to £750,000 to redT Energy for their flow battery technology cost reduction programme in Livingston.</p><p>Through the Industrial Strategy Challenge Fund (ISCF), the Government has allocated £1.7bn to ISCF challenges over two waves of investment. Funding from the ISCF has supported technologies and future industries which benefit a number of devolved regions. It will be publishing a response with its final proposals, in due course.</p><p> </p><p>We have launched a consultation on sexual harassment in the workplace led by the Government Equalities Office. It has increased funding for the provision of debt advice in each of the past two years rising to almost £56million this year in England, which will deliver 560,000 debt advice sessions.</p><p> </p><p>Where individuals do get into problem debt the government has announced it will deliver its manifesto commitment for a Breathing Space scheme, which will protect debtors from creditor action, help them get professional advice on their debt problems, and enable them to find an appropriate and sustainable debt solution.</p><p> </p><p>The regional personal insolvency rate increased in 2018, driven mainly by individual voluntary arrangements (IVAs), with all regions following the national trend.</p><p> </p><p>Historically, males had a higher rate of insolvencies per 10,000 adults than females, but the gender gap noticeably narrowed from 2009 onwards and, by 2014, females began to have higher insolvency rates than males. 	answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>As outlined in our Digital Strategy and Charter, our ambition is to ensure the UK is the best place in the world to start and grow a digital business.</p><p>Support is in place to help small, early stage companies raise equity finance through the Seed Enterprise Investment Scheme, which offers tax reliefs to individual investors who purchase new shares in those companies. It complements the Enterprise Investment Scheme, which offers tax reliefs to investors in high risk and growing companies. The Seed Enterprise Investment Scheme is intended to recognise the particular difficulties which very early stage companies face in attracting investment, by offering tax relief at a higher rate.</p><p>Tech Nation, which receives grant funding from DCMS, provides a range of resources to support the growth of digital businesses in the UK.
