The Integrated Review and Defence Command Paper made clear that we must focus on Defence capability rather than troop numbers in response to changing threats and priorities. The Integrated Review and Defence Command Paper made clear that we must focus on Defence capability rather than troop numbers in response to changing threats and priorities.
