star this property answer text <p>The Government has not made an estimate of the volume of consumer electronics that end up in landfill. The 2013 Waste Electrical and Electronic Equipment (WEEE) Regulations seek to reduce the amount of WEEE going to landfill by encouraging its separate collection and subsequent treatment, reuse, recovery, recycling and environmentally sound disposal.</p><p> </p><p>Reports on the amount of WEEE (both household and non-household) collected in the UK under the WEEE Regulations is published by the Environment Agency here: <a href="https://www.gov.uk/government/statistical-data-sets/waste-electrical-and-electronic-equipment-weee-in-the-uk" target="_blank">https://www.gov.uk/government/statistical-data-sets/waste-electrical-and-electronic-equipment-weee-in-the-uk</a>.</p><p> </p><p>Last year, producers financed the collection of 493,323 tonnes of household WEEE.</p><p>Additionally, based on a study carried out by the Waste and Resources Action Programme, we estimate that between 250k and 273k tonnes of large domestic appliances (cookers, washing machines etc.) are collected with scrap metal and recycled outside the WEEE system every year.</p>

star this property answer text <p>Defra has not issued any guidance on the processing of consumer electronics in landfill or removal from landfill sites after metals have been harvested from them.</p><p> </p><p>The 2013 Waste Electrical and Electronic Equipment (WEEE) Regulations seek to reduce the amount of WEEE going to landfill by encouraging its separate collection and subsequent treatment, re-use, recovery, recycling and environmentally sound disposal.</p><p>Defra has issued statutory guidance on the best available collection, treatment, recovery and recycling techniques (BATRRT) for WEEE at approved authorised treatment facilities. star this property answer text <p>The Government is deeply concerned by the continued poaching of elephants for their ivory, which is why we are committed to maintaining the current global ban on any international trade in new ivory. The UK has made no formal assessment of the impact of other countries’ additional measures to restrict trade in ivory. However, as a further step in delivering the Government’s manifesto commitment to press for a total ban on ivory sales, on 21 September the Secretary of State announced plans for a ban on sales of items containing ivory dated between 1947 and the present day, putting UK rules on ivory sales among the world’s toughest. We will consult on plans for the ban early next year. This will complement the existing UK approach not to permit the trade of raw ivory tusks.</p><p> </p><p>The Government also successfully lobbied for the EU-wide adoption of the existing UK ban on sales of raw ivory tusks, which was advocated through the EU Council Conclusions on an EU Action Plan on Wildlife Trafficking and adopted in June. This urged EU Member States not to issue export or re-export documents under the Convention on International Trade in Endangered Species (CITES) for raw, pre-Convention ivory (pre-1990) and to consider further measures to put a halt to commercial trade in ivory from elephants.</p><p> </p><p>At the CITES Conference that took place from 24 September to 5 October the UK was involved in negotiations that successfully secured a strong agreement calling for the closure of domestic ivory markets where they contribute to poaching or illegal trade. This was agreed by all 183 Parties to CITES.</p>

The Secretary of State may, as he sees fit, instruct Natural England in respect to the discharge of this function and he may also choose to make the final determination of a licence himself.</p><p>There is a Forestry Commission proposal to release beavers into a fenced enclosure in the Forest of Dean near Lydbrook. This project would require a conditional licence allowing release into a secure enclosure. An application for a licence would need to be submitted to Natural England to determine, and the evidence required would include whether there are appropriate measures in place to keep the beavers securely and to recapture any animals that should escape.</p> more like this

Retailers are, however, expected and have been encouraged by Ministers to donate the proceeds to good causes such as charities or community groups.</p><p> </p><p>Defra publishes records supplied in accordance with the regulation by 31st July each reporting year on GOV. star this property answer text <p>As this is not a tax, the UK Government does not determine where the proceeds of the charge are redistributed. We expect retailers to donate the proceeds of the charge (after deducting VAT and reasonable costs) to good causes such as charities or community groups. The costs of the bags themselves cannot be deducted from the revenue.</p><p> </p><p>The Single Use Carrier Bags Charges (England) Order 2015 is due for review before 5 October 2020, which will require an assessment of cost and benefits. Any changes to amend the policy ahead of this timeframe will be considered as part of the Government’s forthcoming Resources and Waste Strategy.</p><p> </p><p> </p><p> </p> more like this

These primarily consist of correspondence to Ministers from individuals and interested organisations calling for the Government to act in this area.</p><p> </p><p>On 21 September the Secretary of State announced plans for a ban on sales of items containing ivory dated between 1947 and the present day, putting UK rules on ivory sales among the world’s toughest. star this property answer text <p>The following Government bills as introduced over the five years of the last Parliament affected predominantly England or England and Wales.</p><p>The proposals that were announced by my Right Honourable Friend, the Leader of the House of Commons, on 2 July on English votes for English laws provide for certification of bills and clauses or schedules by the Speaker of the House of Commons based on the devolution settlement.</p><p>This list is based on an assessment of the effects of provisions rather than the territorial extent of a bill, which concerns the legal jurisdiction to which the bill extends, which may be wider than application. For example, since England and Wales form a single legal jurisdiction a bill might extend to England and Wales but only affect England. The list does not consider whether the subject-matter of any individual clauses or schedules of a bill would be within the legislative competence of the Northern Ireland Assembly or Scotland Parliament or, if appropriate, the National Assembly for Wales. As such this list is not a guide to the likely certification of these bills had the proposed certification process applied to them.</p><p>Some of the bills listed contain provisions which extend and/or apply to Northern Ireland, Scotland or, as appropriate, Wales. Under the proposals announced on 2 July, bills, clauses and schedules within them would be certified, and so any provisions which apply to Scotland and/or Northern Ireland would not have been subject to the new process.</p><p>The list refers to bills at the time of introduction and does not take into account amendments made during their passage. If the territorial extent and/or application of a bill is to be amended in such a way that would affect devolved matters, the consent of the relevant devolved legislature(s) would be sought. star this property answer text <p>Since 2008, the Water Vole Database and Mapping Project has managed and stored water vole survey records, as well collating data on American mink. This has enabled mapping of this data and effective use of the datasets for the benefit of water vole populations. The map on page 66 of the 2014 report, found at <a href="http://www.wildlifetrusts.org/watervole-project" target="_blank">http://www.wildlifetrusts.org/watervole-project</a>, indicates a thriving population of water vole in the Lindsey Marshes. The data for East Lindsey can be requested from the Lincolnshire Environmental Records Centre.</p><p> </p><p>The project does not itself involve assessing the effect of one species on another but the presence of American mink is the most significant factor in the decline of the water vole. Ongoing control of the mink at a catchment scale is therefore a priority for water vole conservation.</p> more like this

A permit will only be issued if no detrimental impact on the sustainability of endangered species is demonstrated and the trophy has been obtained from a legal and sustainable hunting operation. We will always do whatever we can to protect the world’s most iconic species.</p><p> </p><p>Some conservation non-governmental organisations have set out how in certain limited and rigorously controlled cases, scientific evidence shows that trophy hunting can be an effective conservation tool.</p> more like this

star this property answer text <p>The Government is committed to tackling fly-tipping in both urban and rural areas. It is for local authorities to use the full range of enforcement powers available to tackle fly-tipping in their areas. We have recently strengthened these powers by introducing fixed penalty notices for small scale fly-tipping and enhancing the ability of local authorities to search and seize vehicles of suspected fly-tippers. We have also consulted on proposals to introduce a new fixed penalty for householders who pass their waste to a fly-tipper. As two thirds of fly-tipping contains household waste, these additional measures will give local authorities another tool to tackle fly-tipping.</p><p> </p><p> </p><p> </p><p>The 2016/17 fly-tipping statistics for England were published last October. The statistics show a year-on-year increase in the number of fly-tipping incidents over the last five years. The statistics cover all local authorities and so represent both urban and rural areas. They are available publically and can be found here: <a href="https://www.gov.uk/government/statistics/fly-tipping-in-england" target="_blank">https://www.gov.uk/government/statistics/fly-tipping-in-england</a>.</p><p> </p><p> </p><p> </p><p>We engage with a variety of local authorities and the Local Government Association through the Defra-chaired National Fly-tipping Prevention Group (NFTPG) and work flowing from that. The NFTPG has been meeting regularly for over 10 years to share best practice in partnership working with a common aim to help prevent and tackle fly-tipping together.</p><p> </p>

star this property answer text <p>The Government is committed to tackling fly-tipping in both urban and rural areas. It is for local authorities to use the full range of enforcement powers available to tackle fly-tipping in their areas. We have recently strengthened these powers by introducing fixed penalty notices for small scale fly-tipping and enhancing the ability of local authorities to search and seize vehicles of suspected fly-tippers. We have also consulted on proposals to introduce a new fixed penalty for householders who pass their waste to a fly-tipper. As two thirds of fly-tipping contains household waste, these additional measures will give local authorities another tool to tackle fly-tipping.</p><p> </p><p> </p><p> </p><p>The 2016/17 fly-tipping statistics for England were published last October. star this property answer text <p><strong></strong></p><p>The Government’s 25 Year Environment Plan sets out our ambition to support and protect the world’s forests, supporting sustainable agriculture and zero-deforestation supply chains, including for palm oil. The plan led to the establishment of a Global Resource Initiative aimed at reducing deforestation caused by UK demand for commodities, including palm oil.</p><p> </p><p>The Government also helped convene the UK Roundtable on Sustainable Palm Oil and is working with the signatories of the Amsterdam Declaration on increasing the uptake of sustainable palm oil. The latest report from the UK Roundtable on Sustainable Palm Oil indicates that the UK achieved 75% certified sustainable palm oil in 2017.</p><p> </p><p>Biofuels made from palm oil have not been reported for supply under the Renewable Transport Fuel Obligation (RTFO) in the last three years and the use of non-waste oils in biofuel is minimal. The Government has agreed to focus on utilising waste derived biofuels, which generally have higher greenhouse gas savings. The most recent changes to the RTFO, which set out the UK biofuel policy to 2032, include a cap on the contribution of crop based biofuels in the UK, decreasing from 4% in 2020 to 2% in 2032.</p>

Through the Amsterdam Declarations we are working with businesses and other governments to strengthen governance, promote market-based solutions and put in place incentives, policies and actions that support sustainable production of palm oil alongside forest protection.</p><p> </p><p>Whilst attending UNFCCC COP24 in Katowice, Poland last December I met the Minister of Environment and Forestry Siti Nurbaya Bakar from the Republic of Indonesia; palm oil production and the importance of producing it sustainably were discussed.</p><p> </p> more like this

star this property answer text <p>The Government published the Resources and Waste Strategy last year, setting out our plans to reduce, reuse and recycle more plastic than we do now. Our target is to eliminate all avoidable plastic waste throughout the life of the 25 Year Environment Plan, but for the most problematic plastics we are going faster.</p><p> </p><p>The 5p charge on plastic bags has reduced their use significantly and we have now consulted on increasing this charge and extending it to all retailers. We have also imposed a ban on microbeads in rinse-off personal care products and have consulted on banning plastic straws, stirrers and cotton buds.</p><p> </p><p>We are currently consulting on extending producer responsibility for packaging, so that producers will be responsible for the full costs of managing packaging waste. We are also exploring the introduction of a deposit return scheme for drinks containers and increasing consistency in the recycling system. We will develop legislative proposals taking account of the consultation responses.</p>

star this property answer text <p>Tackling the illegal wildlife trade and bringing an end to elephant poaching is a priority for this government.</p><p> </p><p>We are taking practical action to tackle the illegal wildlife trade, particularly through the Illegal Wildlife Trade Challenge Fund. Many projects funded through the challenge fund work to protect elephants from poaching. Defra also funds the British Army training for park ranges in key African countries. UK law enforcement agencies are active around the world, sharing expertise and intelligence to help tackle poaching and trafficking.</p><p> </p><p>Here in the UK there are strict rules controlling the sale of ivory. This is backed up by robust enforcement from Border Force and the National Wildlife Crime Unit. The UK prohibits all commercial trade in raw ivory of any age, going further than the EU regulations. We are considering options for taking further action to address the UK ivory market.</p> more like this

star this property answer text <p>In December 2015 the Government announced that it would require five cities (Birmingham, Derby, Leeds, Nottingham and Southampton) to implement a Clean Air Zone.</p><p> </p><p>A Clean Air Zone defines an area where targeted action is taken to improve air quality and where resources are prioritised and coordinated to deliver improved health benefits and support economic growth in the urban environment. As such, a Clean Air Zone can encompass and go beyond the access controls typically associated with Low Emission Zones to promote both behaviour change and the transition to a low emission fleet.</p><p> </p><p>I am proactively engaging with local authorities to ensure that local and central government work together in the best possible way to improve air quality through the adoption of Clean Air Zones and other measures.</p> more like this

star this property answer text <p>This is devolved matter and the below information relates to England only.</p><p> </p><p>The Government is committed to protecting and expanding red squirrel populations and tackling the threats that grey squirrels pose to them. The Forestry Commission works with Natural England and other conservation organisations and projects to help protect red squirrel enclaves and to allow the populations to expand.</p><p> </p><p>The Forestry Commission also undertakes a number of actions to protect red squirrels from the impact of grey squirrels as outlined in the grey squirrel action plan for England. These actions include Countryside Stewardship funding for landowners who choose to help protect red squirrels within designated reserves.</p><p> </p><p>Defra, in partnership with the United Kingdom Squirrel Accord, has also provided funding for work by the Animal and Plant Health Agency for the development of a fertility control method for grey squirrels. This research continues to show promise as one potentially effective and humane method to control grey squirrel numbers in the longer term.</p>

star this property answer text <p>The Government has invested £5.7million to deliver a flood risk management scheme for Keswick, which was completed in 2011 and better protects at least 180 residential and commercial properties with a standard of protection of 1.33% chance of flooding occurring in any given year.</p><p>Following Storm Desmond in December 2015, the Environment Agency commissioned a £3 million appraisal to construct the necessary business cases to better manage flood risk in a number of communities throughout Cumbria, including Keswick.</p><p>The Environment Agency has developed an extensive list of options on how it could manage flood risk at a catchment scale. For the local communities to be more involved in decision-making, the Environment Agency has shared these options with all communities within the Derwent catchment. Shortlisted options are expected in autumn 2017 and will further support future funding applications for flood risk management in Keswick.</p><p>A bid for funding for Keswick has been submitted as part of the process to refresh the Government’s six year capital investment programme. The outcome of this bid will be confirmed to the North West Regional Flood and Coastal Committee (RFFC) in October 2017.</p><p>The Cumbria Flood Action Plan also sets out what the Environment Agency and partners are doing to reduce flood risks across Cumbria, based around river catchments, and incorporates actions from a range of partners in Keswick. As part of the plan, Cumbria County Council is to undertake works on a surface water scheme on Penrith Road by March 2020 and United Utilities are investigating how they can make changes to the way they operate the Thirlmere reservoir. The Environment Agency is facilitating discussions between United Utilities and Keswick Flood Action Group.</p><p> </p>

Numbers of razorbill at this site have shown a significant decline in recent years and their inclusion is therefore warranted. Numbers of common guillemot, by contrast, have more than doubled at this site over the same period and it was therefore decided that there was insufficient justification to include them as a feature in this Marine Conservation Zone. star this property answer text <p>The Government has previously commissioned a report by Professor Macdonald on Lion Conservation with Particular Respect to the Issue of Trophy Hunting. This report found that the primary benefit associated with trophy hunting is the protection of wildlife habitat by reducing the major threat of habitat loss. Lion trophy hunting enables land to be maintained under wildlife-based land use and often prevents the conversion of the area to other forms of land use such as agriculture. This habitat protection is also important for many other species, including endangered species. The report notes that a total area of around 1.4 million km2 was conserved for trophy-hunting in sub-Saharan Africa, which exceeded the area of national parks in those countries by 22%. The report also cited studies on the number of jobs supported by trophy hunting.</p><p> </p><p>Environmental non-governmental organisations (ENGOs) take different views on trophy hunting. star this property answer text <p>The Government has previously commissioned a report by Professor Macdonald on Lion Conservation with Particular Respect to the Issue of Trophy Hunting. This report found that the primary benefit associated with trophy hunting is the protection of wildlife habitat by reducing the major threat of habitat loss. Lion trophy hunting enables land to be maintained under wildlife-based land use and often prevents the conversion of the area to other forms of land use such as agriculture. This habitat protection is also important for many other species, including endangered species. The report notes that a total area of around 1.4 million km2 was conserved for trophy-hunting in sub-Saharan Africa, which exceeded the area of national parks in those countries by 22%. The report also cited studies on the number of jobs supported by trophy hunting.</p><p> </p><p>Environmental non-governmental organisations (ENGOs) take different views on trophy hunting. star this property answer text <p>The Secretary of State has regular discussions with Ministers across Government Departments about air pollution and how to reduce it. There remains a significant debate among experts about the efficacy of vegetation in reducing air pollution. Defra’s Air Quality Expert Group conclude that overall, vegetation and trees in particular are regarded as beneficial for the environment but they are not a solution to air quality problems in our cities and towns. The Government is giving priority to action on the multiple sources of pollutants, delivered through the Clean Air Strategy.</p> more like this
