star this property answer text <p>The Universities and Colleges Admissions Service (UCAS) publish data on the number of applications by the 15 January deadline. Data for the 2017 application cycle shows there were 187,470 applications from EU domiciled applicants, which is above the 157,170 applications made in 2010, but lower than the 202,250 applications in 2016. star this property answer text <p>​Widening participation is a priority for this government. We want to ensure that everyone with the potential to benefit from a university education has the opportunity to do so, regardless of their background or where they grew up. Significant progress has been made in recent years; in 2018, 18-year olds from disadvantaged backgrounds were 52% more likely to enter full-time higher education than in 2009.</p><p> </p><p>However, we have made clear our expectation that the Office for Students (OfS) will challenge universities to make greater progress in widening access and participation.</p><p> </p><p>For example, we have asked the OfS to explore further the use of contextual information in university admissions, such as whether an applicant comes from a low participation neighbourhood or attends a school that does not send many students to university.</p><p> </p><p>​We expect universities to use unconditional offers responsibly. There are cases where the use of unconditional offers can be justified, however the systematic use of unconditional offers is not in the interest of students.</p>

star this property answer text <p> </p><p><em>All committees operate according to the guidelines and standards outlined in the </em>Code of Practice for Science Advisory Committees (CoPSAC[1]). Any advisory committee that is classified as a Non-Departmental Public Body (NDPB) is also subject to <em>formal Cabinet Office procedures including a full triennial review. </em></p><p><em> </em></p><p> </p><p>CoPSAC is underpinned by The Principles of Scientific Advice to Government', published in 2010 (Annex A to CoPSAC), and the ‘Nolan' principles for public life (the “Seven Principles of Public Life” (Annex C).</p><p> </p><p> </p><p>The principles “provide a foundation on which independent scientific advisers and government departments should base their operations and interactions”. Members are also expected to abide by the Nolan Principles, which include the principles of objectivity and accountability.</p><p> </p><p> </p><p>Any “issues of concern over the application of the Principles, or other guidance” should be raised to the Chief Scientific Adviser. “If the matter of concern cannot be effectively resolved or is especially serious CSAs should approach the Government Chief Scientific Adviser (GCSA) and Ministers should approach the GCSA and the Minister for Science. star this property answer text <p>The Government is committed to improving the flexibility of higher education provision and student choice. We are currently considering the evidence gathered via the recent call for evidence on <em>Accelerated Courses and Switching University or Degree, </em>and engaging stakeholders, to understand arrangements currently in place for supporting student transfer and any barriers to take up.</p><p>There are no regulatory barriers to students choosing to leave university prior to completing their course and having their learning accredited by a different higher education institution.</p><p>English universities are independent, autonomous bodies and it is their responsibility to decide how to recognise or accredit prior learning so they admit students who are able to succeed at that institution or on a particular course. Government has no power to interfere in university admissions.</p><p>Sound practice in English university recruitment, selection and admission is underpinned by the principles of fair admissions, or <em>Schwartz principles,</em> and the Quality Assurance Agency for Higher Education’s <em>UK Quality Code</em>.</p>
