We are concerned that ongoing settlement construction, incitement and terrorist attacks are undermining prospects for peace. Ultimately we believe that peace will only come through negotiations between the parties, but international action could play a role in supporting progress. The UK government fully supports the Declaration of Istanbul (May 2008), which encourages all countries to draw up legal and professional frameworks to govern organ donation and transplantation activities.</p><p>As the Foreign and Commonwealth Office Minister for Europe and the Americas, Sir Alan Duncan, stated in a Westminster Hall debate in October 2016: “Although I do not doubt the need to maintain close scrutiny of organ transplant practices in China, we believe that the evidence base is not sufficiently strong to substantiate claims about the systematic harvesting of organs from minority groups. Indeed, based on all the evidence available to us, we cannot conclude that this practice of “organ harvesting” is definitely happening in China.”</p><p>The World Health Organisation (WHO) collates global data on organ donations and works with China. 	answer	answer is ministerial correction date of answer 05/11/2018 answer text <p>We have serious concerns about the human rights situation in Xinjiang and reports of the Chinese Government’s deepening crackdown, including credible reports of re-education camps and widespread surveillance and restrictions targeted at ethnic minorities. We are aware of media reports that some Uyghurs may have been subject to unwanted DNA tests.</p><p>The UK supports the statement of 26 October by the European External Action Service highlighting concerns about Xinjiang.</p><p>I raised our concerns about Xinjiang with Vice Minister Guo Yezhou during my visit to China on 22 July 2018. The Foreign Secretary, Rt Hon Jeremy Hunt MP, also raised our concerns about the region with Chinese State Councillor and Foreign Minister Wang Yi during his visit to China on 30 July 2018. It found that the mechanisms for protecting subsidiarity and proportionality could be improved in a number of ways, in particular by improving the role of national parliaments as the guardians of subsidiarity and affording them closer involvement in the EU’s functioning. 	answer	answer is ministerial correction date of answer 29/10/2018 answer text <p>We are concerned by restrictions on freedom of expression in Pakistan, including the detention of human rights activists, in Pakistan. We are also concerned about constraints on the operating space for civil society and NGOs in Pakistan. The freedom to hold and express views without censorship, intimidation or unnecessary restriction is a cornerstone of democracy. The arrest and release under bail of Gulalai Ismail is a further worrying development against the backdrop of restrictions on fundamental rights in Pakistan.</p><p>We regularly raise at a senior level our concerns about the human rights situation with the Government of Pakistan, including on the freedom of expression. 	answer	answer is ministerial correction date of answer 07/07/2015 answer text <p>The United Kingdom continues to encourage a wider UN leadership role to help bring peace and reconciliation to all communities in Rakhine State. We welcome the firm personal stand the UN Secretary General has already taken on the Rohingya. During his visit to Burma in November 2014, he publicly expressed his concern about the discrimination and violence they face, and called for the human rights and dignity of all the people in Rakhine to be respected. During the recent crisis in the Andaman Sea, he called President Thein Sein on 20 May to make clear his concerns. The UN Secretary General also presided over a meeting of the International Partnership Group on Burma on 24 April. <br><br>More widely, the UK is actively keeping Rakhine and the situation of the Rohingya high on the international agenda and within the UN system. With UK support, the situation in Rakhine was discussed at a UN Security Council briefing on 28 May, and the UK was instrumental in securing strong UN Resolutions on Burma at the UN General Assembly in November and the Human Rights Council in March. The latter resolution extended the mandate of the Special Rapporteur for Human Rights. In Burma, Professor Yanghee Lee, who has highlighted the plight of the Rohingya in her reports. The Government invited Professor Lee to the UK in March, where she discussed the situation in Rakhine with the Minister of State, my noble Friend the right hon.
